Problem 1 - No Rust tools |

Problem 2 - No msys/mingw. We sync the package list as part of our fix-environment action to ensure latest binutils/llvm/gcc tooling on the box. |

Problem 3 - Missing Windows SDKs. Arm runner currently only has 22621, 26100 SDKs installed. We can probably just upgrade to the latest SDK in general. |

Thanks for kicking the tires on the new Arm runners. Looks like they still need a bit of work, but good to identify the gaps. 👍 |
