Description

The RefreshView indicator is not displayed when IsRefreshing is set to true manually (a filter change, ...) and if the CollectionView is already at the top.

If the CollectionView is scrolled, setting the value to true will scroll the CollectionView to the top and the indicator will be displayed.

On Android, everything's fine wherever you are in the CollectionView
