Since Python 3.7 is no longer being tested following #1498 (see follow up in #1499), we should update the constraints files for python 3.9 testing to ensure that the minimum versions of dependencies stated in setup.py are compatible.

# List all library dependencies and extras in this file.
# Pin the version to the lower bound.

I will make the change to owlbot.py in a separate PR as I see another change that's also needed.

I will push a commit to also exclude the autogenerated file: https://github.com/googleapis/googleapis-gen/blob/master/google/storage/v2/storage-v2-py/testing/constraints-3.9.txt
