303.01 GENERAL ORDER
This General Order establishes guidelines for the Chief of Police or designee to determine the
appropriate discipline for a particular offense. The offenses listed in this General Order are not
all inclusive, but serve as a general guide for determining the appropriate discipline for particular
offenses or ones similar in nature.
OFFENSE MATRIX
The offense matrix below identifies violations of Department General Orders and Clark County
School District (CCSD) rules and regulations. Each specific violation contains a class
designation that corresponds to the chart of sanctions found near the end of this General Order.
303.02
The chart of sanctions was developed to assist in the uniform application of a progressive
discipline system by establishing guidelines for discipline.

CONFERENCE MEMORANDUMS
A conference memorandum (also called a Summary of Conference) can be used to
document a conference between a supervisor and a subordinate. Conference memorandums
may be positive or corrective in nature and are not considered discipline. Conference
memorandums may be used in employee evaluations.
Conference memorandums will be signed by the affected member and placed in the
member's work location file and Supervisor Employee File (SEF).
PERFORMANCE IMPROVEMENT PLAN (PIP)
‘A Performance Improvement Plan (PIP) can be used to document a performance related
issue. A PIP is corrective in nature and is not considered discipline; however, the employee
shall comply with the supervisor's direction. Failure to comply with the PIP may result in
disciplinary action. The PIP may be used in the member's evaluations.
A PIP is implemented at the discretion of the supervisor when it becomes necessary to help
an employee improve their performance. The supervisor, with input from the affected
employee, will identify the deficient performance areas, and document the issues on the
Performance Improvement Plan (SPD-GO306.1).
The supervisor will determine the duration of the PIP up to 90 days and, if necessary, will
determine if the PIP should be extended beyond the 90 days. All documentation will be
‘maintained by the immediate supervisor in the SEF. The supervisor will monitor the
employee's performance to ensure continued success.
Performance Improvement Plans will be signed by the affected employee and the issuing
supervisor acknowledging the information which has been documented in the PIP.CODE OF CONDUCT
