Add PyFunction_PYFUNC_EVENT_MODIFY_QUALNAME event for function watchers #139924

Proposal:
Function watchers can watch most attributes but one that is missing is the qualname event.
Has this already been discussed elsewhere?
This is a minor feature, which does not need previous discussion elsewhere
