We are sharing this policy brief at a critical moment for the development of AI sandboxes. Global experience—from Europe, Latin America, the U.S., and beyond—underscores the need for a new mindset: one that embraces regulatory experimentation as a strategic priority. When thoughtfully designed, sandboxes can accelerate innovation and regulatory learning. Yet their impact depends on strong governance and a clear sense of purpose. Inaction—particularly in low- and middle-income countries—risks widening global disparities and missing the opportunity to build inclusive, adaptive governance frameworks. As AI increasingly shapes decision-making in our daily lives, traditional governance frameworks struggle to keep pace. How can we ensure regulation keeps up with technological change? In our latest policy brief “AI Sandboxes: Global Insights for Regulatory Learning and Adaptive Governance”, we explore diverse global practices and propose practical recommendations on how AI sandboxes—controlled, real-world environments for testing AI technologies, policies, and governance models—can support adaptive, inclusive, and anticipatory governance.
