Creating a custom listview, inherited from CollectionView.

When executing the [ScrollTo] instruction, it scrolls correctly under Android and iOS, but does nothing under WinUI.

Steps to Reproduce

1. Deploy project from https://github.com/hbraasch/CustomCollectionViewTester.git
2. Run on windows and click the [scroll] button. Observe the behaviour.
