winget update --id returns "No installed package found matching input criteria." incorrectly #5688

Brief description of your issue

When I do winget update --id "PROGRAM" it doesn't find the program. This issue specifically occurs with multiple programs I have, listed later. Important to note that if you don't use --id and use some substring of the program, it will work.

Steps to reproduce

Install one of the following problematic programs with winget:
Gyan.FFmpeg
mikf.gallery-dl

Run this command, with PROGRAM replaced with the program you installed:
winget update --id "PROGRAM"

Expected behavior

I expect winget to succesfuly update the program, As it does with a substring of the program.

Actual behavior

winget can't find the program.
