What kind of change does this PR introduce?
The change that the PR introduces is a doc update, correcting capitalization, and standardizing heading casing throughout CONTRIBUTING.md. There were also minor punctuation changes.
What is the current behavior?
Scorecard was miscapitalized a couple of time throughout the heading of the document. In the document, most of the heading
include the first word capitalized and the rest of the words lowercased; some of the headings didn't follow this convention.
What is the new behavior (if this is a feature change)?**
We capitalized Scorecard and made heading casing consistent.
We inspected the document using preview.
