CarsonNewmanCollegehasestablishedadrivingprogramwhichoutlinesitsdrivingregulations andguidelinesfordrivingcollegeownedorleasedvehiclesbybothstudentsandstaffwhenon officialbusinessortravel.Theprogramhasbeendevelopedinconcertwiththecolleges insurancecompanyforthepurposeofprovidingauthorizeddriversthemostpracticalmeansof ensuringthesafetyofboththedriversandpassengers,therebyreducingunnecessaryrisksthat couldleadtoseriousinjuriesordeaths. HOWTOAPPLYTOOPERATEACOLLEGEOWNEDORLEASEDVEHILCE 1.TheDepartmentofSafetyandSecurityoverseesthedrivingprogramforthecollege,andall driverapplicantsmustbenominatedbythechairofadepartmentoranadministratorofthe College,andtheirnamesforwardedtotheDirectorofSafetyandSecurityat:jhodges@cn.edu. Thephonenumberforthedirectoris4713237. 2.Alldriverapplicantsmustbeatleast21yearsold,bealicenseddriver,haveautomobile liabilityinsurance,andhavehadnomorethantwodrivingviolationsinthelasttwoyears.Any trafficoffensesrelatedtoalcohol,drugsorrecklessdrivingwillautomaticallybarapplicants fromthecollegesdrivingprogram.AppealsmaybemadetotheDirectorofSafetyand Security.ThecollegesinsurancecompaniesmandatesthataDivisionofMotorVehicle(DMV) recordcheckbeconductedonallapplicantsbeforetheyareallowedtoundergothetraining program.TheadministrativeassistantfortheVicePresidentforFinanceisresponsibleforthe requestofDMVsthroughthecollegesinsurancecompanyandwillinturnnotifytheDirectorof SecurityoftheresultsoftheDMV.TheadministrativeassistantforFinancemaybecontactedat 4713206foranappointmentorforfurtherinformation.Allapplicantswillbenotifiedwhen theyareeligibletoenrollinthedrivingprogram,andascheduledtimeandplacewillbe reservedbytheDepartmentofSafetyandSecurityforthedrivingclass.FeesfortheDMV recordchecksmustbebornebytherespectivedepartmentwhichnominatesthedriver applicants.InternationaldriverslicensesarenotvalidfordrivingCNownedorleasedvehicles, andtherearenoexceptionstothisrule.Allparttimeemployeesorvolunteersmustalsofollow theaboveprescribedguidelinesinordertobeeligibletoparticipateintheclass.Beforecoming tothedrivingclass,allapplicantsarerequiredtohavetheirrespectivedepartmentsmakea copyofthismanualandbringitwiththem.AcopyoftheDriversAgreementandDataSheet mustalsobecompletelyfilledoutandsigned,alongwiththesignatureofthedepartmentchair oftheappropriateadministrator.ThemanualandtheDriversAgreementandDataSheetcan bedownloadedfromtheCNsecuritywebsiteatwww.cn.edu. 3.Eachapplicantintheclasswillberequiredtohaveathoroughunderstandingofthe regulationsandguidelinessetforthinthishandout,takeashortwrittentestandadrivingtest, thatusedtodeterminehisorherabilitiestosafelyoperateavehicleinaccordancewiththe rulesofthecollegeanditsinsurancecompany.Noapplicantswillbeclearedtooperatea vehicleuntiltheycompletetheclassandtheirnamesplacedonthecollegesinsurancelistby theDirectorofSafetyandSecurity,orotherdesignatedofficialsofthedepartment.Theymust alsosigntheDriversAgreementandDataSheetpriortobeingplacedontheinsurancelist.All eligibledriversareexpectedtokeepacopyoftheseregulationsandguidelinesintheir possessionatalltimeswhenoperatingcollegeownedorleasedvehicles.Additionally,drivers

whomaybeoperatingtheirownpersonalvehiclesorthoseloanedorrentedfromother organizations,suchaschurches,etc.orrentalcarcompaniesarerequiredtofollowthese writtenregulationsandguidelines.Noexceptionsmaybemade.Anyoneusingtheirpersonal vehiclesforsanctionedtripsoftheCollegemustgothroughthedrivingclassandplacedonthe insurancecompanysrecords.Forexample,ifaclasstripisscheduledandastudentor professorelectstousetheirownpersonalvehicle,thenthatdrivermusthavecompletedthe drivingclassandpresentlybeontheinsurancelistofapproveddrivers. 4.AnyauthorizeddriverontheCollegesinsurancelistwhoiscitedandorconvictedofatraffic violationwhennotdrivingfortheCollege,mustnotifytheDirectorofSafetyandSecurity and/ortheVPforFinanceatonceandfurnishdetailsoftheincident.Andanycharges,arrests andsubsequentconvictionsforcriminaloffensesalsohavetobereported.Failuretoreport suchoffenseswillbecausetohavedriversimmediatelybarredfromoperatinganyvehicleson behalfofthecollege.Driverswhomayreceiveatrafficcitationwhileoperatingacollegeowned orleasedvehicle,willbeheldresponsibleforanyimposedfinesandcourtsanctionsunlessit canbedeterminedthattheincidentwascausedbyafaultoftheCollege.Anydriverwhoisstill alegaldependentofaparent,guardianorotherresponsibleindividual,mustasktheir permissionbeforebeingconsideredasanapplicantforthecollegesdrivingprogram.Failureto abidebythisregulationcouldplacetheparent,guardianorotherresponsibleindividualinlegal difficulty,ifthedependentdriverisinvolvedinanaccidentandsubsequentcourtactionsare institutedagainstthem.Parents,guardiansorothersresponsibleforthedependents,havea righttoknowthepotentialproblemsrelatedtodrivingavehicleforacollegeorotherentityin theeventofanaccident.Bearinmindthatdrivingavehicleforthecollegedoesnotprecludea driverfrombeinginvolvedinalawsuitjustbecausethecollegeistheowner,renterorborrower ofthevehicle. REGULATIONSFORDRIVINGCOLLEGEOWNEDORLEASEDVEHICLES 5.Alldriversareprohibitedfromschedulingtheuseofacollegeownedorleasedvehicleon theirown.Onlydepartmentheadsorothercollegeadministratorsareauthorizedtorequest theuseofavehicleforatriporactivity.Failuretoabidebythispolicywillresultinthelossof thedriverseligibilitytooperateacollegevehicleinthefuture.Allcollegeownedvehiclesare maintainedbytheCNMaintenanceDepartmentandcanonlybesignedoutatthatlocation. DriversshouldcalltheadministrativeassistantattheMaintenanceDepartmenttoverifytheir namesareonthedriversinsurancelistbeforetheygotocheckoutavehicle.Thedepartment willnotallowavehicletobecheckedoutifthedesignateddriversnameisnotonthelist.The departmentsphonenumberis4713352.TheofficeislocatedintheMilliganMedicalComplex at1806BishopAvenueonthesouthendofthebuilding,nexttotheoldhospital.Callfor directionstothesiteifyouarenotfamiliarwiththelocation. 6.Authorizeddriversforthecollege,regardlessifthevehiclesareowned,leased,borrowedor arepersonallyownedbythemortheirfamilies,areprohibitedforatleasteight(8)hours beforeanauthorizedtrip,fromusinganytypeofprescriptionornonprescriptiondrug,orother substance,whichcouldimpairtheirdrivingcapabilities.Further,anydriverwhoisfeelingill,or whoquestionshisorherdrivingcapabilityatthetime,shouldimmediatelycontactthe

departmentchairorcollegeadministratorandcancelthetripuntilanotherdesignateddriver canbefound.Medicationstakenroutinely,andthatdonotimpaironesmentalorphysical abilitieswhileoperatingavehicle,arepermissibleaslongastheyaredeemedsafebythe driversphysiciansorbythemanufacturersofnonprescriptiondrugs.Anexamplewouldbe theuseofrequiredmedicationsforsuchmedicalproblemsrelatedtodiabetes,allergiesand hypertension.Driversarealsostrictlyprohibitedfromusinganytypeofalcoholicbeverageor illegalnarcoticwhileoperatingavehicleonbehalfofthecollege. 7.Whenadriverisreadytodepartinthevehicle,thefollowingregulationsmustbemet:the vehiclewillbethoroughlyinspectedbothinsideandoutinanefforttoidentifypotentially unsafeitemssuchasbadbrakes,tires,missingorunchargedfireextinguishers,damaged seatbelts,burnedoutlightsorbrokenturnsignals,wornorbrokenwindshieldwipers,orother suchissues.Fireextinguishersmustbesecuredbyarestrainingstraporplacedunderaseatto avoidseriousinjuryintheeventofanaccident.Whensuchunsafeissuesarediscovered,the drivershallimmediatelynotifytheMaintenanceDepartmentandrequestareplacement vehicle.Ifanothervehicleisnotavailable,thenthedepartmentheadorotherrequesting administratorneedstobeapprisedandthetrip,ifnecessary,cancelled.Anydamagessuchas dentsorscrapes,thatarenoticeableanddonotdetertheoverallworthinessofthevehicle, shouldbewrittendownandifnecessarywitnessedbyanotherperson.Failuretoconducta completeinspectionofavehiclepriortodeparturecouldleadtoanuntimelyaccidentthat couldimpacttheoverallsafetyofthepassengers.Driverscouldalsofacebothcriminalandcivil actionswhensuchoversightisnotreported. 8.Allpassengervans(15passengermodels),belongingtothecollegeorthatareleasedfroma rentalcompany,willcarrynomorethan10passengers,toincludethedriver.Thesamerulealso appliestovansthatmaybeborrowedfromotherorganizationssuchaschurches,other schools,etc.,regardlessofwhetherornottheyareconfiguredtocarry15passengers.Seating capacityofallothertypesofvehicleswillbelimitedtothemanufacturersspecificationsorthe leasingagenciesrulesaslongastheyareincompliancewithstateandfederalregulations.For furtherclarification,allvansownedbythecollegehavebeenconvertedfrom15passenger vehicles,tocarrynomorethan10occupants,astherearseatsshouldhaveallbeenremoved. Beforedepartingalldriverswillensurethatthevehiclesregistrationandrequiredinsurance formsarepresent.Failuretohavethisdocumentationmayresultinunnecessaryfinesfromlaw enforcementofficers.Also,thereshouldbeaminimumoftwoemergencyapprovedroadflares andafirstaidkitintheeventofanaccidentorbreakdown.Alldriversshouldknowthatwhen leasingvehicles,additionalinsurancecoverageisNOTrequired,asthecollegehadadequate coveragethroughitsowninsurancecompany.Simplydeclinetheofferinthecontractand initialtheappropriatelineitemdecliningtheextracoverage.Ifaskedbyarentalcompany,the collegeisinsuredthroughBibleInsuranceAgencyofMorristown,TN.Thatinformationisalso depictedontheinsurancecardineachvehicle.Ifthecardismissing,thevehiclemustnotleave thecampusforanyreason. 9.Driversmustensurethatallgearandluggageisstowedinasafeandsecuremanner,andthat noitemsareplacednexttothedoorsthatwouldpreventpassengersfrombeingabletoquickly

andsafelyexitavehicleintheeventofanemergency.Alllooseitemsshouldbeplaced underneaththeseatsor,ifavailable,inthestowagecompartmentintherearofthevehicle.All passengersmustwearseatbeltswhenthevehicleisinmotionregardlessofthelengthofthe trip.Accordingtostudiesofrolloveraccidentsinvolving15passengervans,80percentofall passengerswhodiedwerenotwearingseatbelts.Driversareprohibitedfromusinganysortof electronicdevices,includingcellphones,(includingtexting),whenoperatingaCNownedor leasedvehicle,regardlessofthereasonforneedingtodoso.Ifadriverhasacellphonethenhe orshecangiveittoapassengertomakeorreceivecallsifitisdeemedimportantenough. Driversarenottoengageinlengthyconversationsorinconductthatcouldtakehisorher concentrationawayfromsafelyoperatingthevehicle.Driversareresponsibleforthepersonal conductoftheirpassengers.Ifunrulypassengerscannotbemadetoobeytheregulations,then thedrivermustpulloffatthenearestexitandcontacttheDirectorofSafetyandSecurityin ordertodeterminewhatneedstobedone.Ifthedirectorisnotavailablethenthedrivermay contactthedepartmentchairorasenioradministratorofthecollege.Misconductcanleadto deadlyaccidentsandfailuretocontrolapassengersbadbehaviorcanmakethedriverliable foranyaccidents,injuries,etc.,inacourtoflaw. 10.Driversshouldunderstandthat15passengervansaredifficulttocontroliftheyare overloadedordriveninanunsafemanner.TheNationalHighwayTrafficSafetyAdministration, NHTSA,in2001,completedastudyofcollegerelatedaccidentsand,foundthatvansloaded with10ormoreoccupantswere3timesmorelikelytorolloverascomparedtootherlight trucksandvans.Vanswith1to4passengerswere17percentmorelikelytobeinvolvedina rolloveraccidentthansmallervansorminivans.Thestudyfurtherdepictedwhendriverspanic whenoperating15passengervans,theyweremorelikelytorollover,asanysudden movementscancausethecenterofgravitytoshiftupwardandrearward,therebyincreasing theprobabilityofarollover.Bearinmindthatdriverswhoroutinelyutilize15passengervans canreadilyspeaktotheirdangerouscharacteristics,especiallyinrolloveraccidents.Ifyouare notaccustomedtodriving15passengervansonaroutinebasis,theycanbemostdifficultto handlewhenpotentialemergenciesarise.Thisisoneofthemainreasonsthecollegelimitsthe numberofoccupantsto10inCNvans.Anydriverauthorizedbythecollegetodriveavanand whoviolatesthispolicywilllosehisorherauthoritytodosoandcouldbesubjectedto disciplinarysanctionsasbothstudents,employeesorvolunteers. 11.Driversshallnotexceedthepostedspeedlimitsintherespectiveareaswheretheyare drivingvehiclesfortheCollege.Itisbettertoleavealittleearlyandarrivesafelyontime. Rememberourpassengersarepreciousanddrivinganyvehicleinanunsafemannercanbe deadly! 12.Alldriversmuststrictlyobeyothersafetyregulationssuchasstoppingwellinadvanceofan approachingtrainataRRcrossingorbackingvehicles.WhenthecrossingsignallightsatRR tracksareactivated,and/orthecrossingbariscomingdown,driversshould,ifpossible,stop theirvehiclesatleast25feetfromthetracksoratthepaintedstoplinesontheroadsurface. Neverattempttocrossarailroadtrackwhenthesignals/crossbarsareactivatedoryoucan hearorobserveonecomingatanunmarkedcrossing.Manyvehicularaccidentsarecausedby

driverswhofailtoheedthewarningsatrailroadcrossings,resultinginneedlessinjuriesand deaths.Asasidenoteitisnotarequirementtostopatarailroadcrossingonapublicroador highwaywhenoperatinga15passengervan,likecommercialbussesortrucksarerequiredto do.Whendriversarepreparingtobacktheirvehicles,theyshoulduseextremecautiontoavoid strikingapedestrianoranothervehicle.Whenbackingavehicle,thepassengerscanbeasked toassistbyhavingthemlookattherearofthevehicletoseeifthereisanyoneoranythingin theimmediatearea.Additionally,sideviewmirrorsareveryimportanttousewhenoperating anyvehicleaswellwhenbackingormakinglanechanges.However,nevertotallyrelyon mirrorswhenoperatinganytypeofvehicle,especiallyrearviewmirrors. 13.CNdriversarenotpermittedtooperateanycollegeownedorleasedvehicleformorethan 2hourswithouttakingarestbreak.Therestbreakshouldconsistatleastofa15minuteperiod frombehindthewheelandstretchingandwalkingshouldbeincludedwiththebreak.Nodriver forthecollegeshalloperateavehicleonasanctionedtripformorethan8totalhourswithouta minimumof3restbreaks;andthenadrivermaynotdrivethevehicleagainuntiltherehas beenatleast4hoursofrestandorsleep.Fatigueisoneofthemaincausesofdrivingaccidents. Driverswhobecometired,sleepyorotherwiseexperiencinganxietyshallstopimmediately, regardlessofthetimeheorshehasdriven.Departmentheadsoradministratorsofthecollege shouldplanaheadtohaveatleast2qualifieddriversontripsthatexceed8hoursoneway.Ifa 2nddriverisnotavailable,thenthedriverwillhavetorestforatleast4hoursbeforecontinuing thejourney.Anydriverontripsexceeding4hoursonewayinlength,andwhohasparticipated inanevent,toincludesuchstrenuousactivitiesasathletics,umpiring,coaching,etc.,is prohibitedfromdrivingforatleast4hoursafterhisorherparticipationintheactivity.Again,a 2nddesignateddrivershouldbeincludedonlongtripstoavoidunnecessarydelaysinreturning tothecampus.Restisthekeytosafelygettingeveryonebackhome.Aboveall,ifadriver shouldbecomeillorincapacitatedforanyreason,andunabletooperatethevehicle,thenthe CollegesDepartmentofSafetyandSecurityshouldbeimmediatelycontactedinaneffortto determinehowbesttoresolvethematter.But,undernocircumstancescananunauthorized driverbeallowedtooperatethevehicleunlessthereisanimmediatedangertoboththe passengersandthevehicleitself;andthenassoonasthevehicleanditsoccupantsaremoved fromdanger,acallmustbeplacedtotheDirectorofSafetyandSecurity.Failuretoabideby thisregulationcouldresultinseriouslegalconsequencesifanaccidentshouldoccur. 14.Asstatedpreviously,anydriverusinghisownpersonalvehicleonaCollegesanctionedtrip mustgothroughthedrivingclassandbeplacedontheinsurancelistandbewillingtoabideby allofthepoliciesestablishedinthedrivingmanual.Anynonstudentsornonemployeesofthe College,whooffertheirservicestodriveonsanctionedtripsmustalsoberecommendedbya departmentchairoranadministrator,undergoaDMVrecordcheckandattendadrivingclass. Therearenoexceptionstothisrule. 15.Whenweatherconditionsdeterioratetowherethedriverfeelsheorshecannotsafely operatethevehicleanylonger,thenthevehicleanditspassengersshouldbetakentoanoff roadsitesuchasarestarea,restaurant,etc.andwaituntiltheweatherimproves.Failuretodo socouldplacethedriverinaseriouslegalsituationifanaccidentshouldoccur.Andaboveall,

thespeedofthevehicleshouldbeimmediatelyreducedwhenbadweathersuchassnow,rain orfogispresent.Drivershavetouseutmostcautionwhenmovingvehiclesfrommajor roadwaysthatareicyorcoveredwithsnow.Theyshouldensurethepassengersaresecureon thevehicleanduseroadflaresthatshouldbeplacedinthefrontandrearofthevehicletoalert otherdriversthatthevehicleisstoppedforanemergencyoraweatherrelatedevent. Passengersshouldbeadvisedbeforedepartingonanytripsduringthewintermonthstocarry withthemblankets,glovesandotherappropriateclothingitemsintheeventtheybecome strandedforawhile. GUIDELINESRELATEDTOACCIDENTSANDBREAKDOWNS 16.Accidentsandbreakdownsdooccasionallyoccurontripsanddriversmustbepreparedas towhattypeofappropriateactionneedstobetaken.Moststatesallowvehiclestobemoved frommainroadwaysafteranaccidentoccursinanefforttoallowotherdriverstogoaround thescene,butifaninjuryhasoccurredorthevehicleisseverelydamaged,leavethevehicle whereitis.Useacellphonetocall911intheareawhereyouarelocated.Today,mostcell phonesareequippedwithGPStrackingdeviceswhichwillallowtheemergencyoperatorsto pinpointyourexactlocation.But,iftheoperatorcannotestablishanexactlocation,thedriver and/orhispassengersshouldhavebeennotingsuchthingsalongtheroute,ashighwayroutes, milemarkers,directionsandsignagewithnamesofnearbyclosecommunities.Ifacellphone cannotbeutilizedatthatlocation,attempttohaveanothermotoristgotothenearest communityandcall911depictingyourlocation.Flaresshouldbesetout50infrontandrearof thevehicledependingonwhetherornotthevehicleisontherightsideortheleftsideofthe roadoradjacenttothemedian.Ifthevehicleisontherightsideoftheroadthenflaresshould beplacedonthedriversside;ifparkedonthelefthandsideorinthemedian,theyshouldbe placedonthepassengersside.Flarescangreatlyassistinpreventingotheraccidentsinvolving othervehicles.Passengersshouldremaininsidethevehicleunlessitisonfireorinalocation thatmakesitapotentialtargettobestruckbyothervehicles.Ifbelievednecessary,passengers shouldbemovedquicklyandsafelytoasafeplaceoffoftheroadwayassoonaspossible,butif itisatnight,extremecautionshouldbeexercisedtoprecludeseriousinjuries.Onceoutof harmsway,passengersshouldbetoldtoremainwelloffoftheroadwaytoavoidserious injuriesfromothervehiclesthatmightrunoffoftheroadatthescene.Thedrivershould attempttohaveanadequateflashlightonboardtoassistwithnighttimeemergencies.Ifthe vehicleisinanareathatwouldendangerpassengerevacuation,thenwaituntillaw enforcementofficialshavearrivedandsupervisetheevacuation.Whenanaccidentoccurs,the driverorapassengershouldcallthecollegeimmediately,usingthenumbersprovidedbelow, andnotifythedirectorofsafetyandsecurityorthemaintenancedirector.Ifneitherisavailable, thenpleasecontacttheCNofficerondutyorthelocalJeffersonCountyE911dispatch,inan efforttoreachacollegeofficial.Pleaserefertotheemergencycontactnumbersinparagraph (22)forassistanceincontactingcollegeofficials. 17.Whenanaccidenthasoccurred,thedrivershouldensurethatheorsheknowswherethe vehicleregistrationandinsurancecardislocatedforinvestigatingofficers,aswellasthe recordingofnames,addresses,phonenumbersandtheinsurancecompaniesofallofthe driversinvolvedintheaccident.Witnessesshouldbequicklyinterviewedandtheirfull
