1. RATIONALE:
With the regular threat of natural disasters such as flooding and landslide, increase
numbers of vehicular accident and other human induce hazards, and threats to
emerging diseases such COVID-19. The Municipality of Diplahan has formulated a
Standard Operating Procedure (SOP) which will serve as guide in all its activities from
response to referral of patients. All respective agencies shall have different roles and
responsibility to insure the safety and welfare of the community. This also helps
responders be guided of its action and promote safety as well for those who are working
in the frontlines particularly the Local Disaster Risk Reduction and Management
personnel and responders.
2. OBJECTIVES:
1.) Insure responder’s safety and patient’s safety.
2.) To respond in any incident and assess the needs of individuals and or patient
involved and provide necessary health management.
3.) Give IEC and massive information drive to the public about prevention and
prevent panic to the community
4.) Systematic flow of operation and referral system
3. SCOPE:
The SOP covers the operational activities of LDRRMO involving ambulance or response
operation, referral, and after care.

5. General Guidelines:
1.) Operations center must be open 24/7 and must be manned by ems personnel
ready to response.
2.) All related operation shall be referred by to the Municipal Opcen/EOC prior to
deployment.
3.) During response operation, opcen must immediately coordinate to the referral
facility for incoming transfer of patient to their vicinity.
4.) Standard infection control must be applied from ground operation to transport
and upon received of patient to the hospital.
5.) Freelance or fishing response is strictly discouraged.
6.) No PPE no response policy
7.) Only trained personnel shall be allowed to respond and assist in emergency
operations.
8.) Refer to Memorandom No. _____________ for other operational guidelines
pertaining to Personnel, Equipment and Supplies, and Operational Process.
5.1 Responders Protocol: Upon receiving a call about an incident the Opcen
personnel who receive the call must:
1. Evaluate information get the name of the caller, the place where the incident happen and
the time incident happen.
2. Record the information in the incident logbook and advise the response team to respond,
record jump-off time.
3. No PPE's no Response Policy. Rescuer must wear his isolation PPE gear at all times.
4. Evaluate the site of incident for potential hazard before entering the area.
5. Assess the patients’ need and provide immediate first aid as needed.
6. Load patient to the ambulance or rescue vehicle and transport to referral facility.

7. Record cut off time of response in the incident logbook.
5.2 Roles and Responsibilities of Responders:
Responders/Rescuers
shall:
1.) Ensure the safety of its Team Buddy and Patient every time and in time of Response.
2.) Provide proper and adequate first aid to victims of every accident.
3.) Coordinate with other team clusters and or community responders in providing the health
needs of victims.
4.) Consolidate all activities made by rescuers/responders into one report.
6. Activation: The OC is activated per Executive Order No. ________ and shall
operate 24/7 to provide immediate response.
7. Features of Incident Command System (ICS)
The Municipal Incident Management Team that will carry out the tactical operations of
the clusters.
Single command shall be used in managing depending on the how severe the
impacts of disasters. All duty personnel shall be deployed and maybe divided into
clusters teams depending on how many casualties and if accidents are in
different location

8. Interoperability

9. ACTIVATION OF RESPONSE
9.1 . Activation and Deactivation
The procedures for activating and deactivating of response shall adhere to the flowchart below:

9.2 B. Deactivation
In case of termination of response operations, the Incident Commander of the ICS or
the Operations Officer shall provide guidance for the termination of response and shall
be relay thru handheld radios, call or SMS text. All units shall then return to the staging
area of the Operation Center and its personnel shall be on stand-by for any sudden
response.
