Fixes #29262

  • New include that notes the --arch options for dotnet tool install
  • Inserted that new include on --arch options under the first time we ask customers to run dotnet tool install. Inserted after the commands code block, or within the explanation of the commands options that were used under install.
  • In some cases that meant also updating other includes used for instruction to run dotnet tool install.
