Problem 1 - No Rust tools

Problem 2 - No msys/mingw. We sync the package list as part of our fix-environment action to ensure latest binutils/llvm/gcc tooling on the box.
Resolved, dropped msys/mingw support for now on those runners.

Problem 3 - Missing Windows SDKs. Arm runner currently only has 22621, 26100 SDKs installed. We can probably just upgrade to the latest SDK in general.
Resolved, no external issue needed.

Thanks for kicking the tires on the new Arm runners. Looks like they still need a bit of work, but good to identify the gaps. 👍
