Fixes #109696.
This PR adds a
UserWarningwhen callingtorch.vartorch.var_meantorch.stdtorch.std_meanwith an effective
dof<=0. Until now, onlytorch.covwarned about this. The code also handles edge cases, such astorch.emptymulti-dim reductions
and a negative
correction.
