1. INTRODUCT重ON

The Eastem Sama「 State Universrty had ltS肌Cipience on February
14′ 1960 as the Eastem Samar National Regional AgriculturaI SchooI or
ESNRAS through R.A. 2434. Its pioneer class started with 120 students
holding sessions i= a 「ented bui旧ing in Barangay Songco, Borongan,
Before the s⊂hool year was ove「′ the schooI site was establjshed ln
Malbog′ a faト帥ng barrio of Boronganl 「ea⊂hable only by cIimbjng steep
mOuntajns and by c「ossing swo=en creeks. In 1967I When the plan to
COnStruCt a rOad leading to the schooI s-te dwindled′ the schooI was
resettled to its p「esent site in Barangay Maypangdan′ Which lS
apPrOXlmately seven kilomete「s awaY from the capital ⊂itγ Of Borongan.
ESNRASIs thrust was prima「時On agriculturaI science instruction so
aS tO improve the Iargely agrj⊂Ultural way o帥fe in the province of Eastem
Samar. Since the =ve=hood of鹿絶hanon depended mainly on rice
PrOductionI COCO…t farming′ and fishing with the use of traditional
P「aC貯CeS and tooIs, ESNRAS offered secondary vocatIOnal ag「ic亜u「e and
thereby p「0Vided training fo「 upg「ad-ng traditlonal agrlCUIture in the area.
In 1973, the schooI was converted into the ∈astern Samar Junior
Agric亜ural Co=ege (ESJAC) in response to the clamor of many parents to

AgricuIture program. consequently BS Agriculture was instituted酬th
SPe⊂ialization血C「OP Science and Animal Science. Notable was the Sharp
rise in enrolment refle〔請ng the high demand for the above mentioned
PrOg「amS in the ⊂O嶋ge se「vice area. As the enrolment in these deg「ee
PrOgramS Steadlly lnCreaSed, ESJAC was converted into the Eastern Samar
College of AgrlCuIture (ESCA).
As the g10bal scenario be⊂ame highlγ te⊂hnoIogicaI and complex,
the state deemed it fi亡to convert ESCA lntO the ∈astern Samar State
Co用ege (ESSC) by virtue of励鋤s Pambansa動y. 394 on May 18, 1983.

1n 2000′ Repub"c Act No' 8292 mandated the integration of CHED-
SuPerVised instltut'OnS Of the p「ovin⊂e tO be integrated into the
State COlleges and unive「Sities. This integration immense-y broadened the
Services of the coIIege・ ESSC became the ESSC system with the o「ig nal
ESSC ⊂amPUS in Borongan serving as the Mam Campus. The ESSC
System has th「ee extemal campuses which are strategjca時situated jn

year of this program via a ⊂OnSOrtium with then SSAC. In 1993’the schooI

Many of the university students are from rural areas w肘l
limited resour⊂eS and have graduated their secondalγ education
from schooIs w鮒用mited faci樋es, thus, it is possible that many of
these stUdents have a⊂ademic deficiences in basie∴areas of
mathematics and reading. The University has to provide remedial
COu喝eS to bring these students up to a level where they can
SuCCeed, eSPeCially those enro案led in programs that recIuire a license
in practicing軸ei「 chosen profession. Tutc面ng, mentoring and
COaChing programs will be needed to enhance the students′ sk佃s
that have deficiencies and bring帥em up to pa「 educationafty. If
not, 「etention effort§ ShalI be aggresively practiced towards
rea"zing the Tatak ESSU attributes among the graduates.

examination as well as in their empIoya胡itγ. AIthough there are
two teacher edu⊂ation graduates who were in the tenth place of the
passers in帥e Licensure Exam面ation for Teachers in CY 2015 and
in CY 2016 and one electrlcal enginee面g graduate as 8th placer of
the passers in 帥e 2016 Licer刑e Examination fo「 Electrical
Engineers′ some Performance of g「aduates in licensure examination

There were also agriculture students who took and passed
the TESDA Competency Assessment NC I重in Animal Produ⊂tion and

Based on responses made f「Om the efforts of the UnIVerSity
in tra⊂k-ng the empioyment of its g「aduates, a nOトSO-impress!ve
data can be seen in Tabie 2 whe「e empIoyment rate was determined
from 8% and 4% respectively f「om two batches of g「aduates and
these graduates were found to be empIoyed in locaI and internatjonal
Pub高c and p「ivate organizations. It could be imp睦d from thls data
that the AIumni Se「vices Unit of the university that is ⊂harged with
the 「esponsib硝ty of looking lntO the empioyment of graduates shollId
improve the performance of this partlCular sarvice so that adequate
「eport can be presented. The Public EmpIoyment Service Offlce
(PESO)of the University can also help in strengthening the alumni
t「acking se「vice of the university.

trained weighted by length of tra面ng in CY 2012 to 9′918 in CY

3 consecutive calendar years (TabIe 5).

It was lea「ned from the faculty-eXtenSionists that the a〔請vitjes
they conducted have no focused agenda. ThllS, SOme Of the
COnducted actlvitIeS are nOt based on reai probIems, Situations and
needs of the clients and there was no proper feedback system. The
extensionists cited thei「 heavy instruc請onaI wo「kload that prohibit
thei「 tlmely delivery of the requested extension service that was
rated good or better by 90.3% of c航ents′ On亡he ave「age (Table 5).
The extension coordinators aIso mentioned their additional work
as reseach coordinators that made the performance of their expected
roles d櫛cult. ⊂iamoring for the separation of their designat10n into
two o楕⊂eS, One COOrdinator for resea「⊂h ancl anothe「 fo「 extension.
