Min API support is now 21
The lib was only needed on API Level 19 and lower

Bump to ndk 27.
Min sdk is now 21.
Fixes the c++_shared dy lib when building for the 16kb page size with an older ndk.
The newer ndk ~28 comes with the flags on by default but it drops support for anything older than 21 (Android 5).
