A few housekeeping items before publishing the first version of the
windows-linkcrate.raw-dylib.ymlchecks as that's now the default thanks to thewindows-linkcrate.test_linkcrate for testing thewindows-linkcrate.clippy.ymlby only checking library crates. A lot of time is spent building test crates for no reason.
