A. The global & national health care system situation
Globally, international institutions, donors, grants, and conditional loans are having a
growing impact on how health systems are financed and structured, which has an impact
on how equally accessible care is around the world. Universal health coverage is once
again being pushed for globally, but there is no consensus on how it should be financed
or run. In many nations, private funding for health systems is increasing. There is a severe
lack of health-related human resources, and out-of-pocket expenses continue to plunge
many into "medical poverty."
The public healthcare system in the Philippines is generally of high quality, there are
significant differences between rural and metropolitan areas. Private healthcare is more
reliable in the Philippines, and private clinics typically have superior equipment than public
ones. The Philippines has an excellent healthcare system. Despite the lower quality of
the facilities, they work with than in upscale US or European healthcare institutions, the
medical staff in the Philippines is highly qualified.
B. The national health situation
Every day we face new challenges and battles that we strive to combat from
individual to social levels. A pandemic, a polluted planet, and an increasing incidence of
cancer, heart disease, and asthma. Amid all of these, the national health situation and
the health system remains fragmented.

The Philippines has made significant investments and advances in health in recent
years which contributed to Filipinos living longer and healthier but not all the benefits have
reached the most vulnerable groups. 92% of people are currently covered by health
insurance. Services for maternal and child health have improved. There is now better
access to and availability of services for communicable illness prevention, diagnosis, and
treatment. However, problems still arise despite the progress in improving the lives and
health of people in the Philippines. Many Filipinos are still living in remote areas where it
is hard to deliver the health services they need. And the scarcity of doctors, nurses and
midwives add to the poor health delivery system to the poor. Thus, thousands of Filipinos
continue to die or suffer from illnesses including tuberculosis, HIV and dengue, or
diseases affecting mothers and children despite having well-established and affordable
treatments. Rapid economic development, urbanization, intensifying climate change, and
wider exposure to illnesses and pathogens in an increasingly global world enhance the
hazards associated with disasters, environmental threats, and emerging and re-emerging
infections.
C. The Sustainable Development Goals
The United Nations approved the Sustainable Development Goals (SDGs), also
known as the Global Goals, in 2015 as a universal call to action to eradicate poverty,
safeguard the environment, and ensure that by 2030, all people enjoy peace and
prosperity.
The 17 SDGs are interconnected, recognizing that actions in one area will have an
impact on outcomes in others, and that development must balance social, economic,
and environmental sustainability.

Goal 1: No Poverty
• Eliminate extreme poverty for all people everywhere, which is currently defined
as living on less than $1.25 a day. Reduce the proportion of men, women, and
children of all ages living in poverty in all its dimensions by at least half,
according to national criteria.
Goal 2: Zero Hunger
• End hunger and ensure that all people, particularly the poor and those in
vulnerable situations, including infants, have year-round access to safe,
nutritious, and sufficient food.
Goal 3: Good Health and Well-being
• Reduce worldwide maternal mortality to less than 70 deaths per 100,000 live
births. End preventable newborn and child deaths, with all nations aiming to
reduce neonatal mortality to at least 12 per 1,000 live births and under-5 mortality
to at least 25 per 1,000 live births.
Goal 4: Quality Education
• Ensure that all girls and boys get free, equitable, and high-quality primary and
secondary education that leads to relevant and effective learning outcomes in
line with Goal 4.
Goal 5: Gender Equality
• Stop all forms of discrimination against women and girls worldwide. Eliminate all
forms of public and private violence against women and girls, including trafficking
and sexual and other forms of exploitation.

Goal 6: Clean Water and Sanitation
• Ensure that everyone has equal and fair access to safe and inexpensive drinking
water. Reduce pollution, eliminate dumping, and minimize the release of
hazardous chemicals and materials, halve the amount of untreated wastewater,
and significantly increase recycling and safe reuse globally.
Goal 7: Affordable and Clean Energy
• Ensure that everyone has access to affordable, dependable, and advanced
energy services. Increase the proportion of renewable energy in the global
energy mix significantly. Double the worldwide rate of energy efficiency
improvement
Goal 8: Decent Work and Economic Growth
• Maintain per capita economic growth in accordance with national circumstances,
with the least developed countries achieving at least 7% annual GDP growth.
Goal 9: Industry, Innovation, and Infrastructure
• Develop high-quality, dependable, long-lasting, and resilient infrastructure,
including regional and transnational infrastructure, to support economic
development and human well-being, with a focus on affordable and equitable
access for everyone.
Goal 10: Reduced Inequality
• Ensure equitable opportunity and decrease outcome inequities, particularly
through abolishing discriminatory laws, rules, and practices and encouraging
suitable legislation, policies, and action.

D. Different government programs of the Department of Health
• Adolescent Health and Development Program - The Adolescent Health
and Development Program (AHDP) targets adolescents aged 10-19 years.
It is mainly guided by the Convention on the Rights of Children which states
that the program must be in the best interests of the child. Based on the
Department of Health (DOH) Administrative Order (AO) 2013-0013 or the
National Policy and Strategic Framework on Adolescent Health and
Development Administrative Order, the program primarily aims to provide
adolescents access to quality healthcare services.
• Aedes-Borne Viral Diseases Prevention and Control Program - The
prevalence of aedes-borne viral diseases such as dengue is still a
significant problem that the country faces as it affects many Filipinos that
can lead to severe complications and even death. Aside from the dengue,
other aedes-borne viral diseases, such as zika and chikungunya, are also
controlled to eradicate their transmissions. Hence this program, aims to
expand and integrate the existing program to include the prevention and
control interventions for various aedes-borne viral diseases such as
dengue, zika, and chikungunya, and other diseases with similar vectors.
• Barangay Nutrition Scholar Program - Pursuant to Rule II Section 4 of
the IRR of RA No. 11215 or the National Integrated Cancer Control Act
(NICCA), the National Integrated Cancer Control Program was established
under the Cancer Control Division of the Disease Prevention and Control
Bureau (DPCB). It serves as the framework for all cancer-related activities
of the government that aims to decrease the incidence of preventable
cancer, prevent, and manage its recurrence, and provide access to quality
healthcare for its treatment.

• Belly Gud for Health - Majority of the increases in total morbidity and
mortality in the Philippines have come from Non-Communicable Diseases
(NCDs), specifically chronic kidney disease (CKD). If left untreated, CKD
can progress to more severe complications such as End-Stage Kidney
Disease (ESKD) that now requires more immediate and regular
interventions. These interventions include renal replacement therapies
ranging from hemodialysis to renal transplant. The increasing numbers of
CKDs have become an urgent national concern due to the burden of the
disease and high costs of care. Hence, this program aims to reinforce
strategies for the prevention and control of CKDs such as lifestyle-related
disease prevention, facilitation of early detection and evaluation, and proper
disease management for people with CKDs.
• Blood Donation Program - Republic Act No. 7719, also known as the
National Blood Services Act of 1994, promotes voluntary blood donation to
provide sufficient supply of safe blood and to regulate blood banks. This act
aims to inculcate public awareness that blood donation is a humanitarian
act.
