Level
Meaning: TX power of the P-CPICH in a cell. This parameter
should be set based on the actual system environment such as cell
coverage (radius) and geographical environment. For the cells to
be covered, the downlink coverage must be guaranteed. For the
cells requiring soft handover area, this parameter should satisfy
the proportion of soft handover areas stipulated in the network
plan. For detailed information about this parameter, refer to 3GPP
TS 25.433.
GUI Value Range: -100~500
Unit: 0.1dBm
Actual Value Range: -10~50
MML Default Value: None
Recommended Value: 330
Parameter Relationship: 1. The value of this parameter must
satisfy the following relationship: Min Transmit Power of
PCPICH <= PCPICH Transmit Power <=Max Transmit Power of
PCPICH 2. To modify the PCPICH Transmit Power, the intrafrequency load balance algorithm of the cell should be disabled.
You can use LST UCELLALGOSWITCH to query the switch and
use MOD UCELLALGOSWITCH to modify the switch.
Service Interrupted After Modification : No (No impact on the UE
in idle mode)
Impact on Network Performance: If the maximum transmit power
of the PCPICH is configured too large, the cell capacity will be
decreased because a lot of system resources will be occupied and
the interference with the downlink traffic channels will be
increased.
Meaning: Minimum CPICH Ec/No for the neighboring cell on cell
reselection. The neighboring cell can be involved in cell sorting for
reselection only when its CPICH Ec/No is above this threshold. If this
parameter is set to the same value as Qqualmin for the serving cell,
Qqualmin is not contained in SIB11 or SIB12. In this case, the UE
extracts the Qqualmin from SIB3. For details, see the 3GPP TS 25.331.
According to the 3GPP TS 25.304, S criterion for cell reselection is
defined as follows: Srxlev > 0 and Squal > 0
Here,
Squal = Qqualmeas - Qqualmin
Srxlev = Qrxlevmeas - Qrxlevmin - Pcompensation
"Qqualmeas" refers to the measured CPICH Ec/No.
"Qrxlevmeas" refers to the CPICH RSCP.
"Qrxlevmin" refers to the minimum CPICH receive power in the current
cell.
Pcompensation = max(UE_TXPWR_MAX_RACH - P_MAX, 0)
"UE_TXPWR_MAX_RACH", also named as
"MaxAllowedULTxPower", refers to the maximum uplink transmit
power when the UE accesses a cell.
"P_MAX" refers to the maximum RF output power of the UE.

Delay Time The value of this parameter is associated with slow
fading. If this parameter is set to a greater value,
the probability of incorrect decision becomes low;
however, the handover algorithm becomes slow in
responding to signal change.
The emulation result shows that the hysteresis
setting can effectively reduce the average number
of handovers and the number of incorrect
handovers, thus preventing unnecessary handovers.
The emulation result also shows that the UE at
different data rates may react differently to the
delay for triggering the event. For the fast-moving
UE, the call drop rate is more sensitive to the delay,
whereas, for the slow-moving UE, the call drop
rate is less sensitive to the delay. This can also
reduce ping-pong handovers and incorrect
handovers. Therefore, for the cell where most UEs

smaller value, whereas for the cell where most UEs
are in slow movement, this parameter can be set to
a greater value. The value of this parameter can be
adjusted according to the actual network statistics.

The threshold of triggering the inter-RAT

affects the proportion of the UEs in compressed
mode in a cell and the success rate of the hard
handover. The setting of this parameter should
consider two factors, moving speed of the UE and
cell radius.
When Ec/No is used as the measurement quantity

measured Ec/No value is lower than this threshold.
Then, the RNC sends the signaling to enable the

For the UE moving at a speed of 5 km/h, the

In actual networks, set this parameter to -14 dB
because the UEs in a cell usually move at different
speeds. The emulation result shows that the call

event 2D when the measured RSCP value is lower
than this threshold. Then, the RNC sends the
signaling to enable the compressed mode and start
the inter-RAT measurement.
To enable the compressed mode earlier, increase
the threshold of triggering event 2D; otherwise,
decrease the threshold of triggering event 2D. To
prevent the frequent enabling and disabling of the
compressed mode, increase the difference between
the thresholds of triggering event 2D and event 2F.
In most cases, users want to be maintained within a
3G network. Therefore, the start threshold of the
inter-RAT measurement is set smaller than that of
the inter-frequency measurement in order to trigger
inter-frequency easily. In scenarios where interfrequency neighboring cells are unavailable or
where inter-frequency coverage is insufficient, the
inter-RAT measurement start threshold should be
set relatively larger in order to trigger inter-RAT
measurement easily, thus reducing call drops.

the following factors: moving speed of the UE
and cell radius.
When RSCP is used as the measurement quantity
for CS services, the UE reports event 2D when the
measured RSCP value is lower than the value of
this parameter. Then, the RNC sends the signaling
to activate the compression mode and start the
inter-frequency measurement.
For the UE moving at a speed of 5 km/h, the
recommended threshold is -100 dBm; for the UE
moving at a speed of 50 km/h, the recommended
threshold is -97 dBm; for the UE moving at a
speed of 120 km/h, the recommended threshold is
-93 dBm.
For the cell in which the UEs are moving at
various speeds, set this parameter to -95 dBm.
The emulation result shows that the call drop rate
remains low for the UEs moving at a speed of 120
km/h when this parameter is set to -95 dBm.
Event 2D and event 2F are used to enable and
disable the compression mode respectively. To
enable the compression mode earlier, increase the
threshold of triggering event 2D; otherwise,
decrease the threshold of triggering event 2D. To
prevent the frequent enabling and disabling of the
compression mode, increase the difference
between the thresholds of triggering event 2D and

this parameter to -90 dBm to enable the

CIO
Meaning: Neighboring cell oriented CIO.
This parameter specifies the neighboring cell oriented Cell
Individual Offset (CIO). The sum of the value of this parameter,
the value of the cell oriented CIO, and the actual measurement
quantity is used for the event evaluation of the UE or used for the
handover decision procedure on the RNC side. In a handover
algorithm, this parameter is used for moving the border of a cell.
In the case of an event-based intra-frequency measurement or
inter-RAT measurement, the UE determines whether to trigger an
event according to the sum of the value of this parameter, the
value of the cell oriented CIO, and the actual measurement
quantity. The UE does not consider the value of this parameter
when evaluating an inter-frequency measurement event.

d Choice
Meaning: This parameter specifies the event 2D/2F
measurement threshold of which measurement type (interfrequency or inter-RAT measurements) will be used, when
inter-frequency and inter-RAT measurements coexist.
When COEXIST_MEAS_THD_CHOICE_INTERFREQ
is selected, event 2D/2F measurement thresholds oriented
towards inter-frequency configuration are selected.
When COEXIST_MEAS_THD_CHOICE_INTERRAT is
selected, event 2D/2F measurement thresholds oriented
towards inter-RAT configuration are selected.
The factors such as the event 2D/2F measurement
thresholds for inter-frequency measurement and inter-RAT
measurement, inter-frequency and inter-RAT handover
decision thresholds, and current handover policy should be
considered during setting. For example, if the event 2D
threshold for inter-RAT measurement is higher than that
for inter-frequency measurement, and inter-frequency
neighboring cells are preferred when inter-RAT and interfrequency neighboring cells coexist, then
COEXIST_MEAS_THD_CHOICE_INTERFREQ should
be selected.
GUI Value Range:
COEXIST_MEAS_THD_CHOICE_INTERFREQ(Choosi

Code
Mode
Meaning: If Manual is chosen, parameter Code Number
for HS-PDSCH determines HS-PDSCH code number to
be allocated. If Automatic is chosen, allocate HS-PDSCH
code number between configured Code Max Number for
HS-PDSCH and Code Min Number for HS-PDSCH .
For detailed information of this parameter, refer to 3GPP
TS 25.308.
GUI Value Range: Manual(Manual),
Automatic(Automatic)
Unit: None
Actual Value Range: Manual, Automatic
MML Default Value: Automatic
Recommended Value: Automatic
Parameter Relationship: None
Service Interrupted After Modification : No (No impact
on the UE in idle mode)
Impact on Network Performance: At the early stage of
network deployment, or when the traffic model of
subscribers in a cell is not known, the parameter can be
set to Automatic to have the HSDPA channel codes
automatically allocated. If the traffic model of subscribers
in a cell is stable and known, the parameter can be set to
Manual to select the static allocation mode. Manual
allocation leads to restriction of HSDPA code resource or
leaves HSDPA code resource idle.
HsPdschCodeNum
Code
Number
for HSPDSCH
Meaning: The parameter specifies the number of HSDPSCH codes. This parameter is valid only when
Allocate Code Mode is set to "Manual". For detailed
information about this parameter, refer to 3GPP TS
25.308.
GUI Value Range: 1~15
Unit: None
Actual Value Range: 1~15
MML Default Value: 5
Recommended Value: 5
Parameter Relationship: This paramter is valid only when
AllocCodeMode is set to Manual.
Service Interrupted After Modification : No (No impact
on the UE in idle mode)
Impact on Network Performance: If the parameter value
is set too low, the HSDPA code resources will be limited
and the HSDPA performance is affected. If the parameter
value is set too high, the HSDPA code resources are
wasted, thus increasing the admission rejection rate for
R99 services.
HsPdschMaxCodeNu
m
Code Max
Number
for HSPDSCH
Meaning: The parameter determines the maximum
number of HS-PDSCH codes (SF=16). This parameter is
valid only when Allocate Code Mode is set to
"Automatic". The number of codes used by the HSPDSCH is dynamically set between Code Min Number
for HS-PDSCH and Code Max Number for HSPDSCH, based on whether the code tree is idle or busy.
When the code resource used by the non-HSPA services is
little, the HS-PDSCH uses the rest idle codes as much as
possible, and the maximum number of idle codes (SF=16
continuous codes) is equal to the value of Code Max
Number for HS-PDSCH.
GUI Value Range: 1~15
Unit: None
Actual Value Range: 1~15
MML Default Value: 5
Recommended Value: 5
Parameter Relationship: This paramter is valid only when
AllocCodeMode is set to Automatic and the value of this
parameter must satisfy the following relationship:
HsPdschMaxCodeNum >= HsPdschMinCodeNum.
Service Interrupted After Modification : No (No impact
on the UE in idle mode)
Impact on Network Performance: None
HsPdschMinCodeNum Code Min
Number
for HSPDSCH
Meaning: The parameter specifies the minimum number
of the HS-PDSCH codes (SF=16). This parameter is valid
only when Allocate Code Mode is set to Automatic. The
number of codes used by the HS-PDSCH is dynamically
set between Code Min Number for HS-PDSCH and
Code Max Number for HS-PDSCH, based on the idle
state of the code tree. When the non-H services need
more code resources, the non-H service will gradually
occupy the codes used by the HS-PDSCH. The number of
codes (SF=16 continuous codes) the HS-DPSCH reserved
is not less than the value of Code Min Number for HS-
PDSCH.
GUI Value Range: 1~15
Unit: None
Actual Value Range: 1~15
MML Default Value: 1
Recommended Value: 1
Parameter Relationship: This paramter is valid only when
AllocCodeMode is set to Automatic and the value of this
parameter must satisfy the following relationship:
HsPdschMaxCodeNum >= HsPdschMinCodeNum.

AMRRATERED (AMR service rate decreasing): The
setting of the TFC subset and the negotiation of the
service rate can be performed for the AMR voice
service.
MBMSDECPOWER (MBMS power limiting): The
MBMS service is configured with the minimum power.
CODEADJ (code tree reshuffling): The fragments of
the downlink code tree are arranged.
PSINTERRATSHOULDNOTBELDHO: The interRAT SHOULDNOTBE load handover of the PS
domain is performed.
PSINTERRATSHOULDNOTLDHO: The inter-RAT
SHOULDNOTBE load handover of the PS domain is
performed.
The LDR takes the actions in the preset sequence and
judges whether each action is successful. If an action is
unsuccessful, the LDR turns to the next action. If an
action is successful, a parameter is set to NOACT, or
all the preceding actions are taken, the downlink LDR
is finished, and the system waits for the next triggering
of the LDR.
Because each action is performed by its algorithm
module, the LDR algorithm only selects users and
delivers control messages, the execution result of each
action can be obtained after a delay, and the LDR
algorithm cannot wait for a long time, so the LDR can
only judge whether the actions succeed by whether
candidate users are found.
The inter-frequency load handover has no impact on
the QoS of users and can balance the cell load, so the
inter-frequency load handover usually serves as the
first action.
The BE service rate reduction is effective only when
the DCCC algorithm is enabled.

Meaning: The percentage of the conversational
AMR service threshold to the 100% uplink load. It
is applicable to algorithm 1 and algorithm 2. The
parameter is used for controlling the AMR service
admission. That is, when a AMR service is
accessing, the RNC evaluates the measurement
value of the uplink load after the service is
accessed. If the UL load of a cell is higher than this
threshold after the access of a AMR speech service,

not be higher than this threshold, this service will be
admitted.
The DL load factor thresholds include parameters
of [DL threshold of Conv non_AMR service], [DL
handover access threshold] and [DL threshold of
other services]. The four parameters can be used to
limit the proportion between the conversational
service, handover user and other services in a
specific cell, and to guarantee the access priority of
other services.
GUI Value Range: 0~100
Unit: %
Actual Value Range: 0~1
MML Default Value: 75
Recommended Value: 75
Parameter Relationship: The value of this parameter
must satisfy the following relationship:
DlConvAMRThd > DlOtherThd;
DlConvNonAMRThd > DlOtherThd;
DlOtherThd >= DlLdrTrigThd(See ADD

Impact on Network Performance: If the value is too
high the system load after admission may be over
large, which impacts system stability and leads to
system congestion. If the value is too low, the
possibility of user rejects may increase, resulting in
waste in idle resources and the failure to achieving
network planning target.

threshold
Meaning: The percentage of the handover service
admission threshold to the 100% uplink load. It is
applicable to algorithm 1 and algorithm 2. The
parameter is used for controlling the handover
admission. That is, when a service is handing over
to a cell, the RNC evaluates the measurement value
of the uplink load after the service is accessed. If
the UL load of a cell is higher than this threshold
after the access, this service will be rejected. If the
UL load of a cell will not be higher than this
threshold, this service will be admitted.

Add Cell Channel Power Offset Information(ADD UCHPWROFFSET)
Function
Use this command to add channel power offset information to a cell, includes
1.Add the power offset information of the AICH and PICH in a cell.
2.An AICH is used to carry acquisition indicators, each of which corresponds to a signature of an
RACH. A PICH is used to carry paging indicators. It is always related to the SCCPCH mapped
from the PCH.
Note
PICH Power Offset and AICH Power Offset can be adjusted based on the actual measured
values in the system.

Cell ID
Parameter Description
Meaning: The logical cell ID uniquely identifies a cell in a radio
network.
The logical cell ID is configured at the BSC6900. The BSC6900
sends the cell ID to the base station during a cell setup procedure.
The mapping between logical cell IDs and local cell IDs are
configured at the BSC6900.
The BSC6900 supports a maximum of 5100 logical cells. Logical
cells are uniquely but not necessarily consecutively numbered
within a BSC6900. For example, you can set the ID of a logical
cell to 0 and that of another logical cell to 2.
For clear and easy identification, adhere to the following
numbering principles:
Specify different number ranges for logical cells in different
subracks. For example, you can specify the range of 0 to 899 for
the logical cells in subrack 0 (MPS) and the range of 900 to 1799
for the logical cells in subrack 1 (EPS).For detailed information
about this parameter, see 3GPP TS 25.401.

Impact on Network Performance: If the value is set too small, the
UEs on the cell edge cannot receive the paging indication
properly. This problem may cause a misoperation of reading the
PCH, waste the battery of the UE, affect the coverage of the
downlink common channel, and finally affect the cell coverage.
If the value is too great, it causes interference to other channels,
occupies the downlink transmit power, and affects the cell
capacity.

Impact on Network Performance: None
Meaning: This parameter specifies the maximum DL RL power to be
assigned.
This parameter should fulfill the coverage requirement of the
network planning, and the value is relative to [PCPICH transmit
power]. For detailed information of this parameter, refer to 3GPP TS
25.433.
GUI Value Range: -350~150
Unit: 0.1dB
Actual Value Range: -35~15
MML Default Value: None
Recommended Value: None
Parameter Relationship: The value of this parameter must not be
smaller than RlMinDlPwr.
Service Interrupted After Modification : No (No impact on the UE in
idle mode)
Impact on Network Performance: If the value of this parameter is set
to a too great value, the downlink transmit power on a single radio
link is too high. Thus, the downlink capacity is affected. If the value
of this parameter is set to a too small value, the coverage area of
services is decreased, and the risk of call drops is increased.
