Low Latency Queues (LLQs) - a new placement policy that enables storing Tx descriptor rings and packet headers in the device memory. LLQs improve average and tail latencies. As part of LLQs enablement new admin capability was defined, device memory was mapped as write-combined and the transmit processing flow was updated.
