INTRODUCTION

Background of the Study

The Philippine National Police (PNP) experienced a lot of birth pains and by the turn

of the millennium, various national perception surveys showed that the organization is among

the most corrupt government agencies in the country. This became a serious national concern

resulting in the conduct of in-depth studies of the main causes of dysfunctions as a basis for

the development of real and lasting solutions (Patrol Plan 2030, n .d.).

The Philippine National Police (PNP) has seen and been through the most taxing

issues that have threatened the entire organization several times in the past. Owning to a

dropping public perception and a performance that was considered its’ lowest, staying afloat

was not easy. With police in-efficiency reports hurting most men in uniform, the top leaders

had to press on a work-in-progress of transformation to reclaim its rightful seat as the

people's protector, mandated in Republic Act (RA) 6975 as amended by RA 8551 and further

amended by RA 9706 that states:

To enforce the law, prevent and control crimes, maintain peace and order, and ensure

public safety and internal security with the active support of the community

As the different problems arise like terrorism, poverty, bureaucracies and other socio-

political and socio-economic issues happening today in our country, the Philippine National

Police (PNP) including the Barangay officials are still the ones people looked up to as the

institution and the people that could at least safeguard its citizens. They are mandated by our

constitution to protect the welfare of every citizenry.

The organization is created to produce goods and services. It presupposes to live its

best to achieve the purpose for which created through its people by utilizing skills,
knowledge and techniques in the performance of their duties and responsibilities. The PNP is

an organization tasked to enforce the law, prevent crimes, maintain peace and order and

ensure public safety and internal security with the support of the community.

The performance of PNP and the Barangay as organizations in the present society has

been described and analysed in a number of ways. They are both charged with the

responsibility of promoting peace and order and public safety. As guardians in the continuing

search for ensuring peace and order, it shall utilize different kinds of measure, for fast and

effective communication and information dissemination. The PNP is faced with an important

task and that is motivating people to become highly professional, dynamic and motivated and

all of them most be inspired to live in service, honor and justice.

Low percentage of crime reporting was considered an indication of diminishing

public trust and confidence in the police and the criminal justice system and people would

rather depend on praying for protection. Despite these issues and concerns faced by police,

the PNP stands strong as it moves towards regaining its own glory (PNP Transformation

Plan, 2015).

Today, police organization is very much in need to identify their problems in

performing their duties and responsibilities; this would help them to have a better

understanding of the hindrances in performing their duties and responsibilities to the

community. To address this problem, there are ways that can help police officers to improve

themselves. This also helps identify the work performance of Police Officers in the

Municipality of Rosario, Agusan del Sur. The main goal of this is to know the public

satisfaction on the performance of the police officers and Barangay Officials of their duties

and responsibilities in the Municipality of Rosario, Agusan del Sur. This study also aims to

improve the attitudes of the police towards their duties and responsibilities in protecting the
welfare of every citizen. They need to be responsive to a new information and work with

researchers to “measure what matters” to their constituents.

The Municipality of Rosario is now fast becoming an economic zone, the Rosario

Municipal Police Officers’ foremost plan is maintenance of peace and order to further boost

the economy and provide the people with peace of mind, security and comfort. The

researcher decided to conduct this study to gain knowledge and evaluate the work

performance of the Police Officers and Barangay Officials based on the criminalities that

have been recorded in the years 2019, 2020 and 2021 and recommendations on how to

prevent the problems being interpreted.

. The study aims to provide update information on how the work performance of the

Police Officers and Barangay officials plays a vital role in their service for the community.
METHODOLOGY

Research Design

The descriptive - quantitative and evaluative type of the study used in assessing the

Work Performance of the Police Officers and Barangay Officials in the Municipality of

Rosario, Agusan del Sur, since the present study is concerned with knowing the profile as

well as to assess the level of work performance of police officers and Barangay Officials

along their duties and responsibilities in terms of Law Enforcement, Crime Prevention and

Detection/Control, Community Safety and Protection and Police- Community Relation and

the problems encountered during operations and have a viewed solutions and

recommendations to improve its past and current image and its interpersonal relations with

varied stakeholders, anti – crime activities, public safety responsibilities and with the

community. In quantitative research, an investigator relies on numerical data (Charles &

Mertler, 2002). The quantitative approach employed the questionnaire-checklist as data

gathering instrument. The pieces of information that were gathered were interpreted based on

the findings of the statistical analysis. Evaluative research seeks to assess or judge in some

way. Providing useful information about something other than what might be gleaned in mere

observation or investigation of relationships (Research Methods, n.d.). The very basic

purpose of this research is to determine the work performance of Police Officers and

Barangay Officials that being utilized in the Municipality of Rosario, Agusan del Sur and

also to help our community to be aware on the service implemented and also the problems

encountered during operation.

INTERPRETATION

1. The distribution of crime against person is shown in table 1 from Year 2018, 2019,
2020 and 2021. Figure 1 emphasizes the percentage of crime against person in the
year 2018, figure 2 in the year 2019, figure 3 in the year 2020 and figure 4
emphasizes also the percentage of the said crime in the year 2021. Data revealed that
the highest percentage in the year 2018 is Murder (56.3%), Murder defined as stated
in article 248 as the intentional killing of person with the presence of qualifying
circumstances as enumerated in the said article, while in the year 2019 Murder and
Rape have the same percentage (36.8%) Rape is a type of sexual assault usually
involving sexual intercourse or other forms of sexual penetration carried out against a
person without the persons consent (en.m.wikipedia.org). In the year 2020 the crime
of Rape has been recorded having percentage (52.9%). And in the year 2021 the crime
of Murder and Rape has been recorded having percentage (40%). In overall total
percentage from year 2018 to 2021 data disclosed that Murder as crime against person
have highest percentage (38.7%) in Municipality of Rosario.

2. The distribution of crime against property is shown in Table 2 from year 2018 to
2021. Figure 5 emphasizes the percentage of crime against property in the year 2018
up to 2021. Data divulge that in the year 2018 robbery has been recorded the highest
percentage of (33.3%). In Year 2019, there were four crimes against property has
been recorded this are Theft and Robbery, and the highest percentage with (75%) is
the crime of theft, this crime are two separate and distinct crimes punishable under
Philippine law. Theft as crime which is committed by any person who, with intent to
gain but without violence against or intimidation of persons nor force upon things
shall take personal property of another without the latter’s consent (Article 308, RPC
of the Philippines). In the year 2020, there is only three thefts recorded with the
percentage (100%). In the year 2021, there is two crimes recorded which are theft and
carnaping MC or motorcycle. Robbery defined as the taking with the intent to gain of
personal property belonging to another by use of force, violence or intimidation. Over
all percentage from the year 2018 to 2021 revealed that theft has the highest
percentage of (45.8%) in the Municipality of Rosario for Crime against Property.

3. The distribution of Non index crime is shown in table 3 from year 2018 to 2021. Figure 6
emphasizes the percentages of non-index crime in the year 2018 up to 2021. Data revealed
that the highest percentage (42.81%) in the year 2018 is Attempted/Frustrated Murder. When
we say Attempted Murder overt acts of execution are present, not all acts of execution are
present and due to reasons other than the spontaneous desistance of the perpetrator while
Frustrated Murder the accused performs all acts which he believes necessary to consummate
the crime but death did not result for reasons entirely apart from the will of the accused
(https.//www. lawphil.net). On year 2019, Attempted/Frustrated Murder also exiled with the
highest percentage of (57.1%). On the year 2020 the crime with the highest percentage of
(69.6%) is the crime of Resisting Authorities or refusing to obey the orders of a person in
authority. While in the year 2021 Acts of Lasciviousness has the highest percentage (50%).
Data disclosed that the overall highest percentage of (34.6%) from year 2018 to 2021 is the
crime of Attempted/Frustrated Murder in the Municipality of Rosario, Agusan del Sur for the
non-index crime.

4. The distribution of Traffic Incident from year 2018 to 2020 is shown in Table 4. Figure 7
represents the percentage of the traffic incident in the year 2018 up to2021. Data shown that
the highest percentage (60.7%) in the year 2018, (74.6%) in the year 2019, (65.8%) in 2020
and (69%) is reckless imprudence resulting in Physical Injury. Reckless imprudence consists
involuntarily, but without malice, doing or failing to do an act from which material damage
results by reason of inexcusable lack of precaution on the part of the person performing or
failing to perform such act, taking into consideration his employment or occupation, degree
of intelligence, physical condition and other circumstances regarding persons, time and place
(lawphil.net). Data divulge that reckless imprudence resulting in physical Injury has the
highest percentage (70.4%) from the year 2018 to 2021 in the Municipality of Rosario,
Agusan del Sur for Traffic Incident.

5. The distribution of Special law violations from year 2018 to 2021 is shown in table 5.
Figure 8 emphasizes the percentage of violation of Special laws in the year 2018, Figure 9 in
the year 2019, figure 10 in the year 2020 and also Figure 11 in the year 2021. Data revealed
that the crime in Comprehensive Dangerous Drug Act 2002 is the highest percentage (20.3%)
in the year 2018, Illegal Logging with (40%) in the year 2019, the crime in Comprehensive
Dangerous Drug Act 2002 is the highest percentage (27.3%) in the year 2020. Illegal logging
is the harvest, transportation, purchase or sale of timber in violations of laws as by provided
by Republic act no. 3701. Anti-Gambling Law is the highest percentage of (36.2%) in year
2021. Data disclosed that the highest overall percentage (21.7%) in violation of special law in
Municipality of Rosario, Agusan del Sur is the Illegal logging.

6. The distribution of recorded cases of selected barangay in Municipality of Rosario
in the year 2018 up to 2021 is shown in table 6. Figure 12, show percentage in cases recorded
in the year 2021. Data revealed that highest percentage (68%) is the Curfew Violation.
Records from the year 2018 up to 2020 has been destroyed and hasn’t been gathered, the files
had been washed out during the huge flood because of Tropical Depression “VICKY”
happened in Barangay Poblacion and other barangays in December of the year 2020.

CONCLUSION

From the findings of this study, the following conclusions were drawn:

Based on the records submitted by the PNP stationed at Rosario, Agusan del sur the
utmost percentage that has been recorded in crime against person is Murder 38.7%, In Crimes
against Property, the cases of theft have the highest percentage ranges 45.8%, in non-index
crime, 34.6% committed attempt murder, also in traffic incidents percentage ranges of 70.4%
for Reckless imprudence resulting in Physical Injury and finally, in violation of special laws
illegal logging have the highest percentage 21.7%. Those abovementioned are the overall
total of percentage from year of 2018 to 2021.
On the cases submitted by the officials of selected barangay the top most cases is the
curfew violation. Data revealed that highest percentage (68%) is the Curfew Violation.

RECOMMENDATION
On the basis of the findings, the following recommendation were offered for consideration

PNP
They should continuously do their duties and responsibilities as mandated by law. The
PNP must adopt measures to improve its interpersonal relations with the varied stakeholders,
their anti – crime activities, public safety responsibilities and with the community. Moreover,
they should intensify their proactive measures such as patrolling and police visibility

Officials should be diligent with the records of barangay it must be organized and
recorded in other electronic means. They should also take act on time to evaluate the records
in order not be burden to whom in charge.
