What is NSTP?
• Republic Act 9163 established the creation of the National Service Training
Program for Tertiary Level Students with the goal of promoting civic
consciousness among young, instilling in them the spirit of nationalism, and
increasing their engagement in public and civic activities.
• NSTP is program that aims to improve the physical, moral, spiritual, intellectual,
and social well-being of students while also promoting defense preparation and
service ethics through training in any of its three program components. Its
numerous components are specifically designed to encourage young people to
actively contribute to society’s well being.
MODULE 1: NSTP ORIENTATION
INTRODUCTION
National Service Training Program (NSTP) aims to teach civic consciousness and
defense preparedness to the Filipino youth. It helps develop ethics of service and
patriotism while undergoing training in one of the program’s three components that are
specifically designed to enhance the student’s participation in nation-building.

THE NATIONAL SERVICE TRAINING PROGRAM [RA 9163]
The Republic Act No. 9163 of 2002, also known as an act establishing the
National Service Training Program (NSTP) for Tertiary Level Students, Amending for
the Purpose Republic Act No. 7077 and Presidential Decree No. 1706 and for other
purposes, mandates the implementation of NSTP as a graduation requirement by
DND, CHED and TESDA. This act also introduced LTS and CWTS as alternative options
alongside ROTC, thereby establishing NSTP as a comprehensive citizenship training
program.
NSTP operates within a voluntary policy framework aimed at integrating various
voluntary sector endeavors across the nation. This framework promotes
interdisciplinary collaboration to foster local and national development, as well as
international understanding and cooperation. It also serves as a mechanism to
safeguard the rights and privileges of youth, recognizing their significant roles and
contributions to societal progress.
THE LEGAL BASIS OF THE NATIONAL SERVICE TRAINING PROGRAM
(NSTP)
The National Service Training Program (NSTP) Law or RA 9163 also known as
“An Act Establishing the National Service Training Program (NSTP) for tertiary
level students, amending for the Purpose Republic Act No. 7077 and Presidential
Decree No. 1706, and for other purposes.” was enacted last January 2002 to
amend the expanded ROTC. This program aimed to enhance civic consciousness
and defense preparedness in the youth by developing the ethics of service and
patriotism while undergoing training in any of its three (3) program components,
specifically designed to enhance the youth’s active contribution to the general
welfare.
THE LEGAL BASIS OF THE NATIONAL SERVICE TRAINING PROGRAM
(NSTP)
Commonwealth Act No. 1 also known as “ An Act to Provide for the National
Defense of the Philippines, Penalizing Certain Violations Thereof, Appropriating
Funds Thereof, and for Other Purposes.” , was enacted on December 21, 1935
which establishes the foundation for the nation’s defense systems. This act
creates the infrastructure and legal framework required for the nation’s defense,
which forms the basis of the National Training service Program (NSTP). Republic
Act No. 9163 which established the NSTP, combines community development,
civic charity work, and military training to foster citizenship and resilience among
young Filipinos. The general framework for NSTP operations is provided by the
goals and beliefs stated in Commonwealth Act No. 1, which also guarantees that
the populace is prepared to make meaningful contributions to the defense and
advancement of the Philippines.
NSTP COMPONENTS
A. Reserve Officers Training Corps (ROTC)
Republic Act No. 7077 of 1991 also known as “An Act Providing for the Development,
Administration, Organization, Training, Maintenance and Utilization of the Citizen
Armed Forces of the Philippines and for Other Purposes.” under Article VII Citizen
Military Training of Sections 38 and 39 The National Defense Act and the 1987
Constitution both require ,military training for the college and university students.
Reserve Officers’ Training Corps (ROTC) units can be established and maintained by
schools that wish to sponsor military training, provided that the Secretary of National
Defense grants permission. In order to generate enlisted and officer reservists, these
organizations will train students in military. The curriculum, which may include
training foe female students, will be prescribed by the Secretary of National Defense.
NSTP COMPONENTS
A. Reserve Officers Training Corps (ROTC)
The course lasts for two academic year for enlisted reservists and four academic years
for officer reservists. Probationary or summer training may last for up to sixty days in a
row. Basic ROTC refers to the first two years of training that are required, while
advanced ROTC refers to the next two years of instruction that are optional. The Armed
Forces of the Philippines (AFP) reserve components’ personnel requirements will
determine which branches receive ROTC units.
NSTP COMPONENTS
B. CIVIC WELFARE TRAINING SERVICE (CWTS)
Refers to the program component or activities that enhance the general welfare,
quality of life, and facilities of the community, especially those that focus on
entrepreneurship, health, education, the environment, security, leisure, and the morale
of the populace, among other social welfare services. CWTS engages students In social
issues and community developmental conservation, health awareness, literacy,
disaster preparedness, and other community welfare-related activities may be a part of
these initiatives.
NSTP COMPONENTS
C. Literacy Training Service (LTS)
LT focuses on enhancing numeracy and literacy abilities throughout a range of societal
sectors, especially in underprivileged and marginalized areas. Students enrolled in LTS
may participate in literacy and numeracy-promoting activities, including tutoring,
literacy evaluations, program organization, and basic education provision for those
without access to formal education. LTS aims to provide people with the fundamental
reading and numeracy skills they need to enhance their quality of life and engage more
fully in society. By filling up the gaps in education and encouraging lifelong learning,
LTS helps advance national development initiatives by giving people the resources they
require for success.
COVERAGE OF THE NSTP LAW
1. As a graduation requirement, all incoming freshmen, male, female, beginning school year (SY) 2002
2003, enrolled in any baccalaureate and in at least two (2) years of technical-vocational or associate
courses, shall complete one (1) NSTP part of their choice.
2. At least one (1) of the NSTP components must be offered by all higher and technical-vocationa
education institution.
3. The ROTC component and at least one (1) other NSTP components shall be offered by state universities
and colleges (SUCs).
4. In view of the special character of these institutions, the Philippine Military Academy (PMA), the
Philippine Merchant Marine Academy (PMMA), the Philippine National Police Academy (PNPA), and
other similar SUCs are exempted from the NSTP.
5. Private higher education and technical-vocational education institutions with at least 350 studen
cadets may offer the ROTC component, thus establishing/maintaining a Department of Military
Science and Tactics (DMST), subject to existing Armed Forces of the Philippines (AFP) rules and
regulations.
NSTP VISION
The National Training Service Program’s (NSTP) aim is to help young Filipinos
develop a culture of social responsibility and active citizenship. It seek to
produce well-rounded people who are dedicated to improving their local
communities and making a positive impact on the growth of the country. In the
society that the NSTP envisions, people are empowered to deal with social
concerns, advance harmony and peace, and take an active role in efforts to
strengthen the country. By fostering ideals of leadership, volunteerism, and
patriotism via its many components, NSTP aims to equip students to become
proactive change agents in their communities and beyond.
NSTP-CWTS MISSION
The National Training Service Program’s (NSTP) goal is to give students chances for
both active participation in nation-building and comprehensive development.
1. Through immersion program and community service, cultivate students’ civic
awareness and feeling of social responsibility.
2. Establish a culture of active citizenship by instilling values such as leadership,
patriotism, and volunteerism.
3. Give students’ the fundamental information and abilities they need to solve social
challenges and support community development.
4. Encourage harmony, cooperation, and mutual understanding between various
societal segments.
5. Teach students to be proactive change agents who can significantly advance
national development initiatives.

NSTP-CWTS MINIMUM STANDARDS
For an academic period of two (2) semesters, each of the NSTP components is to be
undertaken for 54-90 training hours per semester. Three (3) units shall be credited per
semester.
