Updates the set of valid schema URIs to include the `v3.0.1`, `v3.0.2`, and `v3.1.0` releases.

Prior to this change, the tests for the extension manifest schema URIs erroneously checked against the resource manifest URIs.
Prior to this change, the `dsc schema` command did not include options to return the JSON Schema for either the extension manifest or a **Discover** extension operation result output object. This change ensures users can call the command to review those JSON Schemas.
