• What is Joining time:
The term “Joining time” has been defined in Rule 24 of Odisha Service code.
Joining time has been defined as the time allowed to govt. servant in which to join a new post or to
proceed to the place of training or return from it to the station to which he is posted.
WHEN ADMISSIBLE ?(RULE-198)
TIME ALLOWED TO A GOVERNMENT SERVANT
(A)TO JOIN ON TRANSFER IN PUBIC INTEREST, A NEW POST EITHER AT THE SAME OR A NEW STATION.
(B-i)TO JOIN A NEW POST IN NEW STATION ON RETURN FROM LEAVE OF NOT MORE THAN SIX MONTHS’
DURATION.

THROUGH HIS OFFICIAL SUPERIOR.

CONVEYANCE , THE JOINING TIME IS TO BE CALCULATED AS ADMISSIBLE FOR A JOURNEY BY TRAIN
WHEN THOSE ALTERNATIVE APPROVED ROUTES BETWEEN THE OLD STATION TO THE NEW STATION, THE
JOINING TIME IS TO BE CALCULATED ON THE BASIS OF THE ROUTE ACTUALLY FOLLOWED

FOR ANY FRACTIONAL PORTION OF THE DISTANCE AN EXTRA DAY IS ALLOWED (Rule-200)
WHEN A PART OF THE JOURNEY IS BY STEAMER, THE LIMIT OF SIX DAYS ALLOWED FOR PREPARATION MAY
BE EXTENDED TO COVER ANY PERIOD UNAVOIDABLY SPENT IN AWAITING THE DEPARTURE OF THE

TRAVEL BY ROAD NOT EXCEEDING 8 KMs TO OR FROM A RAIWAY STATION, OR BUS TERMINUS, OR

A SUNDAY DOES NOT COUNT A DAY FOR THE PURPOSE OF THE CALCULATION IN THIS RULE.(Rule- 200(e)}
HOWEVER , SUNDAYS ARE INCLUDED IN THE MAXIMUM JOINING TIME FOR A PERIOD OF 30 DAYS{Rule-
200(e)}
WHEN THE PERIOD OF TRAINING DOES NOT EXCEED THREE MONTHS , GOVERNMENT SERVANT MAY BE
ALLOWED AS JOINING TIME THE MINIMUM PERIOD REQUIRED FOR TRANSIT INCLUDING SUNDAYS AND
HOLIDAYS. {Rule- 200(2)}.
BY WHATEVER ROUTE A GOVERNMENT SERVANT ACTUALLY TRAVELS HIS JOINING TIME SHALL BE
CALCULATED ON THE ROUTE WHICH TRAVELLERS ORDINARILY USE {Rule- 202}.
JOINING TIME SHALL ALSO BE CALCULATED FROM OR TO THE PLACE AT WHICH HE HANDS OVER OR TAKES
OVER THE CHARGE. IT MAY BE A PLACE OTHER THAN HEAD QUARTERS.(Rule-203).
PERIOD OF JOINING TIME
IN CASE OF TRANSFER FROM ONE STATION TO ANOTHER
IF A GOVERNMENT SERVANT IS APPOINTED TO A NEW POST WHILE IN TRANSIT FROM ONE POST TO
ANOTHER, HIS JOINING TIME BEGINS ON THE DAY FOLLOWING THAT ON WHICH HE RECEIVES THE FRESH
ORDER OF APPOINTMENT ;
BUT NO SECOND PERIOD OF SIX DAYS FOR
PREPARATION IS ADMISSIBLE IN SUCH CASE. {Rule-204}
AVAILING LEAVE WHILE ON TRANSIT FROM ONE POST TO ANOTHER – THE PERIOD SPENT FROM THE
DATE OF HANDING OVER CHARGE OF THE OLD POST SHALL BE INCLUDED IN LEAVE. ON THE EXPIRY OF
LEAVE NORMAL JOINING TIME IS ALLOWED. {Rule-205}
PERIOD OF JOINING TIME
IN CASE OF APPOINTMENT TO A NEW POST WHILE ON LEAVE
WHEN APPOINTMENT TO A NEW POST IS MADE WHILE ON LEAVE OF NOT MORE THAN SIX MONTHS
DURATION :-
THE JOINING TIME WILL BE CALCULATED FROM THE OLD STATION OR FROM THE PLACE AT
WHERE THE OFFICER RECEIVES THE ORDER , WHICHEVER CALCULATION ENTAILS HIM LESS JOINING TIME.

WHEN TWO STATIONS ARE CONNECTED BY RAIL BUT JOURNEY IS PERFORMED BY OTHER MEANS OF
CONVEYANCE
THE JOINING TIME WILL BE CALCULATED AS ADMISSIBLE FOR A JOURNEY BY RAIL.

WHEN A GOVERNMENT SERVANT PROCEEDS ALONE AND JOINS THE POST WITHOUT AVAILING FULL
JOINING TIME AND TAKES FAMILY LATER WITHIN THE PERMISSIBLE PERIOD.
THE NUMBER OF DAYS OF JOINING TIME NOT AVAILED (MAXIMUM 10 DAYS REDUCED BY ACTUALLY
AVAILED) SHALL BE CREDITED TO EARNED LEAVE.
JOINING TIME
IN VACATION DEPARTMENT (RULE-207)
A GOVERNMENT SERVANT IS NOT ALLOWED TO AVAIL THE VACATION AND IS DIRECTED TO JOIN A NEW
POST ON THE EXPIRY OF THE PERIOD OF VACATION.
NORMAL JOINING TIME IS ADMISSIBLE
JOINING TIME IN VACATION DEPARTMENT (RULE-207)
IF THE GOVERNMENT SERVANT IS DIRECTED TO JOIN A NEW POST ON THE EXPIRY OF A PERIOD OF
VACATION THE AVAILABILITY OF JOINING TIME IS REGULATED AS FOLLOWS:-
JOINING TIME IN VACATION DEPARTMENT (RULE-207)
Extension of Joining Time(Rule-208 of OSC)
Extension of joining time can be granted up to maximum of 90 days by the appointing authority on
conditions and circumstances as mentioned below:-
• More time on the journey have been spent by the Government servant as he has not been able to use
ordinary mode of travelling.
• When he has not been able to take over the charge after reporting at the new place of posting due to
circumstances beyond his control.
• When extension is necessary for the public convenience or for saving of such public expenditure.
• When the rules in any particular case operates harshly as for example when Govt. Servant missed
steamer, fallen sick during journey.

• When an Officer on transfer declines to make over the charge of his office to his successor, the officer so
declining will be deemed to have been relieved of his office with effect from the date the successor
reports at the station to take over the charge unless the officer to be relieved has with him orders from
the competent authority cancelling the order of his transfer or asking him not make over the charge until
further orders. The relieving officer will send copies of his joining report to all authorities concerned as
per rules;
The officer declining to make over the charge will be treated as having been relieved. Extension
of Joining Time(Rule-208 of OSC) and not entitled to pay against his post.
Extension of Joining Time(Rule-208 of OSC)

• The Officer to be sent on deputation to another Department/Public Sector Undertaking/Local
body etc., should be relieved from his post only after receiving the orders of his
detailed posting. The officer to be so sent on deputation will be entitled not to
makeover charge of his office before receiving the order of post .
3. When the officer on transfer is unable to join in the new post because the incumbent declines to
make over the charge on the strength of the order from the competent authority cancelling the
transfer of keeping it in abeyance, then the officer who is unable to join , should seek instructions
from competent authority keeping in view that the maximum period of joining time is
not exceeded.
Extension of Joining Time(Rule-208 of OSC)

Administrative Departments are vested with powers to sanction joining time upto a period of 60 days and as such
they refer all proposals to Finance Department for sanction of joining time beyond 60 days.
Extension of Joining Time(Rule-208 of OSC)

• Appointing Authority are vested with full powers to extend joining time upto maximum of 90 days.
• Administrative Departments are vested with full powers to sanction extension of joining time upto a period
of 120 days vide FD circular referred to above.

Administrative Department should submit proposal for sanction of joining time by Finance Department
along with the following supporting documents such as :-
• Copy of the joining report
• Copy of relieve order
• Copy of transfer and detailed posting order etc.
• Certificate to the effect that the instructions contained in F.D.O.M No. 5711 dt. 5.2.80 has been
scrupulously followed and supporting documents have been furnished in support of the issue in
question.
• If the period involved is more than four months , Administrative Department shall refer the proposal to
Finance Department with approval of their Secretary.

• Administrative Department are to ensure issue of detailed posting order before relief of an officer from
his previous post and scrupulously follow the guidelines of 05.02.1980.
• While submitting the proposal the recommending authority may give a certificate as under:
“ Certified that instructions contained in F.D.O.M No.5711 dt.05.02.1980 have been scrupulously followed and no
inordinate delay is made warranting fixation of responsibility.”
3. Where extension of joining time for an abnormal period is found absolutely inevitable, the Administrative
Department should examine the proposal and should be sent to Finance Department with adequate justification
and specific recommendation of the Secretary concerned.
JOINING TIME PAY
RULE-209
1.Joining time is regarded as duty. Pay is that which the Government Servant should have drawn if he would have
continued in the old post, or the pay which he will draw on taking charge of the new post which ever is less.
2. When joining time follows a period of leave, the pay is equal to leave salary which he would have drawn under
the leave rules applicable to him as if he had been on earned leave.

RULE-209
3. When Joining Time is granted to enable the Government Servant to proceed to the place of training or return
there from , the pay which is drawn by the Government Servant ,prior to joining the place of training , or
which will be drawn by him on return to the station to which he is posted after training or the pay drawn by
him while on training, whichever is least. (Rule-209 of OSC)
4. Compensatory allowance as provided under rules can be paid. (Rule-209 of OSC)
JOINING TIME PAY
RULE-210
A Government servant who does not join his post within his joining time, is entitled to no pay or leave
salary after the end of the Joining Time.
Willful absence from duty after expiry of joining time may be treated as misconduct.
JOINING TIME WHEN TRANSFERRED TO THE CONTROL OF ANOTHER GOVERNMENT
RULE-211
NO JOINING TIME
TRANSFER ON HIS OWN REQUEST

Government Servant will be granted regular leave as admissible by the competent authority
under Leave Rules applicable to him to cover the period between the date of handing over charge of old
station and that of taking over at another, if the Government servant applied for it and the competent
authority is willing to sanction it.
ii) Leave not required to avail intervening holidays.
iii)Pay for holidays intervening the date of relieve and date of joining in the new place will be borne in the new
place of posting.

All Treasury Officers/Sub treasury Officers at the time of taking over charge on transfer should be allowed extra
joining time in addition to normal joining time as follows:-
• District Treasury - 3 days
• Sub-Treasury Berhampur,Bhadrak,Kendrapada,Bargarh,Panposh,Jeypore,Angul,Jajpur,Bhanjanagar,
Parlakhemundi,Jharsuguda - 3 days
(b) Other Sub-treasury - 2 days
Transfer of charges of

Where a Government Servant who was relieved of his duties on transfer, expired while on transit it has
been decided by the C&AG in consultation with Ministry of Finance that the said period shall be treated as
joining time and accordingly his pay is regulated.

Q. Whether joining time is admissible to a Government Servant who is transferred from one place to another,
but whose transfer is subsequently cancelled, after he handed over charge of old post, but before he could
take charge of the new post.
A. The period intervening between the date of handing over charge of the old post and taking over the same
later on account of cancellation of transfer order should be treated as joining time.
Joining time admissible to a Government Servant who while holding temporary post gets the offer of a new post
provided he has not been retrenched.

Joining time is admissible if
1.Government Servant getting an offer of new posts under the Government
2. They have not been retrenched or there is any likelihood for retrenchment from the post.
3. The continuity of service of the officer concerned is recognised by Government.
4.Journey should be treated as one on transfer within the meaning of OTA Rules.

Except under special orders of Government which will only be given when the employment of a particular
person is in the public interest.

A Government servant holding a temporary post under the Government of Odisha who gets the offer of a
new post(under the Government of Odisha) through his official superiors may be allowed joining time to
join the new post even if the term of the temporary post which he relinquishes would expire before he joins
the new post.
Salient Points of Joining Time
Minimum Limit- 1 day (For transfer to join a new post within the same station)
Maximum Limit – 30 days inclusive of sundays
May be combined with vacation, or leave of any kind or of any duration except C.L.
Preparation time- 6 days
When two stations are connected by rail but the journey is performed by other means of conveyance, the
joining time is to be calculated as admissible for a journey by rail.
Salient Points of Joining Time
Joining time is to be calculated from the place where the Government Servant makes over the charge to the
place where he takes over the charge.
Joining time Pay- Pay equal to the pay drawn immediately before relinquishment of charge , in addition DA
appropriate to the pay, and compensatory allowance as applicable to the old headquarters are admissible.
Joining time counts towards increment
Salient Points of Joining Time
The number of days of joining time not availed (Maximum 10 days reduced by availed joining time) shall be
credited to the EL account of the Government Servant subject to maximum limit of 300 days.
