ACKNOWLEDGEMENT

Writing a field report is a tough task to be accomplished by a single person. It requires support
and input from different sources as well as from individuals. I am therefore bound to express my
sincere thanks for who ever helped me in one way or another to accomplish this work.

Firstly, I would like to thank God for making me healthy throughout my practical training until
when I was writing this report, also special thanks to my lovely family both father and mother
Mr. and Mrs. ANTON LWESYA, my sisters NURU,JOY, MARY and VERONICA.

I am highly indebted to express my special and heartedly thanks and appreciation to my field
academic supervisor DR JASINTA for the reasonable helpful and support which made this
report to be accomplished and successful. Also I would like to extend my special thanks to the
management of Mbeya city council and Nzovwe Ward at Mbeya city council for having given a
chance to undertake my practical training at their organization special thanks go to Nzovwe
Ward officers, Mr Emmanuel Timoth (W.E.O),and Kilimahewa street officer Greyson
Mwaisumu (M.E.O), and Madam Fatma (M.E.O) as executive officer at Halengo street in
Nzovwe Ward in Mbeya region.

It's not possible to mention everyone by name who contribute to complete my field at Nzovwe
Ward. But I can say is that I give my special and appreciation thanks to all people who by any
have contributed for this report to become successful.

Without forgetting my parent Mr. and Mrs. ANTON LWESYA for their support during my field
time for accommodating me my basic needs like food and money for transporting

More over I would like to thanks Nzovwe ward office (WEO) and (MEOs) for the kind support
and allow me to conduct field, I appreciate their consideration. it ends by thanks by thanking all
who show full support to my field work.

SUMMARY/ABSTRACT OF FIELD REPORT.

Field practical training program is among of the training program that provides opportunity to
students use theoretical knowledge into practical during field attachement after that students are
needed to prepare and write a special report about training.my field practical was conducted at
Nzovwe ward in Mbeya region,field was started on 11 July to 30 September 2022.

From my practical field l learned different tasks as the following in summary;

1.I learned to provide instructions to community members on how to fill NIDA forms, also I was
assigned my supervisor to instruct citizens on how to fill RITA forms so as to get the national
identity number and birth certificate.

2. I learned to emphasize cleanless in all streets within the ward that include influencing
community members to conduct the individual cleanless for their working residences and
business or working area that they have to ensure those areas are clean to the excellence in order
to reduce the rate of diseases in Nzovwe ward.

3. I learned to listening to the community conflicts and to solve them, my supervisor assigned me
to listen community members conflicts and misunderstanding that arise among them and provide
the possible solution to the situation.

But during performing different office tasks there are some of challenges that
encountered ,these are

1.Financial problems, In Nzovwe ward there are few source of revenues that enable the office to
fail to operate their important activities example to buy printing machine and photocopy
machines that caused to find such services in street Stationary. Also for community members
fail to register their groups and entrepreneurs fail to register the identity cards in order to make
them undisturbed during taxes collections from municipal councils and women.

2.Lack of cooperation among Ward's office and community members, in conducting different
activities within the community mostly needs the cooperation between communities member and
community development Officer (C.D.O) and Ward officers ( WEO, VEO, MEO) in order to
make easy understanding about various issues or problems and emphasizes the community
members to participate and contribute in development programmes, so that members of the Ward
did not show the enough cooperation during the conducting and organizing different activities
example didn't show enough cooperation in various contributions which is benefits for
themselves like inadequate cooperation between staff members. So that I handled such problem
through the increases accountability and practice in order to avoid misunderstanding from the
staff.

1.0 INTRODUCTION

Meaning of Community Development

Community development, refers to those measures which enable people to recognize their own
ability to identify their problems and use the available resources to earn and increase their
income, and build a better life for themselves.

1.1 Objectives of field attached program

Basing on the training of the field at Mbeya city Council in duration of two month and two
weeks the following were some of the objectives of the field attached program,

1.1.1 To gather up to date information about needs, problems, sources and resources of the
community.

1.1.2 To mobilize community resources in the best possible way for better handling of
community needs and problems.

1.1.3 To chalk out and implement programs required for effectively tackling the felt needs and
problems of people in the community.

1.1.4 To arouse interest among people in the welfare of community as a whole.

1.1.5 To motivate people to participate in the planning as well as implementation of programs


meant for general uplift of the community.

1.2 BACKGROUND OF NZOVWE WARD AT MBEYA COUNCIL.

Nzovwe Ward is the one of 36 ward in Mbeya city council. It's headquartering is at Nzovwe
sokoni area.The total area of Ward is about 6.7Km² according to population census in 2012.The
total population was 22898 and population density was 27423.57.The major tribes are
safwa ,Nyakyusa, and malila and the major language is Swahili.

Nzovwe ward consist four mitaa which are Kilimahewa,Halengo,Ndanyela and Nzovwe. About
46% people depends on firewood and charcoal.41% depends on electricity and 13% on gas.
Nzovwe Ward is located in South West side of Mbeya city council and is near with Iyunga ward
to west, Kalobe ward to the north,swaya ward to the South and East side is Forest ward. Land
area is covered by peoples settlement and open places where as in the total area of 6.7km² ,Land
area for Halengo is about 1.9km², Nzovwe is 1.2km², Ndanyela is 1.8km², Kilimahewa is
1.7km².The total area is hectares (Ha) 1670, Where as about 21 (Ha) is area suitable for
cultivation while about 531 (Ha) is residance area while 36 (Ha) is covered by potential Land
available for cultivation.

According to population census in 2012, Population at Nzovwe ward was change by a rate of
2.7% per year which means that increase population or change at high rate which led deficity of
some resources like land and provision of other social services.

1.2.1 Livestock.

The ward practiced domestic and keeping cattle,porltry, pigs, sheep , Donkeys, rabbits and
goats.These animals were used as a source of income as well as food like Meat and milk also
they provide skin which are used in various industries as raw materials for producing skin
products. According to data which collected by Nzovwe Ward livestock office in 2020 at
Nzovwe Ward poultry keeping are highly increased about 81.% compared to other livestock due
to high market demand easy to manage profit which enables most of people to keep them which
rabbits are highly decreased for 6.2% compared to other livestock keeping due to the low market
demand.

1.2.2 CLIMATE

The climate condition at nzovwe ward is characterized with tropical climate, there are rainfall
between November to April and short period of dry season from May to September where the
annual rainfall ranges on 177.3 mm and temperature from 11°C to 28°C the high temperature
occur between September and October and early November 2021.

1.2.3 RAINFALL

Between December and March, the amount of rainfall is high,Whereas rainfall is at 281mm, In
January the amount of rainfall ranges 331mm and March 301. Also in June,July and August the
rainfall becomes below 20mm.

1.2.4 TEMPERATURE

Temperature ranges between 10.1°C to 26.7°C Where as high temperature occurs in August,
Sept, October and November ranges between 23.3 to 26.7°C and cold weather occurs between
May to August with temperature between 10.1°C to 23.3°C.

1.2.5 GEOGRAPHICAL FEATURES

There are different geographical features such as hills, settlements and vegetation, up and down
hills in some location such as in Halengo areas. There are linear and nucleated settlement pattern
in some areas such as Kilimahewa, Ndanyela and Nzovwe. Vegetations of this area is scrubs
trees and short grasses.

1.2.6 TOPOGRAPHY

Nzovwe ward is characterized by highland and lowland areas,Where highland is located in the
northern part and Western part of the ward,Where in northern part there is Kilimahewa and
Western part there is Halengo.Lowland was located in the southern part and eastern part where in
southern were Ndanyela and Nzovwe in Eastern part.

1.2.7 Mission

“To ensure the equal provision of social service in the community” This mission means to say is
to ensure every community member of Nzovwe Ward get service equally in order to maintain
equality in every aspect in the community and also to make citizen are secured in every aspect of
life like politically socially and economical

To provide and improve equal provision of social service and needed service to people, to insure
the eradication of ignorance diseases and shelter in the year 2025

1.3 Major activities and focus of the department

1.3.1 To solve social conflicts, as you all know that the ward executive office is responsible to
solve various conflicts and misunderstanding as they arise in the community so as to bring about
togetherness in the society.

1.3.2 To collect taxes and revenues, in order to facilitate about social development than money
and funds are unavoidable thing hence money through taxes influence about community
development, the ward office was in responsible to collect taxes within the area of jurisdiction so
as to facilitate about community development.

1.3.3 To facilitate social development, through influence the community members to involve in
the development project you cannot facilitate social with no people so people are the
development equipment no people no development.

1.3.4 To ensure peace and security within the ward, also the ward office is responsible to
ensure and security are maintain with the area of jurisdiction as per article 145 of the
Constitution of United Republic of Tanzania of 1977 as ended from time to time.

1.3.5 To influence cooperation among community members, the cooperative mode is one
among the best method won about everything.

CHAPTER TWO

2.0 Introduction

This chapter trying to explain duties and responsibilities which students were being carried on
during field practice at Nzowe Ward Executive Office also under this chapter a student tried to
explain in detail on how those duties were being carried on during that time.

2.1 Duties and Responsibilities

This are task which a student was being assigned during field attachment to make sure be
responsible on that and make it done in a propriety.

2.1.1 To provide instructions to community members on how to fill NIDA forms, also I was
assigned by my supervisor to instruct citizens on how to fill NIDA forms and RITA forms so as
to get the number of national identity card and birth certificate.

2.1.2 To encourage cleanless in all streets within the ward,that include influencing
community members to conduct the individual cleanless for their working residences and
business or working area that they have to ensure those areas are clean to the excellence in order
to reduce the rate of diseases in Nzovwe ward.

2.1.3 Listening to the community conflicts and to solve them, my supervisor assigned me to
listen community members conflicts and misunderstanding that arise among them and provide
the possible solution to the situation.

2.1.4 Participation and mobilization of various developmental activities in the community,


which lead the community to achievement of the development that will enable the community to
achieve goals such as school construction, maintenance of water resources, health care
construction and brick making. Emphasizes the community development through the
contributions of all people in the society due to the importance of social services like schools for
the education to the community but also Ward officers and community officers played an
important role in mobilizing people through the provision of deeply information about the
objectives and importance of the programs and projects so as to make the society aware and
consciously of the processes which are organized by Nzovwe ward.

2.1.5 Signined and stamped different forms and letters, There are day to day activities which
I helped and provided instructions to the citizens or community members to fill different
forms.Example those forms from National Identity Authority (NIDA) and filled introduction
letters and loans letters to the citizens who lived at Nzovwe Ward. After filling those forms and

letters I signed up and stamping and later I direct people to go to the Regional headquarter of
NIDA office.

2.1.6 Attending in Ward Committee Councilor, I was supposed to attend on the Ward
Committee Councilor where the main objective was to learn on how different cases are solved
from the people in Nzovwe Ward that they face. For example the people around Nzovwe Ward
were facing the problems of boundaries on their streets where they conducting their business
especially small business owners, so their problems were being solved by the ward officials in
the Ward committee Councilor. I learnt how the people contribute and participate in giving
different views for development of society

2.1.7 Sending official documents and letters to the head of the department. Sometimes the
written letters and official documents that were written from our office were to be sent to the
head of the department. This includes sending letters, copies and other official documents to the
higher authority example NIDA and RITA in order to be typed and then stored where they are
required. I was assigned to send the letters, copies of fee payments for the new constitution that
where in the process of registration, also taking the official documents from Ward Office to the
head of the department (Mbeya city Council). I learned to prepare such kind of documents for
different uses which provided experiences and confidence in writing various letters and
documents in different issues.

2.1.8 Attended to the ward development meeting held at Nzovwe ward office, whereby the
major aim was to discuss the ward planning activities to the people who live at Ndanyela and
Nzovwe and some of people who lived at Halengo streets.

2.1.9 Registered citizens into Tanzania fertilizers Regulatory Authority (TFRA), Citizens
registered for the purpose of getting fertilizer from the government fertilizer authority.This
enabled citizens to reduce cost of fertilizer to the farmers. A cross all mitaa in nzovwe ward
farmers have got chance to produce more crops for foods and business.

2.1.10 Provision of house,code number or residential address to those citizens that are
required. Residence address that help the local government to manage well the people in the
community.

2.1.11 Signing up and signed different official letters, for example official letters of the youths
applied to join the Voluntary National buildings force (JKT) service as announced on 26 August
2022 announced by Mbeya city council.This aiming to help youths who are volunteering to join
Jkt services.

2.1.12 Reviewed of different official documents of the office, review of different official letters
and documents that signed up by ward officer. Example RITA forms and NIDA forms that aimed
to help those citizens who lived at Nzovwe.

2.1.13 keeping and arranging up different files and letters in the ward office, whereby by
through that helps the organization for reference and legal approval.

CHAPTER THREE

3.0 NEW KNOWLEDGE AND SKILLS AQUIRED DURING PRACTICAL FIELD

3.1 Introduction

Under this section is to explain what kind of skills and knowledge have been assigned during
practical study at field area and how they related to theoretical At Nzovwe Ward in Mbeya city
council I was conducting field practical training for a time of two month and two weeks
imparted skills, experiences and knowledge on various social and economic issues. The most
notable professional experiences and skills acquired are:-

3.1.1File Management,This means to say the process of making and maintaining record for the
official use as evidence or guide line in any development plan this is also what a student leaned
on how to make sure file and different document are well preserved and stored at required place
in the office for the future use and recall under this factor make a student to have well organized
skills in the part of record management in office and its importance of record. For example, to
store file at the required place in order to reduce misplacing which may lead to loss of
information which are sensitive to the community development progression.

3.1.2 Writing and Preparing Different Job Schedules,This means a field give a student
knowledge on how to prepare job schedule in order to create the sequence of activity in order to
ensure effective job accomplishments on daily office activity as normal not every skill you will
be learn in the class room so when you being at workplace open up to gate another knowledge
and skills.

3.1.3 Meeting Management Skills,This means to say when a student is at the field area get a
chance to attend different meeting like budgetary meeting,development plan project meeting and
budget follow up meeting which enable a student to understand the way meeting are being
conducted and the way of handling meeting disputes and the importance of meeting

3.1.4 Dealing with Different People with Different Ethnicity Skills

This also another skills or lesson which I learned during field practical training these skills help
much on understanding behavior of people and different individual and the proper ways of

dealing with them because some people are angry other are temped other, they do not like to
interact with people so through practical training student understand how to handle it.

3.1.5 Office procedures, practices and management skills: During the field practical training
at Nzovwe ward in Mbeya City Council, it imparted several among many skills and experiences.
Which closely related with office procedures of day to day activities attended the field site, also
practices of theoretical issues in practical manner and also management skills on how to manage
community at large.

3.1.6 Coordinating and monitoring skills, Activities of community development and


implementation of development activities in the ward however required skills and experiences in
persuasion and coordinating community members from bottom up approaches. Therefore, within
the description of duties under the department of community development I participated to
coordinate some projects from the start to the period of evaluation and monitoring.

3.1.7 Communication skills, communication is the transfer of information, skills and


experiences including attitudes and emotions from one person to another. Therefore
communication enables flow of directives from one department level to locals, hence leading
good organizational relations.

3.1.8 Participatory approaches and skills, indeed participating local communities in projects
launched in the ward was also facilitated. This ensured every member have a chance of the
community participation in the community projects and contribute to his or her opinions.

3.2 RELATIONSHIP WITH OTHER STAFF

Cooperation and Involvement at Nzovwe Ward, cooperation from staff such as Ward officer,
streets officers within the ward was seen however, access to the organisation was limited.
Students were not involved in weekly conferences contrary to what was expected and some of
the lon from other staff was not good in directing and supervising students to achieve the
targeted goals at field area. Also cooperation from management was by hierarchy. It was not
easy to meet management unless a high need exists. So that I learnt to be systematic and increase
performance on different duties.

CHAPTER FOUR

4.0 THINGS ENJOYED MOST

Attending to the ward council meeting for the aim of gaining knowledge, activity was to
provide different services to the children who were living in poor and hard condition that made
them to fail to reach their dreams especially girls and disabled children.This was done by the
Community Development Officer who was cooperating with teachers from Halengo and
Nzovwe primary School. Apart from that we were emphasizing citizens to registered into
Tanzania Fertilizer Regulatory Authority for the purpose of getting fertilizer to all farmers within
Nzovwe ward.Therefore I was cooperating with the Community Development Officer at Ward
for the aim of emphasizing people to attend on the ward development projects example there was
building of dispensary in Halengo street in Nzovwe ward. Also emphasizing the community to
attend on the taking Polio vaccine that helps to prevent poliomyelitis, i enjoyed most because i
participated in emphasizing citizens to take vaccine and to participate in the ward development
projects and feeling happy to assist people who are hopeless and building of confidence to them.

4.1 THINGS ENJOYED LEAST.

To mobilize citizens on doing cleanlses in all streets within the ward, Another The activity was
to pursue and emphasize the community to attend in different Bonanza festivals especially the
youth’s festivals in the competition of games like football and netball especially to girls in the
grounds of Nzondahaki secondary school. This was for establishing unity, cooperation and
solidarity within different groups of the Nzovwe Ward. This also persuaded other people who
didn't have groups since the winning groups where given some offers and different rewards from
the Community Development Officer of Nzovwe Ward. This is because I could not interests so
much in Bonanza but to the extent I enjoyed the competition.

4.2 PROBLEMS ENCOUNTERED

4.2.1 Lack of cooperation, in conducting different activities within the community mostly needs
the cooperation between communities member and community development Officer (C.D.O) and
Ward officers ( WEO, VEO, MEO) in order to make easy understanding about various issues or
problems and emphasizes the community members to participate and contribute in development

programmes so that members of the Ward did not show the enough cooperation during the
conducting and organizing different activities example didn't show enough cooperation in
various contributions which is benefits for the community like inadequate cooperation between
staff members. So that I handled such problem through the increases accountability and practice
in order to avoid misunderstanding from the staff.

4.2.2 Financial problems, In Nzovwe ward there are few source of revenues that enable the
office to fail to operate their important activities example to buy printing machine and photocopy
machines that caused to find such services in street stationary.

4.2.3 Poor waste management, the state of controlling and managing waste become a big
problem to the community because the organisation that is responsible for cleanness and
transportation of waste is very weak therefore leads to the environmental pollution as a result of
different problems to be occurred like the spread of diseases such as malaria and cholera,which
affects the health of the people. So that all members of staff should be organized well and
systematic way in order to ensure the environment is clean all the time and increases tools for
waste transportation like waste cars.

4.2.4 Language barrier, because some of clients does not know Swahili language so use natives
or tribe language example most of citizens especially elders use Nyakyusa language as a way of
communication.

4.3 MAJOR BENEFITS OF FIELD ATTACHED PROGRAM.

4.3.1 Enables the community to bring about their own development, by working to improve
production so that they may have increased income which will enable communities to build a
better life through self reliance and the use of locally available resources. This is among way
poverty can be eradicated in the society.

4.3.2 Enables the community to use wealth to improve their welfare and bring about social
and economic development. Community members should be aware and conscious in
performing the different activities and use of resources in order to push forward the development
of the society. For example using of Nzovwe river for irrigation activities.

4.3.3 Enable the community to join together in groups and increase their commitment to
self-development. Mean a creation of different groups of women youths and disabled people in
order to ensure the rise their economic through the assistance from government.

4.3.4 Enable the community to enter into the budget system and spend their income
carefully develop the habit of placing their savings in the bank. This occurred through the
formation of different groups of entrepreneurs who registered will be easily for them to get loans
due to the identity card after all aspects may lead savings their own money.

4.3.5 Help community to realize the importance of electing good leaders and participating
with them in leadership and development activities and to cultivate a sense of responsibility
for their own development. Community should also realize the importance of responding
existing laws, rules and regulations

CHAPTER FIVE.

5.0 CONCLUSION AND RECOMMENDATION

5.1 Conclusion

The report holds and testifies the evidenced practical knowledge, skills, and experiences that
were accrued with a well organized and supervised. Thus, despite of some of the challenges that
undermined the implementation of the field practical training at Mbeya city council, yet some
described in this report energizes and reveals that without budgetary interventions, students are
prone to resent field attachment due to the fact that majority students are self-sponsored.
Therefore, it is a time yet now to make changes by ensuring provision of meals and transport
facilities for those students who are highly undertaking training at various institutions and
companies.

5.2 Recommendations

The report has generalized the knowledge, skills, professional experiences obtained under the
department of community development in Mbeya City Council with the way to enhance and
foster knowledge accusation. Therefore, the following are recommendations that are suggested
for better improvement of the field practical trainings:-

5.2.1 Recommendation for the Mzumbe University

The University of Mzumbe should ensure that the time set is conducive enough to make students
orient the field practices in a proper way. The university of Mzumbe supposed to offer the course
like ICT and Principles of records management, before the field practical in order to enable
students to conduct the field practical effective as the theoretically into practical. On other side
thanks to the University of Mzumbe to send supervisors to access the students during their field

practice as it improve the effectiveness and efficiently of the field program. As it builds future
leaders and employees.

5.2.2 Recommendation for Organisation

Facilitation, The management of Nzovwe ward office should purchase the facilities such as
computer, vehicles so as to enable easy management or running of activities and respond to the
dynamic competition environment.

Provision of education to the people, knowledge and skills must be targeted to the society in
order to ensure them are aware and consciously about the various objective, problems, ways to
overcome, importance’s and strategies to the community in order for emphasizing development
programmes without doubts from the members so that government authority should be playing
important roles in emphasizing people to attend Ward meetings in different areas and mobilizing
the members of the community to attend in development issues like construction of schools,
hospitals and roads,but also different groups of entrepreneurs should be offered education in
order to ensure them are registered and they are belong identity cards for the small business but
also women, youths, elderly people and disabled people should be emphasizes and encourages
them to understand benefits from the municipal council like TASAF for elderly people.
