TITLE OF ACTIVITY

Community Based Out-Patient Rehabilitation Program for Substance Abuse

I. RATIONALE

One of the thrusts of President Duterte is its war against drugs. To lead in the
planning and provide assistance to LGUs in effectively implementing the program and
services related to drug abuse, its treatment and rehabilitation, various inter-agency
programs were formed like the Mamamayang Ayaw sa Anomalya, Mamamayang
Ayaw sa Illegal na Droga or MASA MASID program of the Department of Interior
and Local Government (DILG) and the Dangerous Drugs Abuse Prevention and
Treatment Program (DDAPTP) of the Department of Health (DOH).

Treating drug dependence as a medical condition does not imply that illicit
drug use is condoned. Rather, the existence of illicit drug use is acknowledged. In the
context of good public health, the objective is to take appropriate measures to limit the
harm of people who are affected by drug use and dependence through community-
based treatment, resulting in reintegration back to society, thus affecting their families
and the rest of the community positively. (excerpt from: Guidance for Community-Based

The Community-Based Drug Rehabilitation Program (CBDRP) is a holistic

intervention facilitated by various government agencies and network of volunteer
experts designed and conducted for persons who uses drugs, assessed under mild and
moderate category.

II. OBJECTIVES

General

To mobilize and empower Barangay ________________, Municipality

_______________, Province of __________________ in treating identified Persons
Who Uses Drugs (PWUD) through the implementation of the Community-Based
Drug Rehabilitation Program, allowing their localities to be a drug-free community
and for the drug surrenderers to successfully re-integrate to the community, free from
the ill effect of drugs and the stigma associated with it.

Specific

At the end of the 30-day Community-Based Drug Rehabilitation Program, the

participants will be able to:
  Identify the different sources of addiction and its ill effects to the health.
 Stop or condemn the use of drugs and develop habits and skills that will
manage their drug dependence and other related problems.
 Identify personal goals for self-improvement and actively involved in local
communities and other organizations.
 Commit to becoming free from their identified dependence.
 Successfully re-integrate to the community, free from the stigma of drug
abuse.
