This mirrors the "requisite member vote" process from the W3C bylaws, and avoids making momentous decisions based on a slim majority in vote with low participation. Also includes a minimum quorum.

I think it would be nice if there was consistency about whether the upper or lower bound is open vs closed, but I suppose consistency with the Bylaws is more important.
