When setting IsPresented="True" on a FlyoutPage in .NET MAUI in XAML , the flyout does not open automatically on app launch as expected.

Steps to Reproduce
- Run the attached sample FlyoutIssue1.zip
- Set IsPresented=True as initial value in FlyoutPage.
- Observe that Flyout does not open in Windows and Catalyst.
Expected Behavior:
The flyout should be open when the app starts if IsPresented is set to True initially.
Actual Behavior:
The flyout does not open.
