CHAPTER 1

INTRODUCTION

This chapter discusses the background of the study followed by the review of

related literature. Then the objectives of the study, theoretical and conceptual framework,

significance of the study, scope and limitation, and definition of terms used.

Background of the Study

Promoting artistic creations offers numerous opportunities and challenges. One

significant opportunity is the utilization of digital advancements, such as VR design and

AI algorithms, to transform artistic creation methods (Ding, 2022; Gatys et al., 2016).

These technologies not only provide new avenues for artists but also enhance the creative

process by offering innovative tools and perspectives (Lyu et al., 2022; Li et al., 2017).

Additionally, platforms like Instagram, Facebook, and Tiktok have played a

crucial role in exhibiting the works of emerging artists, thereby expanding their visibility

and reach (Xaba et al., 2021). However, alongside these opportunities, artists encounter

challenges such as limited access to workspaces, art materials, and exhibition venues,

which can impede their creative output and exposure (Xaba et al., 2021).

Moreover, the convergence of art and technology raises questions about the

balance between human creativity and machine-generated art, underscoring the

importance of preserving the authenticity and uniqueness of artistic creations (Gatys et

PAGE \* MERGEFORMAT 2
al., 2016; Li et al., 2017). Furthermore, the socio-cultural context significantly influences

artistic endeavors. Shifts in community attitudes towards specific art forms, such as the

diminishing maintenance of traditional artistic creations, can impact the sustainability and

relevance of cultural heritage (Maulandari, 2023). Additionally, the COVID-19 pandemic

has prompted a reassessment of artistic practices, leading to innovative approaches like

artist residencies that foster creativity and cultural exchange (Andriotis & Paraskevaidis,

2022; Lee et al., 2018).

In conclusion, promoting artistic creations involves navigating a complex

landscape of technological advancements, socio-cultural dynamics, and economic

considerations. By addressing challenges like resource constraints and maintaining

artistic integrity while embracing opportunities presented by digital tools and

collaborative platforms, the promotion of artistic creations can flourish and evolve in a

rapidly changing world.

Objectives of the Study

This study focuses on determining and exploring the effectiveness of what

program on Enhancing the literacy skills of the Silay City:

Specifically, this study aims to answer the following questions:

1. What are the opportunities and challenges on promoting Artistic Creation of

Silay City in celebration of National Arts Month?

2. How does opportunities on promoting artistic creation help Silay City to

further enhance its capacity to cater artists that are not visible in the public?

PAGE \* MERGEFORMAT 2
3. Also, how will Silay City address and cope the challenges that they may face

on promoting the artistic creation of the artists?

Review Of Related Literature

This study revolves around on what are the factors on promoting artistic

creation as an opportunity or a challenge.

LOCAL LITERATURE

Art, Design and Technology: Collaboration and Implementation

Throughout history, the tools and materials used in art and design have varied

depending on what was available to them. The production and usage of tools is a broad

indicator of the three age systems—the Stone Age, Bronze Age, and Iron Age—that

designate the prehistoric and historical eras. It is evident that artists and designers have

also used these instruments for creative purposes, even though their primary purpose may

have been to facilitate labor-intensive tasks like transportation and construction.

Thus, to a greater or lesser degree, tools and teamwork have always been implicit

in art and design. For instance, to develop your skills with a tool (such an iPad,

paintbrush, stone, or pencil) and to network with other modern artists to benefit from

their expertise. As a result, designers and artists have shown a relationship with their

surroundings, contributing to them as well as benefiting culture from them. As a result,

there has been a cultural interaction between the artist and the artwork's context.

Due to varying cultural norms and presumptions made by artists, collaboration

across various creative works can be complex and tough. On the other hand, it is evident

that early involvement of all interested stakeholders can be beneficial in design processes,

PAGE \* MERGEFORMAT 2
especially for large and complex projects. In order to guarantee that the functional

requirements of the end users may be fully satisfied, it is also crucial that they have the

ability to provide feedback at different points during the design and implementation

phases when the design is done according to a brief.

The digital revolution has made it possible for viewers to engage with and examine huge

artworks using a wide range of affordable interfaces (such as multimedia and virtual

reality). like installation art, which spectators would not be able to directly access

physically. This may broaden the scope of the observer's experience in relation to artwork

installed.

Creativity

The visual arts were the focus of some of the first empirical studies of creativity,

including Patrick's groundbreaking work (Patrick, 1935, 1937), and have long been

regarded as a primary sphere of creative activity. The four traditional components of

creativity are the person, the process, the press, and the product (Ekvall, 1999,

MacKinnon, 1978, Mooney, 1963, Plucker and Renzulli, 1999, Rhodes, 1961, Richard,

1999, Runco, 1999, Plucker and Runco, 1999). Creativity is defined as the capacity to

generate original and situation-appropriate ideas (Sternberg & Lubart, 1999). The Four Ps

are investigated in this article through artist interviews, focusing on the creative person

and process and attempting to address issues such as what influences artistic creativity,

what personal traits (gender, artistic domain, artistic experience) could distinguish artistic

activity, and how artists explain their creative process.

PAGE \* MERGEFORMAT 2
There is still disagreement over the factors that determine creativity despite a

great deal of research on the subject. A number of factors, including culture (Tomassoni

et al., 2018; Yi et al., 2013; Quek et al., 2008; Shao et al., 2019), political systems (Gajda

& Oie, 2017), religious beliefs (Liu et al., 2018), academic achievement (Anwar, Shamin-

ur-Rasool, & Haq, 2012), individual cognitive and developmental abilities (Kapoula et

al., 2016; Aliabadi et al., 2016), etc. have all been suggested to have an impact on

children's creativity.

FOREIGN LITERATURE

Interdisciplinary Cooperation in the Fields of Art and Technology

Although historically there has been a tight tie between art and technology, there

is currently a deeper level of multidisciplinary cooperation between the two.

There have been a few organizations, journals, and events encouraging

interdisciplinary collaboration between art and technology from a given time period until

the present. As an illustration, the Art and Technology Experiment (EAT) facilitates

communication between scientists and technologists and artists. Among the things they

do are: finding and protecting industrial sponsors of the project, such as large industrial

enterprises, schools, foundations, laboratories, governments, scientific research

institutions, etc., which provide opportunities for many resident projects; organizing

exhibitions, document compilation, and archive collection (reports on their own

activities, exhibition catalogues, information, periodicals, speeches, art reviews, etc.);

PAGE \* MERGEFORMAT 2
publication of the news newspaper "EAT News" and four publications to report on art

and scientific events.

There is also a growing body of research on the interdisciplinary collaboration of

technology and art. For instance, Balint and Pangaro suggested that communication

barriers between staff members working in art and technology might be removed by

placing border artifacts at the nexus of disciplines. Boundary objects have the potential to

become ingrained in concepts and foster linguistic diversity across fields. The purpose of

these objects was to facilitate the participants' convergence towards a common language.

Using design and cybernetic techniques, a new classification of border objects is

proposed in this paper. Tanaka noted the long history of ambitious interdisciplinary

research between scientists, engineers, and artists/designers. Still, there remains a

recurring question about how to succeed. As a foundation for productive cooperation, a

novel approach that can incorporate engineering, science, design, and art is also

suggested. They also thought about connecting specialists from many areas by using the

concept of the "universe." With the help of mediators from the Geneva Advanced School

of Art and Design and engineers from the European Organization for Nuclear Research,

this proposal was developed.

New Media Arts

The 1860s saw the creation of the first pieces of art that may be referred to as

"New Media Art." Technical aesthetics, art technology, science and art, information

aesthetics, and cybernetics in art were the primary subjects of discussion in the early days

of New Media Art. Due to the restricted technology available at the time, there weren't

PAGE \* MERGEFORMAT 2
many study objects. Computer science, computer graphics, film, video, sculpture, and

participatory computer art forms were the primary research objects. In addition to the

author's own study, "Leonardo" magazine, which has been at the forefront of technical

and artistic challenges since 1968, documents preliminary findings and discussions.

Numerous publications in the field of New Media Art started to appear after 2000

as a result of the progressive maturation of digital technology in art. The following topics

were mostly covered in talks on new media art: first, its various branches. Talk about art

in virtual and mixed reality, computer and software art, telematics art, network art,

games, malfunction art, biological and genetically engineered art, stage art, and new

media art, for instance. The explanation of its research techniques is the second. primarily

to bring New Media Art within the field of art history; this includes investigating the

relationship between New Media Art and 20th-century avant-garde art; further study

techniques include media archelogy and image science. The debate of its classification,

preservation, and restoration comes in third. The field of new media art has expanded

since 2000, and concerns about its preservation, repair, and exhibition have received

increasing attention. The safeguarding of digital legacy has emerged as a challenge for

numerous museums and cultural establishments. As of right now, protective measures

can be obtained from museums, colleges, and internet archives.

Digital media and information communication technologies are the foundations of

new media art. In the meantime, digital art is thought of as New Media Art's primary

material, therefore in certain writings, they constantly take the place of one another.

Digital art (including algorithm, processor, digital cinema, and digital animation), mobile,

PAGE \* MERGEFORMAT 2
network, software, glitch, interactive, virtual reality, biological, and other forms of art are

all considered to be a part of new media art.

There is scholarly relevance and practical value to the inception and growth of New

Media Art. For instance, new media art serves as a tool for comprehending the digital

society and demonstrates the politics and culture of the digital age, making it a valuable

source of inspiration for academic research in disciplines like "digital sociology" and "art

sociology in the digital age". Application-wise, new media art has opened up new

avenues for cultural expansion economically. It is utilized in public areas, education,

stage performances, museums or exhibition halls, commercial spaces (commercial

exhibitions, corporate exhibition halls, advertising and marketing, amusement parks), etc

Theoretical Framework

In conceptualizing the promotion of artistic creation during National Arts Month

in Silay City, a multidimensional theoretical framework is employed. Drawing from the

socio-cultural perspective, which emphasizes the interplay between individuals and their

social environment, the framework considers how cultural norms, values, and community

dynamics influence artistic expression. This perspective underscores the importance of

community engagement, cultural heritage, and social networks in shaping the local arts

scene. Moreover, the framework integrates elements of economic theory, particularly the

concept of cultural capital, which highlights the value of artistic skills, knowledge, and

experiences in driving economic development and enhancing social cohesion. By

recognizing the economic significance of the arts and the role of cultural capital in

PAGE \* MERGEFORMAT 2
fostering creativity, the framework provides insights into the potential benefits of

promoting artistic creation in Silay City.

Additionally, the theoretical framework incorporates aspects of technological

innovation theory, which explores the impact of digital technologies on artistic

production, distribution, and consumption. As digital tools become increasingly

integrated into the creative process, they offer new opportunities for artists to reach wider

audiences, experiment with different mediums, and collaborate across geographical

boundaries. By examining the role of digital innovation in enhancing the visibility and

accessibility of artistic creations, the framework elucidates how technological

advancements can reshape the cultural landscape of Silay City. Furthermore, by

considering the intersection of socio-cultural, economic, and technological factors, the

framework offers a comprehensive understanding of the opportunities and challenges

inherent in promoting artistic creation during National Arts Month.

Overall, the theoretical framework provides a holistic lens through which to analyze

the promotion of artistic creation in Silay City, encompassing socio-cultural, economic,

and technological dimensions. By synthesizing key theoretical perspectives, the

framework elucidates the complex interplay between individual artistic endeavors,

community dynamics, economic structures, and technological advancements. Through

this interdisciplinary approach, the framework contributes to a deeper understanding of

the factors driving the development of the local arts scene and informs strategies for

fostering a vibrant and inclusive creative ecosystem in Silay City.

Definition of Terms

The important terminologies used in this study have been defined conceptually

and operationally for the purpose of clarification between the researchers and the readers.

The following terms were:

PAGE \* MERGEFORMAT 2
Opportunities. An occasion or situation that makes it possible to do something that

you want to do or have to do, or the possibility of doing something, according to

Cambridge Dictionary. Operationally, opportunities refer to ways that the artists found in

order to help in promoting Artistic Creation in celebration of National Arts Month.

Challenges. According to Cambridge Dictionary it is the situation of

being faced with something that needs great mental or physical effort in order to be

done successfully and therefore tests a person's ability. Operationally, challenges is the

drawbacks of existence of AI and advancement of technologies that the artist found.

Challenges was also used in this study as a hindrance that researchers found in promoting

Silay City Artistic Creation in celebration of National Arts Month.

CHAPTER 2

METHODOLOGY

This chapter contains the research design, research locale, conversation partner,

inclusion criteria and gatekeepers, ethical consideration, research instrument, the

trustworthiness of the data, and data explication.

Research Design

The pursuit of phenomenology is motivated by an interest in meaning (Campbell,

2014). The goal of phenomenological research is to characterize a person's actual

experiences in the world. Investigating human experiences and concentrating on how

PAGE \* MERGEFORMAT 2
they perceive a thing are the goals of phenomenological research. By using this

procedure, the researcher can arrive to a deeper comprehension of the phenomenon and

create the event, situation, or experience's universal meaning. A qualitative

phenomenological methodology was employed in this investigation.

Research Locale

Silay City is a third-class component city located in the Philippines' Negros Occidental

province. There are 130,478 people living there, according to the 2020 census.

It is a component of the metro region known as Metro Bacolod, which also

comprises Talisay and the metropolitan hub, Bacolod. The former Bacolod City

Domestic Airport was replaced by the new Bacolod–Silay International Airport, which is

located there as well as a sizeable commercial and fishing port.

Silay City's residents' love of knowledge and art, together with its collection of

heritage mansions constructed during the height of the Philippine sugar industry's

success, of which Negros was the center, earned it the nicknames "Paris of Negros" and

"cultural and intellectual hub of Negros" in the past. The most famous of these homes is

Balay Negrense, the estate of Yves Leopold Germain Gaston, the first sugar baron of

Negrense. The Philippines' National Historical Commission has designated more than

thirty of these homes as Silay National Historical Landmarks.

Conversation Partner

PAGE \* MERGEFORMAT 2
The researchers had chosen 8 artists who served as their conversation partners.

To get the conversation partners, purposive sampling will be employed.

Inclusion Criteria and Gatekeepers

The researchers randomly selected participants using inclusion criteria set by the

researchers. The conversation partners must (1) be a bona fide resident of Silay City; (2)

have included himself as an artist.

The gatekeeper of the study was the artists of Silay City.

Every research project has a unique protocol for obtaining permission to access

study sites and subjects. Prospective gatekeepers and participants also understand the

tasks assigned to them differently. In order to effectively negotiate access, researchers

must thus get familiar with the social structure of the study site (Wanat, 2008).

Ethical Considerations

The goal of the study was explained to the participants when the researcher

individually contacted them to ask for their voluntary participation. when the subjects of

the study have already given their consent to participate. The time of the interview was

set and depended upon the participants' availability. The participants were informed of

their rights during the interview. During the interview, the participants were made aware

of their legal rights. to protect the privacy of the identity of the discussion partners.

PAGE \* MERGEFORMAT 2
Informed Consent

The goal of the research and the participants' responsibilities were explained to

the discussion partners, who were also requested for permission to be interviewed. They

were given the assurance that any responses and information gleaned from the interview

would be used only for the study's purpose and would be handled with the utmost

discretion. Additionally, they were granted the freedom to discontinue participation in the

research at any moment or to decline to respond to any question for any reason. The

conversation partners also mentioned the use of the video and audio recorder. Video and

audio recordings were only utilized after the conversation partners agreed. If not, the

researcher will opt to use online platform through social media like Messenger and

Facebook.

Research Instrument

Interview Methodology was used as an instrument in this study to determine the

opportunities and challenges on promoting Silay City artistic creation in celebration of

National Arts Month. The researchers prepared questions to be answered by the

conversation partners. The interview guide consisted of questions that would answer the

research objectives.

PAGE \* MERGEFORMAT 2
The interview guide question is an open-ended question determining the

opportunities and challenges on promoting Silay City Artistic Creation in celebration of

National Arts Month.

After formulating the interview guide, it was subjected to examination and review

by experts in education. Finally, having found suited to the problem and giving light to

this study’s objectives, an interview guide was utilized for data gathering.

Data Collection Method

The instrument used by the researchers is the interview guide that determines the

"Opportunities and Challenges on promoting Silay City Artistic Creation in Celebration

of National Arts Month”. Using a non-probability sampling technique and purposive

sampling to identify the participants, we focused only on the profile of artists in Silay

City, which have ten (10) participants.

The interview guide was an instrument that asks about the opportunities and

challenges on promoting Silay City Artistic Creation in Celebration of National Arts

Month. It consists of questions that will answer the research objectives.

A semi-structured interview was used to collect relevant information from the

participants. The researchers used in-depth interviews with the artist in written format or

thru online interview. The interviewers conducted and carried out a conversational style

with a time frame that was not less than an hour.

Trustworthiness and Findings

PAGE \* MERGEFORMAT 2
To ensure the trustworthiness of the data, the rigor of this study was established using the

following constructs: adaptability, authenticity, portability, and trustworthiness

Adaptability. By ensuring that the study was consistent with the participants'

initial assertions, the researcher established confirmability and created an audit trail. The

information acquired from the interviews served as the exclusive foundation for the

study's findings. The researchers removed all biases that could have affected the study as

part of the research instrument.

Authenticity. The method of triangulation was applied. Answering open-ended

questions during the interview, the researchers employed a one-on-one method. To assess

the diversity of this study, focus groups (FGDs) and observation were also employed.

Portability. The participants were chosen for inclusion based on predetermined

criteria, and the researchers employed purposive and non-probability sampling

procedures to find them. Additionally, the discussion partner's initial remarks supporting

each research subject and subtopic were checked to ensure that the thorough description

was being observed.

Trustworthiness. Regarding the remarks, recommendations, changes,

improvement, and honed instrument, these three jurors were specialists in the fields of

education and research. By verifying that the data collection, interpretations, and

conclusions were appropriate and accurate, the researchers tested the study's

dependability. Since the study's findings validated the data collection, an inquiry audit

was conducted.

PAGE \* MERGEFORMAT 2
Data Explication

The investigators observed and executed the subsequent procedures to

scrutinize the data under investigation:

In order to get ready for the data analysis process, the data were cleaned,

translated, and transcriptions were made once they were collected. Ultimately, written

transcripts that included every word from the interview were supplied, verified by the

subjects, and then condensed into the most important and useful details.

Data organization and analysis usability are achieved through classification or

coding (Schutt, 2012). The coding procedure ensures that the observer draws conclusions

and reports findings. The analysis must include a necessary examination of linkages. The

researcher now shifts from describing to explaining why things are the way they are. The

reader must understand the data when it is presented (Wildermouth, 2017). The cleaned

data was analyzed by the researcher using the code and re-code approach, which allowed

her to identify the study's primary and secondary themes.

The final step involved the following procedure. The conclusion included

information on the informant's credibility, whether or not the remarks were delivered in

an unstructured manner, and whether or not the informant had an impact on the other

group members (Schutt, 2012). To show that they understood the research as a whole, the

researchers gave several noteworthy possibilities.

PAGE \* MERGEFORMAT 2
Stepwise replication was the last stage of the data explication procedure. To

determine which themes and subthemes should be kept and which should be eliminated

as a final outcome of the inquiry, the five (5) researchers independently examined the

same data and then compared the results.
