NOTICE INVITING TENDER

Director, Sanganer Enviro Project Development (SEPD), Sanganer invites sealed bids from
reputed, eligible & financially sound consultants having experience in Providing Consultancy
Services for 12.3 MLD CETP with ZLD for textile processing units at Sanganer

The consultant shall be well equipped to manage such large projects and meeting the eligibility
criteria specified in the tender. The consultant shall be registered or shall have enough
experience with any municipal body / urban local body / development authority / state
government body / undertaking or body of government of India or other such institutions.

(D) OBTAINING TENDER DOCUMENT: -

The tender document for the work is available on registered office address for bidder‟s reference.
Bidder meeting the qualification requirement and intending to bid, the detail tender notice and
bid documents can be obtained by bidder on the written request and on payment of Rs. 2,000/-
(Rupees Two Thousand Only) including VAT as applicable, by way of Pay Order / Demand
Draft (DD) drawn in favour of Director, Sanganer Enviro Project Development (SEPD),
Sanganer payable at Sanganer, during office hours w.e.f. 19.6.16 to 2.7.16. Bidder shall attach
the receipt along with the Pre-qualification Document.

(E) SUBMISSION OF TENDER: -

The completed tender document shall be submitted at above-mentioned address. Tenders, which
are not signed, filled incomplete will not be accepted. Tender copy shall be accompanied by
EMD in form of Bank Guarantee or Demand Draft or FDR of any Nationalized/Scheduled
Bank in favor of Director, Sanganer Enviro Project Development (SEPD), Sanganer.The
Demand Draft shall be payable at Sanganer. The tenders not submitted in line with the tender
clauses and without EMD in the form specified, will be rejected. The Technical bid of only those
bidders will be opened who have remitted tender fees and submitted EMD.

(F) OPENING OF TENDER

The Technical bid of work will be opened in presence of bidders. Intending bidders or their
representatives who wish to participate in tender opening can remain present on the due date and
time. Only one representative of each firm will be allowed to remain present. Price Bids of only
those bidders, who are successful in the qualification Criteria and the Technical Evaluation, will
be opened. The date for price bid opening shall be informed to the technically qualified
successful bidders at a later stage.

(H) GENERAL INSTRUCTIONS:

1. The cost of Bid document will not be refunded under any circumstances.
2. EMD in the form specified in Bid document only shall be accepted.
3. The tender offer shall be valid for 90 days from the date of opening of Technical Bid.

4. Tender offers without Bid document fees, Earnest Money Deposit (EMD) and which do not
fulfill all or any of the conditions or submitted incomplete in any respect will be rejected.
5. Conditional tender shall not be accepted.
6. The Consultant shall enter in to an Agreement with the Sanganer Enviro Project
Development. (SEPD), Sanganer on Rs. 100/- Stamp Paper and need not pay separate
stamp duty.

Director, Sanganer Enviro Project Development (SEPD), Sanganer reserves the right to accept
or reject any or all tenders without assigning any reason thereof. This Tender notice shall form a
part of contract document.

The tenderers are advised to read carefully the “Instruction” and “Eligibility Criteria”contained
in the tender documents.

PROJECT BACKGROUND AND SCOPE OF WORK IN BRIEF

Introduction

i) Project Brief:
Appointment of PMA for Providing Consultancy Services for the project for establishment of
12.3 MLD CETP with ZLD for textile processing units at Sanganer

ii) Detailed Project Study:


The Detailed Project Report (D.P.R) of the Zero liquid discharge (ZLD) facility has been
prepared and has been accorded approval by the MoT under the IPDS scheme.

iii) Location:
Sanganer in Jaipur, Rajasthan is well-known as a centre for production of traditional dyeing &
printed textile fabrics, wherein the Sanganer prints have been accorded Geographical Indication
(GI) certification under the Geographical Indication of Goods (Registration and Protection) Act.

iv) Project Composition:


There are nearly 775 textile processing units in Sanganer area. The textile printing units in
Sanganer are primarily of two types i.e. hand block printing units and screen printing units. Most
of the units follow the screen printing process. These units are located in historical cluster of
Sanganer, where Sanganeri prints tradition is about two century old. Different operations like
washing/bleaching, dyeing, printing and print development are carried out in these units. The
Plant is being set up to treat the effluent generated by these units by collecting and treating in
CETP followed by tertiary treatment and ZLD.

v) Project Cost:
The total estimated project cost is likely to be in excess of Rs. 159 (One hundred Crores). This
includes Costs for Civil Works for Networking all the units, establishment of CETP with
Equipments Supply and Electromechanical Works and other miscellaneous works.

vi) Project Funding :


The SPV was cleared for grant under IPDS scheme and it will receive funding as Rs. 75 Crore
from the MoT and Rs 39.75 Crore from Rajasthan State Government.. The rest of the funding
shall be met through contribution brought in by the members‟ of the SPV.

vii) Scope of Services :


While the following activities are already completed by Sanganer Kapda Rangai Chhapai
Association (SKRCA) the parent organization of SEPD in conjunction with various technical
experts:

I. Identifying the locations for setting up the project


II. Formation of SPV
III. Preparation of project plan
IV. Structuring of project and its submission to PMC/PSC
V. Preparation of DPR, its vetting and approval

VI. Preliminary engineering and cost estimation
VII. Preparation of bid documents and appointment of contractors

Now the PMA will be responsible for the following inter alia scope of services defined in Scheme
Guidelines

i. To Assist the SPV in achieving financial closure.


ii. To monitor implementation of the project and submit periodical progress
reports
iii. To liaise with State Government to resolve State-related problems
iv. To ensure timely completion of the project as per timeline issued by PAC.

Instructions/Conditions to Applicants and Submissions to be made

1. Application received from joint venture/consortium shall not be considered.


2. Completed work shall mean works which are as completed as on date of bidding.
3. Applicant shall provide information pertaining to the project works completed for similar
work in waste water works in past 10 years.
4. All the information shall have to be filled in the prescribed Statement/format wherever
mentioned.
5. All the details required in the prescribed statement shall have to be duly filled up. No
information shall be left out. Relevant item without required information shall not be
considered for evaluation.
6. All the required attachments shall have to be invariably attached. Relevant items, without
required attachment shall not be considered for evaluation.
7. The details given by the applicants in the pre-qualification documents will be evaluated as
per qualifying criteria. Director, Sanganer Enviro Project Development (SEPD), Sanganer
reserves the right to restrict the list of post-qualified applicant to any number deemed suitable
by it. The decision of Director, Sanganer Enviro Project Development (SEPD), Sanganer for
post-qualifying the applicants shall be final and binding to all.
8. All information has to be typed or hand written legibly in English language. All pages of the
post-qualification document have to be initialized by the applicant. All corrections, erasures
or overwriting, therein, have to be initialized by the Applicant.
9. The applicant shall have to note specifically that, all the information given including those in
the form of various formats, must be self attested.
10. Director, Sanganer Enviro Project Development (SEPD), Sanganer reserves the right to
accept or reject any application and to annul the post-qualification process and reject all
applications at any time, without assigning any reason or incurring any liability to the
applicants.
11. Overwriting should be avoided. Correction, if any, should be made by neatly crossing out,
initializing, dating and rewriting. Pages of the post of the consultant, should also be
numbered by him. They should be submitted as a package with signed letter of transmittal.
12. References, information and certificates form issued by the respective clients certifying
suitability, technical know-how or capability of the applicant should be signed by an officer
not below the rank of executive Engineer or equivalent.

13. The applicant should submit the information regarding average annual financial turnover
(gross) of providing Design/PMC consultancy works during the last three years ending 31st
March, 2016. This should be duly audited/certified by a Chartered Accountant. Year in which
no turnover is shown would also be considered zero (NIL) for working out the average.
14. For recorded reasons Director, Sanganer Enviro Project Development (SEPD), Sanganer
shall have powers to post qualify the consultant for this work irrespective of its monetary
value/requirements.
15. The Price Bid (Volume-III) of those firms/Co.'s/consultants who meet the qualifying criteria
as stated in documents, shall be opened and processed.The Price Bid of those
firms/Companies /consultants who will not meet with qualifying criteria as stated in
documents, shall not be opened.
16. Representative remaining present for the bid meeting should be authorized person of the
firm/ company and shall have to produce authentication on demand.

17. Qualification Criteria of Applicant:

I. Minimum average annual turnover of the firm for the last three years for the similar
consultant activity shall not be less than Rs.10 Crore.

II A. Experience of construction supervision/project monitoring of atleast one project in each


of the following categories:

· Sewage/Storm Water Gravity and Pumping Pipeline of more than 43 km in length

· Sewage/Storm Water Pumping Station of atleast 9 MLD average flow capacity

· Common Effluent Treatment Plant for textile effluent of atleast 9.8 MLD average
flow capacity

- Zero Liquid Discharge Plant for atleast 9 MLD Effluent treatment plant

4. The Tender, as stated here under, and containing all two envelopes having Pre-Qualification,

Office of Director, Sanganer Enviro Project Development.(SEPD), Sanganeron or before
16.00 Hrs on 4.7.16 and as specified in NIT / PQ document (Vol.-I).

a) The Envelope No. 1 i.e. the first envelope shall contain Pre-Qualification Document and
Technical Bid shall be marked as Envelope No.1.
b) The Envelope No. 2 i.e. the second envelope shall contain Price Bid Document.

All the Two Envelopes shall be Sealed Separately and the two sealed envelopes No. 1 and 2
shall be placed in one main cover which should thereafter be also sealed and super scribed as
„TENDER FOR Appointment of PMA for Providing Consultancy Services for 12.3 MLD
CETP with ZLD Facility for textile CETP at Sanganer for Sanganer Enviro Project
Development.(SEPD), Sanganer”. While opening the initial bids, the main sealed cover and
cover containing Envelope No.1 only shall be opened. Envelope 2 containing Price Bid
Document will thereafter be opened in respect of those agencies who are pre- qualified. The
second envelope containing the price bid document will be opened of pre qualifiedtenderers
only.

5. Tender Validity Period:


The validity period of the tender submitted for this work shall be of Ninety (90) calendar days
from the last date of submission of tender documents and the Tenderer shall not be allowed to
withdraw or modify the tender offer on his own during the validity period.

6. Rights Reserved:
Without assigning any reason, Director, Sanganer Enviro Project Development.(SEPD),
Sanganer reserves the right to reject the lowest or any other or all tenders or part of it. To
waive any informality or irregularity in any tender, which in the opinion of the Sanganer
Enviro Project Development.(SEPD) does not appear to be in its best interest and the tenderer
shall have no cause of action or claim against the Sanganer Enviro Project
Development.(SEPD)or its officers, employee, successors or assignees for rejection of this
tender.

Sanganer Enviro Project Development.(SEPD) further reserves the right to with hold issuance
of the notice to proceed, after execution of the contract agreement by the successful Tenderer.
Sanganer Enviro Project Development.(SEPD) is not obliged to give reasons for any such
action.

7. This notice of inviting tenders shall form part of the contract documents.

8. Only successful consultant/tenderer shall have to submit the information required for bank
account through Electronic Credit System (ECS).

9. The consultant shall submit the tender, who satisfies each and every condition laid down in
this notice and tender documents, failing which; the tender will be liable for rejection.

10. Penalty : penalty shall be levied @ 0.10 % of the fees per week up to 5% maximum for delay
in commencement or continuity of project work due to delay in any kind of approval / design
submission from the consultant.

11. The consultants /Bidders shall have to submit undertaking letter that they are not debarred
(Even in past) by any Government/Non Government / Semi Government Agency /Agencies.

12. Any discrepancy and misinterpretation between BOQ (Price bid) and Scope of Work shall
not be allowed and shall be item wise consistent for smooth process. Any quote/tender in
contradiction to scope of work shall be straightaway rejected.

13. Security Deposit & Tenure of Work

A. Security Deposit: S.D. shall be submitted at the rate of 5% of the project cost. EMD may be
converted in to S.D and balance S.D. shall be recovered from first three bills.

B. Tenure for the consultancy work: It shall be 2 years or up-to completion of work,
whichever is more.

14. The EMD of the consultant whose tender is accepted shall be converted as a whole S.D. and
refunded after the completion of entire Project Consultancy.

15. Agreement: Agency will have to execute the agreement with Director, Sanganer Enviro
Project Development.(SEPD), Sanganer as per prevailing rules, terms, conditions, etc. on
Rs.100/- Stamp Paper and not to pay separate stamp duty.

18. Sole Arbitrator: Director, Sanganer Enviro Project Development (SEPD), Sanganer shall be
the sole Arbitrator. For any disputes & differences of any kind arising out of or in connection
with the Consultant/Consultancy work during the progress of the project works or after their
completion shall be referred to & settled by Director, Sanganer Enviro Project
Development.(SEPD), Sanganer The decision of Director, Sanganer Enviro Project
Development.(SEPD), Sanganer shall be final & binding to both parties.

SERVICES TO BE PROVIDED BY CONSULTANTS INCLUDING TERMS OF

REFERENCE

(A) Tendering consultancy


The following activities are already completed by SKRCA the parent organization of SEPD in
conjunction with various technical experts:

i. Identifying the locations for setting up the project


ii. Formation of SPV
iii. Preparation of project plan
iv. Structuring of project and its submission to PMC/PSC
v. Preparation of DPR, its vetting and approval
vi. Preliminary engineering and cost estimation
vii. Preparation of bid documents and appointment of contractors

Now the PMA will be responsible for the following inter alia scope of services defined in Scheme
Guidelines

i. Assist the SPV in achieving financial closure.


ii. Monitor implementation and submit periodical progress report to PMC,
SPCB and MoT.
iii. To liase with State Government to resolve state related issues.
iv. To ensure timely completion of project as per timeline issued by PAC.

The project involves:

1. Approx. 43 km of gravity lines


2. Four nos. intermediate pumping stations
3. Approx. 6 km of pumping lines
4. Main pumping station at CETP location
5. CETP with advanced biological treatment system
6. Recycling plant based on Zero Liquid Discharge comprising of Tertiary
Filtration, Ultra filtration, Multi-stage Reverse Osmosis and MVC-based
Evaporator-Crystallizer

The services would include:

 Review and approval of technical design / drawings / data sheets submitted by contractor
pertaining to the project.
 All the civil / mechanical general arrangement drawings, RCC structural design &
drawings as well as piping, electrical, mechanical and instrumentation design & drawings
shall be prepared and submitted by the PEC contractor, & the consultant shall have to
carry out detail design verification and recommendation for approval within four days but
in some complicate cases within ten days.
 Attend review meetings with reference to progress & approval of design / engineering
work and such technical discussions with Sanganer Enviro Project Development‟s
officials / contractor‟s representatives as and when required to ensure smooth progress of
work.
 Submit monthly progress report regarding design and engineering approval status to
Sanganer Enviro Project Development.

Scope of work during construction Phase:-


 Over all supervision of Construction activities on day to day basis and including
certification of bills, quality assurance and progress monitoring.
 Review and approve the Quality Assurance and Quality Control plans.
 Review the Programmed Schedule.
 Appoint necessary staff to carry out day-to-day site supervision with assuring that
tested/certified materials are used.
 Certify the measurements, and dimension control.
 Witness the testing and inspection of materials of construction and the inspection of the
mechanical, electrical as well as automation components of the project at factory
anywhere in India.
 Monitor Work program, identify slacks and slippage, and suggest remedial measures.
 Monitor adequacy of manpower, machinery and other resources to meet the target.
 Co-ordinate the review meetings.
 Review and certify milestone payments.
 Review and verify variations due to excess extra item and advise in value engineering.
 Review and advice on time extensions.
 Monitor implementation of quality assurance procedures.
 Generate and compile reports to client as required under the contract agreement.
 Review and certify stages of work such as Taking Over, Construction Completion, and
Maintenance certificate.
 Monitor work management, operations & maintenance of system and safety at site.

PROJECT TEAM :

The Consultant would be required to form a multi disciplinary Project Team for this assignment,
from the areas given below;

(a) Piping Engineering.

(d) Structural Engineering
(e) Mechanical, Electrical, Instrumentation Engineering
(f) Quality Assurance and Quality Control.

(C) CONSULTANT’S SCOPE OF WORK IN DETAILS:-

The scope of work in general shall also include the following:

1. The consultant shall engage and retain for this purpose, adequate engineering staff at
consultant‟s office as agreed upon between the client and the consultant. The engineering
staff shall consist of skilled and experienced technical men for review and approval of
design and engineering work pertaining to this work / project.

2. The project shall be headed by a sufficient senior and competent person in the Consultant
Office having relevant experience and of impeccable integrity. The Consultant shall
submit the tentative organization chart of managing the project so that appropriate
decisions are taken quickly for smooth progress of the work.

3. The consultant shall ensure that all observations made by Consultant / Sanganer Enviro
Project Development‟s officials during the course of design/engineering submission are
complied by the contractor in subsequent revisions / submissions by contractor.

4. The consultant shall prepare draft of minutes of meeting of progress review meeting &
Presentation other related statement etc. that will be held in the presence of Sanganer
Enviro Project Development., Contractor & other agencies. The soft and hard copy of the
same shall be submitted to Sanganer Enviro Project Development shall see that relevant
points mentioned in minutes of meeting are strictly followed &complied.

5. Under the intimation of Sanganer Enviro Project Development., consultant shall have to
arrange and provide details & drawings if required to be submitted by consultant for this
work & shall be issued to the contractor and Sanganer Enviro Project Development
simultaneously well in advance. No work shall be held up as a whole or part due to non-
availability of detail drawing during execution.

6. To maintain the register for drawings in the format suggested by Engineer-in- charge in
soft & hard copy and to submit the same in quarterly to Sanganer Enviro Project
Development.

7. The consultant shall suggest to client, modifications if any, due to site conditions and
advise regarding cost variations on account of extra items and excesses on the contract.

8. The consultant shall ensure regular and timely flow of working drawing, and other
details/instructions.

9. The consultant shall review 'As-Built' drawings & O&M Manual submitted by contractor
and if required furnish comments for contractor to do necessary revisions for submission
to Sanganer Enviro Project Development for records. The “As-Built” drawings shall be
submitted both in soft and hard copies.

10. All BOQ quantities and design/drawings shall be reviewed and approved by the
Consultant according to the Tender Specification.

11. Consultant shall follow the instructions given by Engineer in charge of Sanganer Enviro
Project Development.as issued from time to time.
