These editorial cartoons expose


the social function of art as it conveys a message of protest and opposition on the government’s
response to the pandemic. It illustrates the actual social situation of the Philippines in the time of Covid-
19 pandemic where VIPs - people who are very rich, or one who is in politics, usually both, are being
tested immediately. They were being prioritized for swab testing even though more people urgently
needed immediate testing more than these so-called “VIPs”. PUI’s, PUM’s, and even front-liners were
not even tested, but they are the ones who badly needed it. These VIP-testing and skewed priorities of
the government have a negative social cost, especially for those who are really infected by the virus.
