2 SCOPE OF WORK & SPECIAL TERMS AND CONDITONS FOR ANNUAL MAINTENACE OF AIR

CONDITIONING SYSTEMS

2.1 SCOPE OF WORK:

a) The scope of work includes the comprehensive annual maintenance including preventive and
breakdown maintenance of air conditioning units (along with ancillary equipment) installed in
Corporate Office Building at Hauz Khas, MD resident office - A311 AGVC and Transit House/Guest
House A5 NDSE at New Delhi.
b) All the air conditioners as listed in schedule of quantity will be under the comprehensive annual
maintenance contract (all-inclusive maintenance contract). The contract includes periodic
servicing of window, split type & cassette type Air conditioners to ensure their proper
functioning throughout the period of contract.
c) The contractor has to carry out periodic preventive maintenance of all units including cleaning
of filters, coils, outdoor units, checking of gas, etc. The contractor shall execute two dry services
and two wet services (with jet pump) during the period of one year. The periodicity of same will
be reasonably spaced and as per directions of Engineer-In-Charge. The period ic preventive
maintenance of the air conditioners shall be according to the preventive maintenance schedule
chart (Annexure-A (1)).
d) Besides periodic servicing of the ACs, work shall include attending to the breakdown calls,
providing and fixing of any components of the machine (free of cost), including but not limited
to - starting capacitor,running capacitor, thermostat , overload relay, switch, nuts, bolts, single
phase Preventer, contactor, blowers, screws, motor, rewinding/ repair of motor, repair
/replacement of blower motor and fan motor, PCB, sensors, water pump, etc.; brazing of coils,
Replacement part wiring or complete wiring of AC(internally), supplying and charging of
refrigerant gas (as per requirement), providing and replacement of compressor with new one or
manufacture repaired compressor (no cut weld/ locally repaired compressor will be accepted as
replacement), front grill replacement (if broken), painting of machine including cover using
synthetic enamel paint of suitable colour, repairing of insulation of pipes of Split ACs and
cassette ACs etc. to ensure that ACs work properly.
e) Basically the scope of work includes the preventive maintenance and repair/replacement of
any defective parts, such as –
• Indoor Unit (IDU) of Cassette/split ACs including all components.
• Outdoor Unit (ODU) of Cassette/split ACs including all components.
• Window AC units including all components.
• Copper pipes including valves & insulation, and, electrical Copper cable between IDU and
ODU.
• Drain Pipe of IDU/ODU/Window unit (flexible PVC, uPVC, other type)
• Supports for ODU/IDU/Window AC units including ODU Stands and wall brackets.
• Window AC trays for water collection along with pipes.
f) The replacement of components shall be as per manufacturer’s instructions and as per decision
of Engineer-In-Charge. Only genuine/approved components shall be used for replacement.
g) All the complaints received via e-mail/telephone from the Department shall be attended by the
contractor within 2 Hrs. (for critical faults-AC is non-functional) and 4 Hrs. (for other faults).
The fault shall be rectified within 24 Hrs of lodging the complaint.
h) If the fault is not rectified within the stated period, CWC shall be at the liberty to get the work
executed at the risk and cot of the contractor, or, to levy a penalty as per Annexure – A (2). The
amount of penalty will be recovered from Bills/ performance guarantee/ security deposit given
by the contractor to CWC. Decision of Engineer-in-charge in this matter shall be final and
bidding.
i) The contractor shall make his own gas filling, brazing and welding arrangements at the site at
his own cost. The workshop shall be well equipped with all tools, testing equipments for
servicing arrangements such as vacuum pump, gauges, blow pumps, Tong tester etc.
j) Sufficient stock of refrigerant gas and spares shall be kept at site to enable quick disposal of
complaint.
k) The contractor shall deploy experienced mechanic(s) with sufficient labour force at site as per
need to attend the day to day break downs and regular service in the complex. The same is under
the scope of AMC.
l) The contractor shall maintain all the machines in good working condition throughout the
contract period and they will be handed over to CWC in working condition on the eve of the
expiry of the AMC contract.
m) The contractor shall not do any private jobs in CWC premises.
n) The contractor can be called to attend the complaints during any time during working days
or on holidays, without any extra charges. The work shall also be carried out by the contractor
during after-office hours. No extra amount shall be paid by CWC against works done during
after office hours or on holidays.
o) Normal code of ethics and discipline has to be followed by the contractor’s labour while
working at site.
p) The contractor shall be responsible for adherence to all labour laws and relevant Act,
building and other construction workers welfare Cess Act’ 1966 as per latest amendment.
q) The contractor shall arrange all safety measures at working site to avoid any mishappening. In
case of any mishappening, contractor shall be solely responsible.
r) The contractor shall provide at least one helmet and one safety belt of IS certified make, to
each of its workers at the site. In case of not providing of safety equipment by the contractor,
necessary penalty as per Annexure-A (2) may be levied on the contractor. Decision of Engineer-
in-charge in this regard shall be final and bidding.
s) Electricity will be supplied by CWC free of cost for testing and servicing purpose only.
t) The Contractor / Party shall maintain all the Air Conditioner and their allied accessories, i.e.the
trays, PVC piping, Drain Pipes etc. and plugging, free of all the leakages, whenever it is noticed
as required as per the instructions of Engineer in charge.
u) The contractor shall a maintain a log book at Corporate Office. Any preventive maintenance or
breakdown repair done by the contractor during the contract period shall be entered into the
said log book along with initials of contractor/ contractor’s representative. The log book shall
be open for inspection of Engineer-in-charge. The copy of log book must be submitted by the
contractor along with the bills. In case of non-maintenance of log book, penalty as per
Annexure A (2) may be levied on the contractor. Decision of Engineer-in-charge in this regard
shall be final and bidding.

2.2 SPECIAL CONDITIONS :

a) All components required for replacement will be of manufacturer’s make or of equivalent


quality. The same shall be compatible with the air conditioning unit under repair.
b) Normally the unit shall be repaired within the CWC Corporate Office premises. However,in
special cases where the unit cannot be repaired inside the premises and has to be transported
out of the premises, the contractor shall be solely responsible for to and fro transportation of
the unit. Nothing extra shall be paid in this regard by the Department. Also, the contractor shall
move the unit out of the premises after due written permission from the Department.
c) Any component replaced by the contractor is the property of the Department and shall be
accordingly deposited back to the Department.
d) The penalty to be imposed on the contractor in case of non-performance of contract
obligations under the scope of AMC of air conditioning units, shall be as per Annexure-A2.
e) To understand the complete work, bidder must visit the site before quoting the rate and
inspect the air conditioning units and evaluate the repairs required for the smooth
functioning of machines. Nothing extra will be paid on account of repairs to the air
conditioner units.
f) The complete details of air conditioners as per the schedule of quantity such as make, type etc.
is available in CWC Corporate Office, New Delhi. Interested bidder may attend the office after
intimation and permission, and check the same.
g) The number of air conditioners in the scope of work may increase or decrease. The payment of
the same shall be made on pro-rata basis from the time of increase or decrease of air
conditioner.
3 SPECIAL CONDITIONS AND SCOPE OF WORK FOR ANNUAL MAINTENANCE CONTRACT FOR
SUBSTATION EQUIPMENT

3.1 SCOPE OF WORK: The scope of work under this section includes providing Non-Comprehensive
Annual Maintenance of 11KV substation and associated HT & LT equipment of the substation at
CWC Corporate Office-
 1000 KVA, 11/0.44 KV Dry Type Transformer with OLTC and RTCC Panel.
 HT Breaker panel with 800 Amp, 12 KV rating VCB.
 LT Air Circuit Breakers (05 Nos.) of rating in range 1600 Amp to 630 Amp.

The contractor shall ensure smooth and safe operation of the substation equipment. Also,
contractor shall ensure cleanliness of substation.

3.1.1 1000 KVA Dry-type Transformer with OLTC & RTCC Panel-

a) The contractor under the scope of this work shall undertake testing, preventive maintenance
and breakdown repair of 1000 KVA dry-type Transformer and associated OLTC and RTCC Panel;
in order to ensure safe and hindrance-free operation of the sub-station.
b) This includes annual servicing of the transformer and overhauling/servicing of OLTC/RTCC
Panel as per the IS/OEM specifications/ requirements and conducting recommended site tests
as per IS Specification/OEM recommendation/ Instructions of EIC.
c) If any required tests of periodicity more than one year as per IS/OEM specification has not been
conducted in the concerned period in past, then the same must be conducted by the contractor
during this contract period, as per the schedule provided by the Engineer-in-Charge.
d) The annual servicing shall include but not limited to the following activities-
I. Blowering/ de-dusting of core-coil assembly, ventilator-louvers, etc.
II. Changing the damage gaskets of enclosure, if required.
III. Checking, cleaning of the fix & moving contacts, transition resistances etc. for any
worning-out, looseness, damage/pitting, overheating etc.
IV. Tightening & physical inspection & checking of HT Bushings & connection/ LT Bushings
& connection/ Tapping lead connections i.e. all electrical connection in the enclosure.
V. Tightness & checking of all core bolts, coil pressing/clamping bolts, insulators, etc.
VI. Checking of earthing connection on the transformer neutral & body earthings.
e) The following site tests shall be conducted by the contractor as per periodicity and schedule
instructed by the Engineer-in-charge-
I. IR Value as well as Turns/Voltage Ratio Test,
II. Magnetic Balance Test,
III. Magnetizing Current Test,
IV. WTI Operations,
V. Operational checks for OLTC,
VI. Operational checks of RTCC.
f) The contractor shall arrange all safety/medical equipment, testing equipment, tools and plants,
consumables etc. required during the performance of work. Spare parts of transformer and
OLTC/RTCC Panel shall be supplied by CWC, however, the installation and commissioning of
same shall be covered under the scope of contractor.
g) The contractor shall also be responsible for carrying out all other ancillary works required
during testing and preventive maintenance, in order to commission the transformer and
OLTC/RTCC Panel. Nothing extra shall be paid for the same.
h) The contractor shall ensure compliance to statutory obligations during the performance of
work. The contractor shall also liason with concerned Electric Distribution Company/Govt.
Department for required approvals.
i) The scope of work also includes attending to breakdown calls and making good the same.
j) The contractor shall submit the test reports and service reports to Engineer-in-charge
mentioning details of activities undertaken, observations/ results obtained and required
remedial actions, if any.
k) The contractor shall execute the work at such times that the working of office is not affected.

3.1.2 11 KV HT Breaker panel with 800 Amp VCB & 440 V LT ACBs-

a) The scope of work includes preventive maintenance, testing and breakdown repair of 11 KV HT
Breaker panel (with 800 Amp Vacuum Circuit Breaker) and LT Air Circuit Breakers (05 Nos).
b) This includes preventive servicing of the VCB panel and ACBs as per the IS/OEM specifications/
requirements and conducting recommended site tests as per IS Specification/OEM
recommendation/ Instructions of EIC.
c) The tools, plants, safety equipment and consumables required for servicing shall be arranged
by the contractor at its own cost. However, required spare parts shall be provided CWC, but
the installation and commissioning of the same shall be done by the contractor under the scope
of this work.
d) If any required test/ maintenance activity of periodicity more than one year as per IS/OEM
specification has not been conducted in the concerned period in past, then the same must be
conducted by the contractor during this contract period, as per the schedule provided by the
Engineer-in-Charge.
e) The preventive maintenance shall include but not limited to the following activities-
1. Air cleaning with blower i/c cleaning of circuit breaker body and bushings.
2. Cleaning and assembling of front cover, push button, locking latches etc.
3. Cleaning and assembling of arc chute cover and cover and terminal shield.
4. Cleaning and assembling of chassis.
5. Cleaning and tightening of every point of auxiliary and control unit connection block.
6. Cleaning, greasing and assembling of hand pull-out System, racking mechanism of
chassis and function position indicators.
7. Cleanings, checking and assembling of arc chute.
8. Physical inspection of main contact.
9. Use of anti-corrosion spray where required
10. Physical inspection and setting of contact gap & pull rod.
11. Inspection, cleaning and setting of tripping releases.
12. Cleaning, checking/testing and assembling of tripping Coil/ closing coil.
13. Checking and sealing of cable entry holes
14. Cleaning and assembling of electrical spring charging motor.
15. Cleaning, greasing and assembling of mechanical charging system.
16. Cleaning, greasing and assembling of jaw contacts.
17. Testing the closing time, tripping time and springtime as per standards.
18. Checking and measuring the closing coil resistance, trip coil resistance and Contact
resistance.
19. Lubricating the inner mechanism roller and other linkage and knife.
20. Applying petroleum jelly on cluster contact.
21. Cleaning of all components of ACBs/VCB should be done with petrol and Contacts with
CRC as per standard.
22. Touch up painting wherever required
23. Final testing of the circuit breaker for its electrical/mechanical functions.
24. Recharge time of operating mechanism after specified
sequence.
25. Checking breaker Operation (Local/Remote operation).
26. Checking and adjustment of Track alignment and Interlocking mechanism
27. Calibration and testing of relays.
f) The contractor shall submit a programme for carrying out above stated preventive
maintenance/ servicing activities. The same shall be accepted/ amended by the Engineer-in-
charge, and accordingly, the work shall be undertaken by the contractor.
g) The breakdown maintenance or repair work has to be carried out free of cost with materials
within a specific period of time given by Engineer-in-charge or his authorized representative.
The field service reports shall be submitted by the service engineer, for the fault attended &
remedial action taken & suggestion /advices if any.
h) Providing all types of tools to carry out the work in time.
i) The contract of work does not include free repair to damages caused by Calamities, fire,
accident, vandalism, negligence, mishandling, misuse or tempering.
j) All the work has to be carried out without hampering the utilities of premises.
4 SPECIAL CONDITIONS AND SCOPE OF WORK FOR ANNUAL MAINTENANCE CONTRACT FOR
DIESEL GENERATING SETS

4.1 SCOPE OF WORK:


a) Scope of work includes the Comprehensive Annual Maintenance of 02 Nos. of Diesel Generating (DG)
sets of capacity 250 KVA each, currently installed at CWC Corporate Office, New Delhi. The contractor
shall ensure smooth operation of DG set and perform all necessary actions to ensure the same.
b) The scope of work includes periodic preventive maintenance visits by Experienced Technician
(atleast one visit per month) as well as attending to breakdown calls. Since this is a comprehensive
annual maintenance contract, all spares, consumables, tools and plants required for preventive
maintenance as well as breakdown repairs shall be arranged by the contractor at its own. No extra
payment shall be done by CWC for spares, consumables, tools and plants required under the scope
of this work.
c) The preventive maintenance activities must be done as per the OEM specifications.
d) Only genuine spare parts and consumables of OEM Makes, or, of makes approved by Engineer-in-
charge, shall be used to perform preventive maintenance/servicing or breakdown repair. No
additional cost against cartage of said goods, or, as service charge shall be made by CWC.
e) Filling of diesel fuel, provided by CWC, in the DG set, as and when required.
f) The following works are not under the scope of this contract –
 Major overhauling, top overhauling cylinder, head repair
 Replacement/ reworking of Acoustic enclosure/ Canopy, fuel tank & piping, Exhaust Silencer,
& exhaust piping
 Complete replacement of Breaker/ Power Contactors, AMF controller, PLCs, PCC, Bus Bar &
Power Cables.
 Replacement of AVR, Bearing Replacements & Re-Winding.
 Replacement of battery.
g) The basic minimum actions to be performed by the contractor during each preventive maintenance
visit are as follows –
 General check up
 Engine Check for smooth running
 Leakages check of Lube oil, coolant & fuel
 Checking of throttle control, instrument panel, rotating diodes in maintenance of relays,
contactors in control panel
 Valve tappet setting & end play checks.
h) The contractor shall ensure minimum one comprehensive servicing of the DG set, inclusive but not
limited to the supply and replacement/top up of following items as per instructions of Engineer-in-
charge and as per OEM’s service manual –
 Lubricant oil filter element
 Fuel Filter and ring Kit
 Super Byp. Filter element kit
 O ring seal
 Corrosion inhibitor (10 litres, or more, as per requirement)
 Foil sealed test strips
 Lubricating oils – 80 litres, or, more, as per requirement (OEM make/ Valvoline/ Castrol or
other makes approved by Engineer-in-charge)
 Air cleaner element kit
 ‘B’ check kit
i) After each preventive visit/service, the contractor shall submit a detailed status report of the DG set
and inform about any potential repairs required in the DG sets. The same shall be submitted to
Engineer-in-charge and necessary remedial action shall be taken immediately.
j) The contractor is advised to visit the site of work, during working hours, for inspection of DG sets.
Further, the details regarding the Make of DG set, Model of DG set, make of engine, model of engine,
DG set rating, Vintage of the DG set (in hours and as well as in months), voltage rating, voltage
regulation class and control panel details whether AMF/manual etc., are available with CWC and the
same shall be provided to contractor on enquiry/visit. However, the contractor must pre-inform the
Engineer-in-charge before his visit.
k) It is the responsibility of contractor under this contract –
 To maintain full equipments throughout the contract period as applicable.
 To monitor and record the parameters. The Log book shall be maintained by contractor’s
personnel and same shall be approved by the engineer in-charge.
 As and when required, the contractor shall report to representative/officer/engineer in
charge designated by CWC about performance of equipment.
 The service provider should undertake to arrange genuine spares of the full equipment, as
when required, within two working days as applicable.
 Sufficient stock of minor spares or accessories should be kept by contractor.
 If any abnormality is noticed by the contractor, the same shall be diagnosed and remedial
action shall be taken within 6 hours or such extended time period as approved by Engineer-
in-charge.
 Any damage to the DG sets, during the contract period, due to improper Operation &
Maintenance practice to be rectified/replaced by the contractor and CWC shall not pay for
any rectification/replacement.
 Regularly Checking and servicing of engine for smooth running, its unusual sound and color
of smoke from exhaust and set it right in case of deviations.
 Regularly Checking and repairing the leakage of fuel, lubricating oil and coolant.
 Cleaning and changing of air filters as per requirement.
 Checking and repairing of Accessories drive, Turbocharger and crankshaft endplay whenever
required.
 Checking of alignment of engine and Alternator as per requirement.
 Checking of throttle control & its setting.
 checking of instrument panel as and when required.
 Repair and Maintenance of relays including contactors in control panel of power generator.
 Checking of battery terminal and de-sulphation.
 Diagnosis of faults in engine and Alternator and its rectification.
 To carry out all the test/ checks as per the operation and manual of the manufacturer. This
may include ( but not limited to ) the following
 Checks lube oil level and conditioning of lube oil, top up/refill required.
 The oil filters shall be replaced whenever oil is changed.
 The air filters shall be cleaned periodically with compressed air, check batteries and
top up the distilled water periodically/and if required.
 Engine safety viz. high water temperature gauge, oil pressure gauge, oil pressure
temperature gauge and high speed gauge shall be checked for their functions and
repaired/ replaced if required.
 Coolant level and conditioning of coolant shall be checked and refilled if required.
 Check fan and alternator drive belts and tightened if required.
 Check the cable connections at starter battery, dynamo/alternator and control
panel.
 Check electrolyte level in the battery.
 The Governor shall be checked and tuned for proper functioning.
 Check for leaks if any and shall be rectified
 Check reports shall be submitted every month/ every breakdown calls.

4.2 SPECIAL CONDITIONS:


a) The contractor shall only engage experienced and skilled workforce for performance of work.
b) Cost for maintenance and servicing of the generators including the cost of spare parts and periodic
servicing (including consumables, filters, etc.) are to be borne by the contractor.
c) After the termination/completion of the contract the equipment shall be handover/return to CWC
in running and working condition as it is at the time of commencement of contract.
d) Normally, the preventive maintenance visit shall be done on holidays, or during after office hours.
However, the breakdown repair shall be undertaken by the contractor immediately on receipt of
intimation of such breakdown from CWC. If required, the contractor shall also work on holidays, for
attending to repairs. No additional payment shall be made by CWC for the same.
e) It is the duty of service provider/seller that a separate log book shall be maintained for recording the
daily running of DG Set/Power Generator including operation time and energy consumption reading
(kVA/kWh).
f) CWC shall not be responsible for any injury partial or permanent or death of any worker at site due
to accident or any other reasons or by personal negligence of the staff of the contractor. CWC will
remain indemnified by the contractor on this account.
g) First Aid Box shall be arranged by the contractor at site of work at its own cost.
h) The service provider shall be solely responsible for payment of wages / salaries and allowances to
his personnel that might become applicable under any government order. CWC shall have no liability
whatsoever in any manner.
i) The contractor should arrange genuine spares of the diesel engine, alternator and panels as and
when required within two working days.
j) The change of any spare parts to be carried out after giving written communication to Engineer-in-
charge.
k) The spare parts/ consumes such as filter change shall be done in the presence of CWC personnel and
the unsuitable spare to be handed over to CWC.
l) The electrical fitment change shall also follow the same process.
m) The service provider shall visit the site for attending the generator sets monthly/bimonthly/quarterly
and shall inspect the generator sets thoroughly. Each visit may preferably take place during 1st week
of month.
n) The Service provider shall visit monthly/bi-monthly/quarterly for checking of electrical side viz.,
Alternator, AMF controls Panel, and other electrical equipments/switches.
o) The engine shall be run on no load or at available load, and should be checked for any leakage and
abnormal noise. If any abnormality is noticed, the same shall be diagnosed and remedial action shall
be taken during the visit of maintenance engineer.
p) Down time for minor/major repair shall not exceed 2 hours in a month.
