Offloading Method of Statement

1. INTRODUCTION:
This document describes the method proposed to be used for offloading materials and
equipment.

2. SCOPE:
This procedure describes the resources, materials and the methodology related to the
offloading equipment and materials

3. RESOURCES:
3.1. EQUIPMENT
Prior to start any major work with use of equipment, a visual inspection shall be carried out for
equipment’s.

Should additional of different equipment be required during the course of the works, they will
be mobilized as necessary.

The number of equipment will be determined according to the work progress and condition on
site to enable progress meet the agreed work schedule.

3.2. MANPOWER
Depending on the condition on site and work progress, additional personal may be mobilized
if required General manpower will be mobilized as listed below:
 HSE officer/Supervisor
 Flagman
 Site engineer / supervisor
 Foreman
 Dumper driver
 Crane Operator
 Forklift Operator

3.3. Equipment
 Dumper
 Crane
 Forklift

5.Methodology:
1. Operators shall check and choose a safe location for loading and unloading of material
and assure further safe positioning of the truck if possible on leveled, hard ground.
2. Operators must be familiar and understand signals given from the signalman.
3. The dump truck shall positioned in dumping zone, dumping foreman shall visually
inspect the conditions of truck and hydraulic system.

4. Operators must assure that at loading/ unloading place the traffic, any other persons are
not affected in an unsafe manner (avoid safety hazards for others).
5. Operators & loading site supervisor shall monitor the load volume by regular visual
checks.
5. Operators shall ensure no excessive loading of materials onto the Dump truck bucket.
6. Dumping area foreman shall ensure that ground for dumping is properly leveled and
maintained for dumpers.

7. Dumping site foreman shall maintain eye to eye contact with operator and explain the
required location of dumping.
8. Dumping shall be on ground levels at designate dumping zone. Then bulldozers will
push the material.

10. Dumping zone shall have one way traffic. The dumpers will dump the material and exit
the location.
11. Site supervisor shall ensure that dumping material is dry and loose for safe off-loading.

12. If the material is stuck, operator should be prohibited to raise the dumper again.

6. Safety Requirements:
1. Operator shall make eye to eye contact with ground workers prior to commence
any move.
2. Operator shall be trained, licensed and experienced to operate the machine.
3. Operator shall maintain maximum vision around the dumper. No curtain/screens
are allowed on glasses.
4. Blind spots shall be avoided with the help of flagman or PWAS.
5. Dumper shall be equipped with reverse alarm.
6. Reversing shall eliminated or limited.
7. Operators are not allowed to text, call or smoke when driving.
8. Operators shall fasten the seat belt all the time in the cabin.
9. Operators are required to have mandatory PPE when they leave the cabin.
