Single-File: Implement Linux SingleFileHost with statically linked runtime #37119
Description
In order to support single-file apps, implement the singlefilehost with runtime linked in.
This host is codenamed "super-host" in the design-doc.
In .net 5, this host will be implemented only for Linux X64.
