All Nodal Banks have been appraised about the modalities of implementation of the proposed software. The software is now ready to use. Therefore, you are requested to start the lodgement of claims online for the units whose reference date falls during the quarter April-June, 2013.. Detailed guidelines are enclosed herewith. Yours (Vinay’Adk Dy. Director (CLCSS) Background Note on “CLCSS On-line Application and Tracking System” The system has three levels of its operation as below: Level - I Circle Office/Zonal Office of Nodal Agencies/Banks will act as Level ~ I and will be responsible for entering of data in respect of beneficiary units after scrutinising their applications and eligibility criteria for availing subsidy under CLCSS. The applications should be complete in all respect and Level ~ I may correspond/interact with the concerned units to rectify any deficiency in the proposal related to supplementary documents like registration certificate of the unit, check list, details of term foans etc. Hars office of PLI will act as Level ~ I in case of SIDBI & NABARD. Level - I will forward the proposals online to Level - II. Level ~ I will allot a unique identification number to the unit enabling it to check status of its application which has been forwarded to Level - II. Level - Ir Hats of Nodal Agency will act as Level - IJ. Level ~ II will scrutinise the details of applications forwarded from Level - I and after satisfaction will subsequently forward the claim in the prescribed format to Level ~ III, i.e, office of DC, MSME. Incomplete applications will however be reverted back to Level - I, who in turn may re-submit the same after fulfilling the requirements. Level - II is to ensure that the proposals complete in all respect and as per prescribed format should be forwarded to Level ~ III well within the stipulated last date of submission to office of DC, MSME as already prescribed in respect of reference date. Level ~ II cannot edit or delete any data entered at Level ~ I. In case, any deficiency is observed at Level - I, the same will be reverted back to Level ~ I for necessary rectification. Level - IIT: Office of DC, MSME will act as Level ~ III. Level - III will scrutinise the proposals forwarded from Level ~ II and take appropriate action in respect of all eligible claims.After approval of the competent authority, sanction orders will be issued in respect of eligible claims. 2. All. Nodal Agencies have to standardise the documents like submission of application for subsidy, check list etc. 3. Unit should have accessibility to only track the status of its application.
