We should not totally lose access to chat participants while in Agent mode. This would mean something like:

• Allow picking a chat participant with @ in non-Ask mode, and switching the mode to Ask when selected
• Or just enable using chat participants in Agent mode

I prefer the first, because participants are not actually in "agent mode" with tools, and that could be confusing.
