Consequcnt upon the cancellalion of Nolification for promotion to the cadre of postal
Services Croup 'B' , aEinitio' vide lefler No. A-340121O4/2023-DE 0) dared 2l. t t.2023, the
D€partment of Posls has decided to condrct the Limited Departmental Compelitive Examination
(LDCE) for promotion to the cadre of Postal Services croup 'B' (19% for IP Lin. and 6010 for
Clerical Line) for vacancy years 2021 (01.01.2021 to 31. | 2.?021), 2022 (01.01.2022 to31.12.2022)
and 2023 (01.01.2023 to 3l.12.2023) as per following schedule:

2. Applications are inviled in online mode from rhe willing and eligiblc candidales for which
link will b€ available at ccc.cept.gov.t/CroupBapplication. Hard copy of the application, duly
signed by the applican! is requircd to be senr to parcnt oflce by the applicants. For APS candidales,
hard copy ofthe appl;cat;on, duly verified by the Competenl Authority is required to b€ sent to the

 3. Eligibility Criteriai - As per Departmenr of Posts, Postal Service croup .B' Recruihent
(Amendmenl), Rules, 1993 dated 29.06.1994 (copy enclosed), rhe following categori.s ofomcer
(syomcial (s) are eligibl€ to app€ar in the above examination.

(l) For IP linc ouola (19%): Inspector Posts ard Assistant Superintendents having put in 5 years
regular se.vices from lhe date ofjoining in IP cadre as on the crucial date of eligibility for the
examinalion of th€ particular yeari

(2) For Clerical line ofncials ouora (6%): Clerical line oflicials working in post Offices/Divisional
Oflices with 5 yea6' regular service in the tnwer Selection Grade and abovc;

Note l:
Wherc juniors who have completed their qualirying / eligibility service arc being
considered for promotion, theirseniors would also be considered provided they are not short of
the r€quisile qualirying/ eligibility senice by more than half of such qualirying ,, eligibilirl
service or lwo yeaB, whichever is less, and have successfully completed probation period for
promodon to the nexl higher grade along with theirjuniors who have already completed such
qralirying / elisibilily service.

Note 2: No relaxation in qualifying /eligibilily service shallbe given in the followinS cases:

(a) With reference to lP line omcials included in Seoiority List on concessio.al grounds
tfuough APS, no benefit ofjunior s€nior clause shall be considered.

(b) Rule 38 transfer cdses: The transfer under Rule-38 ofPoslal Manual lV shall not be a
ground for relalation in qualiryine/eligibility s€rvice.

Note 3: In respect of the cases olher thar me tioned in Note 2 for relaration in
qMlifying/€ligibility scrvice. such cases shall be tbrwarded to ADC(SPG), Depa(men1 of
Pos6, New Delhi for necessar) action'\ithin 15 days from closing datc for submission of
application". No relrrrtion shall b€ given by the Circles sl thcir level.

5. Service eligibility conditions for APS candidatcs: -

service eljgibility conditions mentioned above are also applicable to the candidates on
deputation to APS.

6. Pattem & Syllabus of Examination: - The pattern andsyllabus applicable for the said LDCE
for P.s. croup 'B' cadre has already bee. circulated by SPCJI Section vide letter No. 9-04/2018-
SPO-ll dated 05.09.2019, followed by letter No.9-04/2018-SPG-ll dated 10.12.2019 which is
available in the Employce Comer in the Departm€nt of Posts' official website i.e.
www.indiapost.gov.in. A copy of pattern & syllabus ofthe examination is also appended herewith.

Nore: In bolh lhe papers, circularrorderJguidelinevRules issued uplo I lst Decemb€r ofthe ycar
preceding the year of examination will be pad oflhe syllabus except the Annual Repon and Book
ofinformation for which latest rcport and information available on India Post Websile will be taken
into account for the purpose.

reservation in promotion to Persons with Benchmark Disabiliti€s (PwBDs). Consequently, SCT Cell

8. Venue of lhe Examination: Tte Examination will be conducled at all the Circle
Headquaners only. The candidares shall have to appear from the respective ccntre oflheir Circle
only and under no circumstances, they may be permitted to a?pear from exam centres of othcr
Circles-

9. Applicants, serving on depuialion inAPS, shall also appear from the examination centre of
their parcfll Civil Circles. APS aulhorilies will seod the Appl;€ations ofthe Applicants. working in
APS, to the concerned NodalOflicer ofrhe Circl€ by fumishingthe cligibility details.

II .The Guidelines issued vide letter F. No. 29-6120 I 9-DDJ II datcd I 0.08.2022 by Dcpartment
of Empowerment of Persons with Disab;lities (Divyangian) and the guidelines for Persons with
Benchma*s Disabilities, circulated vide letter No. SC-12{/2022-scT-DoP dated 31.03.2022 shall
be followed in letter and sp,rit.

12. The Stndard Opemting Procedure (SOP) issued vide letter No. 4-14012/02/2022 dated
11.08.2022 and Amendment lhermf daled 21.09.2023 to be followed in lhe conducl of thc
examination at every stage.

13. The Comperenl Aurhority rescrves the riSht to csnccl the Notificatiod.xaminaaion or re-
schedule the examinalion.

14. This notificalion may b€ given wide publicity amongst all eligible candidat€s.
