What does this PR do?
Since we use FA2 in the CI docker image last Sunday, the nightly torch CI hangs at the docker image build job.
Let's not use FA2 and run FA2 tests on torch nightly CI workflow.
Also need to not install
detectron2for the same/similar reason.
