The
Ref(#3025) lifetime type parameter isn't needed and removing it allows me to fix some longstanding issues with WinRT generic type support and harmonize more of the parameter binding and type reference infrastructure (#3233).This is the first step that removes the lifetime type parameter. Subsequent updates will proceed from there.
