Modular Distance Learning of Palta National High School
Introduction/Rationale
The Learning Progress Level of the learners at Palta National High School for First Quarter,
School Year 2021 showed a progress level with the concentration of on “Fairly Satisfactory”
description, a level just above “Did Not Meet Expectation” which is zero. This showed that although
there are no learners that “Did Not Meet Expectation,” an improved delivery modality will help these
learners’ level at least increase.
The perception of the advantages of MDLM showed both similar responses and unique
responses for each respondent. The student-learners, parents/guardians, teachers, and head teacher
designate of Palta National High were one in stating that one of the advantages of the modality is the
continuity of learning despite the pandemic. Both the students and the teachers also agreed on the
flexibility of time and the ability to balance work and school/home and school chores during MDLM,
and that learner was accountable for his learning. The teacher stated that they have ample time for
paper works. The Head Teacher designate stated that there was constant communication between the
stakeholders and the school and was validated further by the parents' response that there is an
established mechanism for the delivery and retrieval of modules.
The student-learners parents/guardians, teachers, and head teacher designate of Palta National
High stated that the disadvantages of MDLM as perceived by them includes the difficulty of learners
to understand the lesson, feedback giving, and assessment; the difficulty of the learners to answer the
modules due to lack of assistance and support from the parents, lack of socialization and chances of
cheating and dishonesty on the part of the learners. They all agree that the significant challenge in
MDLM is the shortage of printing materials for modules, unstable internet, and difficulty in
communication.
The leadership behavior shown by the headteacher designate during the covid-19 crisis and
MDLM includes the ability to manage the fund and look for ways to augment funds, leading to
crafting the BE-LCP 2020-2021, strategic planning, and communication mechanisms for module
delivery and retrieval.
Highlights of Accomplishments
Based from the above statements, the strategies for alternative learning delivery of Palta
National High School includes crafting a collaborative and participative school policy guideline
leading to blended learning, which covers the following aspects: ensuring that right and updated
information were disseminated to stakeholders by credible authorities, intensifying the
communication mechanism for monitoring, feedbacking and assessment between learners and the
teachers, engaging agreement with parents/guardians/foster tutor on the monitoring of learners at
home, creating of supplemental activities like video lessons, explainer lessons and barangay public
address system learning hubs, organizing Barangay Learning Centers and Consultations/School
Consultation Day (If permitted), contextualizing lessons and provision of salient activities only but
still anchored on MELC/ thematic teaching per grade level
The modular distance learning modality of Palta National High School has offered benchmark
data for the implementation of an alternative strategy for education delivery in times of pandemic and
emergency situations. The learning level progress of the students at Palta National High School for
First Quarter School Year 2020-201 shows that there is a problem with regard to their progress level.
The advantages as to the conduct of MDLM include continuity of education, the flexibility of
schedule, the presence of a mechanism for delivery and retrieval of the module, and support to
learners by their siblings, cousins, neighbors, and classmates.
The gaps and challenges are more remarkable than advantages as confirmed with the
responses identifying several disadvantages, including the problems on connectivity, fund concerns
and lack of materials, monitoring and feedback giving of learners, ability to focus on studies due to
household chores, and problems on the dissemination of new policies and guidelines.
The school officer-in-charge shows leadership skills by crafting the BE-LCP however, due to
limitations of the pandemic were not able to invite all stakeholders to participate. However, she was
able to manage to look for ways to augment funds for MDLM.
The strategy to improve MDLM includes communication, instructions and instructional
support, and policy concerns.
Strategic Implications of the Project
The Action Plan and Project on the alternative delivery mode strategies of Palta National
High School is within the ambit of the Sustainable Development Goal 4 (SDG 4) of the 2030 Agenda
that aims to “ensure inclusive and equitable quality education and promote lifelong learning
opportunities for all.” Education having been improved can directly affect the attainment of SDG
Agenda.
Moreover, along with the implementation of strategies in the school, pivotal aspects of these
were greatly determined by the leadership qualities of the school leader. This study validates the
theories of management in public organizations and managing human resources in times of pandemic.
In addition, this is an application of public policy analysis and strategic communications.
