Updating the links for opening a new issue. The old links were not directing people to the right places anymore. Also included a minor change for the dotnet/runtime repo we link to.

Pull Request Overview
This PR updates broken links in the CONTRIBUTING.md file to ensure contributors can properly access issue templates and coding guidelines. The changes fix outdated URL patterns that were preventing users from reaching the correct destinations.
Key changes:
- Updates the .NET Foundation coding style link to use the current 'main' branch instead of deprecated 'master'
- Replaces old issue template URLs with new GitHub issue template format (from .md to .yml templates)
