INTRODUCTION AND DESIGN OF THE STUDY

Introduction
Production of handloom cloths has Several Processes. This process can be broadly
categorized as preloom and post loom activities. In addition to weaving production of a
cloth depends upon the designs used type of looms and capacity of the weaver’s
individual skill. Production is creation of goods and services. The production
management is concerned with the production process that is with all the decisions,
Activities, Restraints, Controls and plans which as Harding puts it, “Enable the process to
convert these inputs into outputs”. Production management deals with decision making
related to production processes, So that the resulting goods or services are produced
according to the specifications in the quantities and by the Schedules demanded and at the
minimum costs.

E.L. Brech may be defined as, “Production Management is the process of effective
planning and regulating of that section of an Enterprise which is responsible for the actual
transformation of materials into finished products”.

Importance of Production Management

1. Production is a line activity in any Business Organization.


2. To improve the quality of goods and controlling the cost of good quality and
Reasonable.
3. The production management department of any manufacturing organization
makes it possible the other department’s activity.

Objectives of Production Management

1. To purchase raw materials and appliances, tools and machinery including spares as
may be required for the industry and to sell the same to the member Societies.
2. To purchase or receive for sale, the finished products of the member Societies by
opening sales units Godowns, Exhibitions etc., with in the State.
3. To establish and run sales units with in and outside the area of operation for
Exhibition and sale of products of member Societies.
4. To hold, own, establish and hire processing units to under take and provide
processing including dyeing, mercerizing, Printing and furnishing etc., for all types
of yarn and cloth, to the member Societies and to other institutions and individuals.
5. To advise and render assistance to member Societies in preparation of production
Programmes design development product diversification and such qualitative
improvement as may be necessary in the products produced by the member
Societies to be in tune with the consumer tastes and market demand.
6. To arrange for the training of weavers sponsored by the member Societies in
improved methods of weaving and latest techniques and also for the training of its
own employees in sales techniques accountancy and business administration etc.,

Production Planning

Production planning is to implement the production policy of the organization


effectively. John Kelley laid down the following factors for the success of production
planning.

1. To Gear up suitable production policy.


2. To produce what is required, when it is required at minimum cost.
3. To the Labour force through a series of targets. So that they have some
conception of objectives.
4. Flexible, so that inevitable delays can be off set.

Objectives of Production planning
1. To ensure that material and components are available when and where required.
2. To produce a steady flow of work through all departments.
3. To preserve a balance of work.
4. To provide management with information to correct for possible delays and
difficulties before they arise or become serious.

Improve the production Measures

1. Improving the quality of the goods through training at weavers.


2. Identifying extended markets other than Co-cooptex as the Society has to depend
on Co-cooptex for Sales.
3. Seeking export marketing through export agents as the Society is very near to
Karur Town, the major textile exporting city in Tamil Nadu and,
4. Establishing in house dyeing and warping facilities to reduce the thorough out
time.

Production Control

The production control must establish a means of continued evaluation of


customer demand, capital position, productive capacity, Manpower etc.

Functions of Production Control

1. To forecast the demand for products, expressing quantity as a function of time.


2. To monitor actual demand, compare it with forecast demand, and revise forecast
if necessary.
3. To establish economic lot sizes for purchased and for manufacturing products.
4. To establish economic inventory systems.
5. To establish production requirements and inventory levels of specific points in
time.
6. To make detailed production schedules job assignments, machine loadings, etc.,
7. To do project planning using CPM,PERT etc.,

Statement of the Problem

The Handloom Sector plays a very important role in India’s economy. The
th
weaver’s production and marketing societies have emerged in the early 19 century. The
handloom industry generates production at low capital cost; mostly use indigenous raw
material utilize local skills, widen the entrepreneurial base, facilitate balanced regional
growth and prevent the migration of labour to the metropolitan areas. Tamil Nadu has
been a traditional home for weaving industry where there is heavy concentration of
handloom weavers. They are 1386 primary handloom weavers Cooperative Societies
(PWCSS) in the state along with a state level federation Viz., The Tamil Nadu handloom
weavers Cooperative Society limited (Co-cooptex). The PWCSS are mostly production
Organizations and the Co-cooptex under take extensive marketing of handloom products
of primary weavers Cooperative societies.

Handloom industry has been playing a pivotal role in Indian economy. Handloom is
being a traditional; rural and Semi-urban. Cottage industry is highly Labour intensive in
character. In this context, handloom weavers Cooperative societies have been organized
in our country with ultimate aim of proliferating the socio economic lives of millions of
handloom weavers. However weavers Cooperatives were not functioning neither to the
expectation of members nor have accomplished the objective for which they are
organized. Every year stock, piles up, move than fifteen percent of weaver members are
thrown away from regular employment, Weavers Cooperative find it very hard in
competing with large scales mill sector and private power loom sector textile products.
Under this situation, what are the functions they perform? How do they perform? Do they
adopt effective method approach for production and marketing of their product? With a
view to finding answers to those and such other issues, the researchers have taken up a
study on production management of selected primary weavers Cooperatives Societies in
Chinnalapatty. Hence this small exercises.

Title of the Study

A study on the production performance of the Handloom weavers


Cooperatives in Chinnalapatty.

Objectives

1. To study the Production Management and its performance in the primary


weavers Cooperative Societies in Chinnalapatty.
2. To summarize the findings and conclusions.

Methodology

The study aims at analyzing the production management performance of the


weavers Cooperative societies in a detailed manner. There were 7 weavers Cooperatives
functioning in Chinnalapatty and all those 7 Societies were selected for the study.
Therefore it is census study. The study will rely mainly on secondary data collected from
the sources of ledgers, Production file, Account books, Audit reports and Financial
Statements. Discussions with the Officials responsible for production activities will be
held to get further information and clarifications.

Definitions of concepts
Handloom:

Handloom means any cloth woven on handloom from Cotton, Silk, Woolen Yarn or
a mixture of mill yarns. A handloom uses human power for undertaking all the motions
in weaving operation.

Handloom Society:

Handloom society means a primary handloom weavers Cooperative production and


sales Society, registered under the societies Act of the Government of Tamil Nadu, 1975.
These Societies are governed by the Cooperatives Act of the Government of Tamil Nadu.

Production Management:

Production, though it is often thought of as the processes involved in the operation of


a manufacturing plant, is not restricted to the making of material objects; it may also
include the performance of services. Production management is concerned with planning
and controlling the process of production so that, it moves smoothly as the required level.

Tools for Data Collection

A Comprehensive interview schedule was prepared. The items like production


quantity and value of Art silk, Cora cotton and polyester are included. The authorities of
the societies Viz., special officer and manager of these societies were interviewed to
relevant information pertaining to research collect.

Tools for Analysis

The data collected was tabulated under proper heads. Depending on the
necessity, the tables formulated they were mostly of two way tables. Based on the
tabulated figures, analysis was done followed by inferences. In course of analysis of data
simple statistical tools namely averages, percentages, ratios and related tools were used.

Reference Period

The study covers a period of ten years from 1997-98 to 2006-07.

Scope and Limitations of the Study

Since, the investigator have analyzed only 7 Societies of Chinnalapatty, the


conclusion they have made, may not be applicable as such to other societies. Due to lack
of time and other resources they restricted to 7 societies. The analysis and results of the
study cannot be generalized.

Chapter Scheme
1. The first chapter deals with Introduction and Design of the study.
2. The second chapter deals with production management of the selected weavers
Cooperative societies.
3. The last chapter exhibits the findings and conclusions of the study

Production Performance of Handloom Cooperatives
This part of exercise deals with the production performance effected by the
handloom cooperatives. The analysis covers the following aspects namely i) production
performance by the societies, ii) variety wise production, and iii) total production
performance.

This table explains about the volume of production of the Anna Society. The
society producing four types of cloths namely polyester, Art silk, Cora and cotton. The
total volume of production of the society for the study period was 7.68 lakh meters the
Annual Average being 0.76 lakh meters of the four types of cloths. The Society
concentrates on cotton variety with 39percent followed by Cora cotton cloths with
24percent. The quantum of variety wise production shows a fluctuating trend in all the
years but then, the Year 2006 – 07 witnessed with high volume of production of cotton
18percent, Cora Cotton17percent and Art silk 25percent. But in the case of polyester the
production was high in 1998 – 99 with 25percent the increase or decrease of a particular
variety of cloth is influence by
i. Availability of particular type of Yarn
ii. Orders issues by the society for production of particular cloth,
iii. Open market demand, and
iv. Seasonal demand of particular variety and so on.

The table describes the value of production of Anna Society. The total value of
production of the society for the study period was Rs341 lakh and the annual study
average being Rs34.1 lakh.

The four types of cloths, the volume of cotton variety covered 48 percent,
followed by Cora cotton cloths with 24percent.

These two cloth items were high in volume naturally that reflects in value also.
The value of variety wise production has shown a fluctuating trend in all the Years.

Again the 2006 – 07 witnessed with high production value with regard to cotton
18percent, Cora Cotton 29percent, and Art silk (19percent).

It is noted here that 17percent volume of production has contributed to 29percent


value, whereas 25percent Art silk has contributed to 19percent value of production.

Again the polyester variety with 25percent in volume has contributed to 21percent
of value. This is because of price variations in the market.

It is clear from the table that the annual average of three categories of cloth found
to be same 33.3 percent each. The total production of the study period was 19.68 lakh
meters and the mean of the study period was 1.96 lakh meters. The high production of
each category was found increased in the end of the three Years of the study period. For
example polyester with 22 percent in 2004 – 05, Art silk with 22 percent in 2005 – 06 and
Cora cotton with 16 percent in 2006 – 07. The low production of the three categories was
increased in the first part of the study period.

As it is seen from the table the total value of production for the study period was
911.14 lakh and the average being 91.1 lakh. Though the volume of production of three
categories of cloth found to be the same (See earlier table) but the value shown
differently. For example 33.3 percent of Cora cotton contributed to 38 percent of the
value facilitating a 5percent increase; where as the 33 percent of polyester in quantity has
contributes to 30percent percent value of the production, resulting a 3percent decrease.
The performance of Gandhiji Society incase of value found appreciation especially in the
fourth years of study period.

As it is seen in the table, the total production in terms of quantity during the study
period was 7.58 lakh meters. The Annual average was 0.75 lakh meters. In the Society
also, the Cora cotton variety constituted 34 percent (Annual average) followed by Art silk
with 26 percent and polyester cloth with 20 percent the production performance of these
three categories found high in the first five years of the study period, latter it was found
declining contrary to the instance of earlier cooperatives. The reasons for such declining
followed declining in the number of looms and the production operation.

It is found from the table that the value of production of Namnadu Society has
been indicating a steady growth from the fourth Year of the study period. The study
period production was 464.07 lakh and the total average being 46.4 lakh, here the
production value of polyester variety stood at high, with 53percent followed by Namnadu
cotton with 30percent. If we look at correlation analysis, the value of the cloths
production constituted 54percent has a contributed to30percent only resulting in
24percent decrease. Likewise the volume of polyester production which constituted
20percent a as contributed to 53percent of value causing a 33percent increase in its value.
The case of Art silk also showed a declining percent (volume 26 to value 17percent). The
high performance with regard to value of production of three varieties found in end of the
two years of the study period.

In case of Silambu Salver Society the total production of study period was 8.76
lakh meters and the Annual average being 0.87 lakh meters. In this study unit, the total
volume of production was shared by Art silk 38percent, Cora Cotton 35percent and
polyester with 27percent. The total annual production shows a fluctuating trend during
the study period. Of the ten Years of study period the total value found to be high in 1999
– 2000.

The value of production of Silambu salver Society witnessed steady growth in the
first five years of the study period there after it was found declining. The total value of
the study period was Rs443.19 lakh and the study average being Rs44.3 lakh. The value
of the three varieties of a cloth indicates in equal level there is 33percent each. But
comparison of the volume of production with value gives different inference. For
Example, 38percent of quantity gives 33percent value incase of Art silk, whereas
27percent of quantity as resulted in 34percent value incase of polyester cloth.

during the study period. Of the three varieties of production, Cora Cotton constituted
50percent and Art silk and Polyester constituted an equal percentage 27.5 each. The high
volume of production under the three varieties found in the middle of the study period.

The production value of Kamala Nehru Society also shows a steady increase from
the fourth year to end of the study period. The total value of the production of study
period was Rs309.5 lakh and the average being Rs 30.9 lakh. Variety wise contribution
indicates that Cora Cotton constituted 46percent and the Art silk and Polyester constituted
almost similar percentage that is 27percent each. The high performance of these three
categories was good, in the last two Years of the study period. The lowest performance
was indicated in 2000 – 01, incase of Art silk (5.91); Cora Cotton (9.94); and Polyester
(1.07) in 1997 – 98. The comparison of production quantity with production value in the
three categories show almost the similar picture there was no much difference.

The production value of Sanjay Gandhi Society shows a steady growth rate. The
total value of production during study period was Rs.314.3 lakh and the study average
was shared by Art silk 38percent, Cora Cotton 33percent and Polyester 29percent. The
quantity of these three categories is compared with the value. It indicated that 38percent
quantity has resulted in 43percent value incase of Art silk and 29percent quantity has a
resulted in 24percent value incase of Polyester. With regard to Cora Cotton quantity as
well as value forms the same percent.

half of the study period. The Society registered with 9.03 meters and the annual average
being 0.9 lakh meters. The total production was shared by Cora Cotton 37percent, Art
silk 34percent and Polyester 29percent. The performance of three categories was better in
the first of the study period.

The value of production of the Anjugam Society, though there was fluctuation
found better in the first half of the study period. The total value of the production during
the study period was Rs.466 lakh, and the annual average being 46.6. Of the total value
of production Polyester constituted 39percent, Art silk 36percent, and Cora Cotton
25percent. Comparison of quantity was made with value. The 29percent, of quantity has
resulted in 39percent of value incase of Polyester and 37percent quantity has a resulted in
25percent of value incase of Cora Cotton with 2percent increase in value.

The production of Polyester cloths in terms of meters by the Society units is
depicted in the table. The Annual study average of Polyester production was 2 lakh
meters. Of which Gandhiji Society registered with 0.65 lakh meters (33percent) followed
by Kamala Nehru Society18percent. The inter society comparison indicates that the
performance of Gandhiji and Kamala Nehru was found better and the maintained a higher
level than “study units average”. The performance of Gandhiji, Kamala Nehru and
Silambu Salver was better in the second half of the study period. In case of other
Societies, the performance was better in first half of the study period.

The value of Polyester cloth produced by the study units is indicated in table16. It
is found that all the study units together has produced Rs1041 lakh and the annual
average being 104.1 lakh the. Here also, the high performance was found with Gandhiji
Society with 26percent, followed of Namnadu with 26percent followed of Namnadu with
24percent. Here also, the Anna society performance was at lagging behind. The inter
society comparison indicates that the performance of Gandhiji, Namnadu, Anjugam, was
found to be better in all the ten years as the “maintain higher than Societies average”.
The performance of Silambu Salver was found to be better in the first half of five Years
of the study period as they maintained higher than the Societies average in all other
Society. In the rest of the Societies the performance was lower than the “Societies
Average”. Gandhiji society has performance in the year 2003 – 04 by producing 50 lakh
Polyester which constituted 38percent among all the regard in witnessed a case of Sanjay
1997 – 98.

The production of Art silk items is discussed in table17. It is a found the study
average was 2.33 lakh meters were produced by the weavers Cooperatives together. The
Society wise performance indicates that Gandhiji Society constituted 28percent. In the
total production of Kamala Nehru constituted 16percent and Silambu with 14 percent.
The least production of Art silk variety was witnessed in Anna Society with 7.8percent.
The total annual production shows a fluctuating trend from 1.77 lakh meters in the initial
study period to 8.52 lakh meters in 2005 - 06. The comparison of production of Art silk
among the societies indicates that Gandhiji Society has excelled in all the years of the
study period. The performance of Silambu, Kamala Nehru, and Anjugam Society
indicates a better performance during the first half of the study period. The highest
production in a particular year was found with 2005 – 06. In case of Gandhiji Society
with 41percent. Among the Societies and the least performance was noticed in the
Kamala Nehru in 1997 – 98 with 0.09 lakh meters.

silk for worth of 968.24 lakh and study average being Rs.96.8 lakh Gandhiji Society has
contributed to 31percent of the value of Art silk followed by Anjugam Society 17percent
with the total value of production, Art silk was found to be better in the second of half of
the study period. Anna Society was poor in this performance. As it contributed only
6percent. The inter comparisons among the study units ravels that Gandhiji, Anjugam
and Silambu found to be better.

The volume of production of Cora Cotton is described in table 19. The total
production of the study period was 27.5 lakh meters. The Annual study average was 2.7
lakh meters. In this category also, Gandhiji society play a reading role by contributing
24percent followed by Kamala Nehru Society 21.4percent to total production. The
Annual total production shows a fluctuating trend ranging from 1.85 lakh meters in the
beginning study period to 3.44 lakh meters in the end of the study period. The Annual
inter comparison among the study units shows that the Gandhiji Society and Kamala
Nehru have performed better and they had higher level annual production of “study unit’s
average”. The period wise performance indicates that the performance in the middle of
the Years 2003 – 05 at end of the study period. (9th or 10th year of the study period).

The value of Cora Cotton production indicates that in the first half the study
period it was fluctuating. The total production of the study period was 1075 lakh and
average being 107 lakh. The Gandhiji Society has contributed 32percent. Of the total
percentage, rank first Silambu Salver 14percent. It is indicated here that a Gandhiji
Society has contributed 24percent of production in quantity, has resulted in 32percent of
these values with 8percent increase in value. But in case of Kamala Nehru which has
production in 21percent quantity has contributed 13percent. In value resulting in
8percent in the value. The performance of Gandhiji and Silambu Salver found to be
better among all study units and Anna Society and Sanjay were the week performance
Society. The annual production of each Society was compared with the study average. It
indicates that the Gandhiji has put in higher percentage of production. Then the study
average. The performance of Anjugam and Silambu Salver to be better as the maintained
higher then the study units’ average.

The table described the total production of the study units in terms of quantity.
The study units’ total production of the study period was 74 lakh meters. The Gandhiji
Society has contributed to 27percent of the total production followed by Kamala Nehru
Society with 18percent. The Namnadu and Anna Society have contributed lower rate
with10percent each of total production. The year wise total production of the study units
shows a fluctuating trend ranging from 5.21 lakh meters to 9.47 lakh meters, in the first
and 9th Year of the study period. The production performance of the study units was
compared and found that Gandhiji, Kamala Society found to be a better from functioning.
The each society’s performance was compared with a study unit’s average. It reveals that
the Gandhiji and Kamala Nehru have maintained a higher rate of production in almost all
the years over the study unit’s average.

It is very clear from the table, the study units Annual total production shows a
fluctuating trend. However there was steady increase in the second half of the study
period. The total production of the study period was Rs3249.6 lakh and the average being
324.9 lakh. Of the total value of production, Gandhiji Society has contributed to
28percent and Anjugam as contributed 14.3 and Namnadu 14.2percent. The least
performance was indicated by the Kamala Nehru Society. The performance study unit
indicates that Gandhiji and Anjugam found to be better. When comparing the year wise
production of each Society with the “study units average”, revels that the “maintained a
higher percent than the study units average. The highest single Year production was
found with Gandhiji Society with 32percent in 2004 – 05 and. The least was found with
Anna Society with 18.3percent in 2000 -01.

Summary of Findings, Conclusions and Suggestions
The important findings of the study are summarized as follows. The findings are
described in the order namely.
i) Production performance by society wise
ii) Production performance variety wise
iii) Total production of the study units in totals.

(i) Production performance by Societies Performance


1) In case of Anna society the high production in quantity and value was witnessed
in 2006-07 with 1.35 lakh meters Rs.66.88 lakh respectively. The low production in
meters was found in 1998-99 with 0.50 lakh meters and low value was found in 2000-
01 with Rs.18.39 lakh.
2) In case of Gandhiji society the high performance in production quantity was found
in 2005-06 with 2.95 lakh meters and value was in 2004-05 with Rs.135.11 lakh. The
low performance in terms of quantity and value was found in 2002-03 with Rs.1.36 lakh
meters and the amount in 1997-98 with Rs.46.88 lakh respectively.
3) In case of Namnadu society the high production was witnessed in terms of
quantity in 2001-02 with 1.22 lakh meters and in terms of value found in 2006-07 with
64.59 lakh. The low production Performance was witnessed in 2005-06 with 0.35 lakh
meters and Rs.22.89 lakh in 1999-2000.
4) In case of Silambu salver the high production was witnessed in 1999-2000 with
1.04 lakh meters and in 2006-07 with Rs.52.07 lakh. The low production was
witnessed in 2002-03 with 0.59 lakh meters and in 1997-98 with Rs.26.41 lakh.
5) In case of Kamala Nehru Society high production was witnessed in 2005-06 with
1.98 lakh meters and in 2006-07 with Rs.40.79 lakh. The low production was found in
1997-98 with 0.27 lakh meters and in 2000-01 with Rs.27.52 lakh.
6) In case of Sanjay the high production was noticed in 2006-07 with 1.57 lakh
meters and Rs.67.38 lakh. The low production was found in 1997-98 with 0.32 lakh
meters and Rs.3.17 lakh.
7) In case of Anjugam society the high production was found in 1998-99 both in
terms of quantity 1.4 lakh meters and value with Rs.58.15 lakh respectively. The low
Performance was found in 2002-03 with 0.57 lakh meters and value Rs.25.91 lakh in
1997-98.

(ii) Production Performance Variety Wise
1. Polyester: The high production of Polyester cloth was made by the Gandhiji society
with 33% and the low level was found with the Anna Society 4.8%.
In terms of value also Gandhiji society was found to have high polyester production
25.8% and the low was found with Anna Society with 3.3%.
2. Art silk: In case of Art silk cloth production, it was the Gandhiji society which had
higher 27.8% followed by Anna society with 7.8%.
In terms of value also Gandhiji Society found to have high 30.6% followed by
Anna Society with 6.2%.
3. Cora Cotton: In case of Cora cotton variety the Gandhiji society was found to have
high production with 23.9% and the low level was found with Anna Society with 6.7%
In terms of value also Gandhiji Society was found to be high share with 23.9%
and Anna Society was found to be low share with 6.7%.

(iii) The Total Production Performance


1. The total production performance in terms of quantity indicated that Gandhiji
Society took a lead role by covering 26.6% of the total production. The low level
of production was witnessed in case of Namnadu Society with 10.2%.
2. The value of the total production shows that Gandhiji Society again found to be
taking leading role by constituting 28% and low level was witness in case of
Kamala with 9.5%.

Suggestions

Based on the findings of the study, few suggestions are made for effective
production of the societies:

1. To strengthen the production performance more effectively, the study units need
to develop infrastructure facilities such as dyeing, bleaching, printing, installation
system. This would definitely enhance production function and performance.
2. Generally, the primary cooperative weaver’s societies have no mechanism to
trace the tastes, preferences and desires of consumers market. Therefore the
societies must understand attitude of the consumers, and must pay more attention
on new products, design and development, quality production etc.,
3. Handloom cooperatives must think of next phase of cloths and its features. One
such is Natural dying clothes, it has greater demand in some states, and such
varieties were found more useful in consumer’s point of view. Handloom
Cooperatives can think of making such cloth items to attract consumers.
4. There must be effective coordination among handloom cooperatives especially in
the areas of technology, methods of training, enhancing ambience and outlook
etc.,

Conclusion

The Gandhiji society has better performance in their production function both in
terms of volume and value. The low production performance was witnessed with Anna
society in terms of volume; and Kamala Nehru society in terms of value.
In terms of variety wise production performance, it is the Gandhiji society has
excelled both in volume and value in all the three categories and Anna society found to be
weak in both volume and value in all the three categories.
