dated 12.09.2019 shall be followed
judiciously so that only sales to agencies like
RVNL, any PSU& other Government should be reflected in the direct sale of
scrap
and it should_not_contain_ the transactions of any P.Way sorap
issued to
Construction Departmentof Railways.

It has been observed that there is


a practice in
Railways that Class lII material is being
given by Engineering Deptt. to other agencies like RVNL, IRCON, any PSU, etc.
As per Para 2330 (b) of Stores
Code," Direct sale of "Overstocks" and Surplus Stores
may be the direct sale of such stores of all classes,
inclhuding scrap sales to other departments of the
railways, other railway and other Government Departments".
In view of the above, it is directed that the
PSU & other Government requirement of agencies like RVNL, any
Departments be met through, ooking instructions for handing over
material after finance vetting and
approval of CTE of Zonal Railways. Details of such booking
instructions, like, weight, location, etc. be given to Stores Department for issuing the sale release
order and reflecting the progress in
scrap sale.

The rate should be determined as per Para 2331 of the Stores Code (Vol Il).
Weighment, deliveries, etc. should be witnessed by the Stock Verifier.

6.0 Indian Railways is one of the major producer ofe
waste on account ofcomputerization of

6.3 Storage of the e-waste beyond permissible limit
The e-waste rules prescribed a period of 180 for its storage and for the

beyond 180 days (Annexure-6.3), as indicated below:

6.4 Conclusion
IR. being one of the largest generator of the e-waste in country, lacked mechanism for dealing
with the e-waste in compliance to the

6.5 Recommendation

17.03.2017 regarding condemnation of Diesel locomotives and
DEMUS.

ln continuation of letter referred above (i), it has been further decided by the
competent authority that all surplus shunting diesel locomotives with age more than
31 years as on 31-03-2019 may be condemned by Zonal Railways (ZR) with consent
of PCOM of the concerned ZR. While proposing such condemnation, the PCEE
should certify that no replacement would be sought for at least next 5 years with any
type of shunting locomotives.

The conditions for such condemnation of shunting locomotives will be


applicable as under:

1. As a onetime measure, the following stipulation of the condemnation policy


issued vide Board's letter No.2016/M(L)/466/19/1 policy dated 17 03.2017 will not
apply to the condemnation of the above mentioned shunting locomotives:

these locos. No such confirmation needs to be taken by any Zonal Railway
since diesel locos are becoming surplus over all Zonal Railways.

2. Further, with a view to expedite disposal of such locomotives, it has been


decided that as a onetime measure, the competent authority for approval of
condemnation of such locomotives will be the same as is stipulated for over-aged
locos in letter at Ref.(ii) above. Therefore, such condemnation can be dealt with
at Zonal Railways level only.

3. Zonal Railways are also advised to critically revrew the material procurement for
maintenance of such locomotives to ensure that no unnecessary purchases are
made and maintenance rs carried out by utilizing useful material from condemned
locos and pooling items among sheds & Zonal Railways if required. This should
include maintenance as well as RSP spares. lnstruction already issued by Board
in this regard from time to time including letters No.2020/M(L)/466/5 dated
10.07 .2020 & 21 .O7 .2020 may also be kept in view.

3. PSC Sleepers 3(i) Accepted

should not be permitted for breaking of these sleepers
in the railway premises. This should be disposed
through e-auction as is the practice now. If feasible,
the zonal railways may also try for disposal of these
concrete sleepers on annual contract basis.
(ii) Class II Sleepers: Since the system of disposal of the 3(ii) Accepted
Class II sleepers through e-auction has failed, the CTE
of the zonal railways should be given powers to allot
these Class II sleepers to siding owners on `first come
first’ basis as per the rates provided in stores code for
serviceable materials duly loading the codal charges as
applicable as per Stores Code.

transported to Stores Depots, in segregated condition,
through Road transport. Shops may finalize suitable
Road Transport Contract/ Handling contract for this
work if need be.
5. System and procedure of disposal including e- 5.1 Accepted. However, the Railways to procure

to generate delivery order electronically through his e-
token. This digitally signed delivery order should be
forwarded to purchaser on line. The purchaser should
also be in a position to take out the print out of the
digitally signed delivery order. A copy of this delivery
order should be forwarded in the PDF format to TMS
portal so that the concerned SSEs/P.Way, and
Sectional Sr DEN/DEN will be able to log in and see
the same and take a printout.

(iii) Sectional Sr.DEN/DEN concerned should fix up the


programme within next 3 days and communicate the
same by e-mail to purchaser and an SMS alert can also
be sent to the purchaser. Purchasers mobile no. and e-
mail id can be captured while registering them in e-
auction portal and this information may be added as an
additional information for already registered
purchasers. Purchasers e-mail address and mobile no.,
can also be printed in bid sheets.

(iv) The recommended time line for disposal of rail scrap as


communicated vide Railway Board’s letter No.
2012/RS(S)/709/4 dated 29.05.2012, may be modified
as below, considering the above facts:
