The relationship between talent management, absorptive capacity and firm
performance is researched in this article. In the contexts of China and Russia, it
proposes a conceptual framework and evaluate the moderating impact of a firm's
absorptive capacity in talent management performance interactions. In addition, a
well-developed talent management system enhances a firm's ability to obtain, absorb,
and exploit information as well as its final tally of absorptive capacity in both Chinese
and Russian firms. Also, it found evidence that talent management has an indirect
influence on business performance through its absorptive capacity; thus, the effect is
higher for Chinese companies, specifically inside the absorptive capacity performance
relationship.

framework for aligning human resources strategy with business strategies. Due of its
involvement in practical education, the University of Applied Science and Technology
(UAST) plays a significant part in Iran's higher education system. The strategic
reference points model was used to investigate the alignment of human resources and
business strategies, and the main reason for selecting this model can be explained in
terms of what is required for the alignment of diverse organizational elements including
business strategy and human resource measures. Then fuzzy logic was used to
determine the alignment of the strategic reference points corresponding business and
human resources.

This article reveals that there were seven factors that influenced the personnel’s use of
the Human Resource Management Information Systems (HRMIS), and the system
also had some positive impact on the personnel. As a channel for communication and
for conducting internal administrative works that involves the government, ICT is
implemented by the Public-Sector ICT Strategic Plan (Malaysian Administrative
Modernization and Management Planning Unit, 2016). Furthermore, the elements
discovered in this study constitute an integrative framework that may be explored in
future studies to investigate the use and impact of IS in a comparable organisational
context. Since this study used a qualitative methodology, future studies may
investigate confirming the results using a quantitative empirical investigation.

In establish the project's ideal delivery, one must allocate resources to tasks while
taking into the account characteristics such as competence and availability, as
discussed in this article. However, the criteria that these approaches look at, such as
skill and availability, as well as the optimization techniques used, make it difficult to
pick the optimum solution for the situation. The lack of comparable material is due to
the lack of a systematic evaluation technique that uses a validation dataset to
benchmark SSSP procedures. As consequence, the results show that different SSSP
strategies for addressing comparable problems might differ in terms of computational
time and output correctness, and that our method can quantify these disparities.
