We should support a new value for update.mode which should make Code check for updates on startup and block using VS Code unless it's updated. In the blocking UX, we should also probably support overriding the setting "just this once", if the setting isn't enforced via policy, to prevent situations in which the user wouldn't know where the settings file is in disk.
