Reproduction steps

Play a HLS-skip stream until manifest update comes - Window.windowStartTimeMs becomes TIME_UNSET

Expected result

Window.windowStartTimeMs remains as what it was in the initial manifest if it's not included in the manifest delta update

Actual result

Window.windowStartTimeMs becomes TIME_UNSET if #EXT-X-PROGRAM-DATE-TIME is not present in the HLS-skip delta update
