Fixes #65053. Although the documentation states that:

Lines 500 to 506 in fe0f9d1
It seems that the definition of
weight_ih_l[k]could be improved by specifying what happens whenk > 0andproj_size > 0. Asproj_sizeis only used in LSTM, no changes are needed for the other RNNs.
