Dear distinguished delegates,
It is with great pride and honor that I invite you all to the third Kültür Schools Model United
Nations conference, which will be held between the 6th and 8th of June, 2024.
Both the academic and operations teams have been working tirelessly to provide an
unforgettable experience. During the conference, delegates will be participating in four
committees, which all present different challenges and topics for discussion.
Your participation in this conference will be an excellent opportunity to develop your public
speaking, negotiation, and diplomacy skills. Not only will you get to engage with participants
from different backgrounds, but you will also have the chance to learn from experienced
delegates.
On behalf of the entire KAFMUN’24 team, I am looking forward to seeing and meeting all of
you in June!

II. Introduction to the New World: 2067
The world has passed into a new era. Upon the insensitive expenditure of fossil fuels, it has
become too risky to be used at normal levels. The population has declined to levels that
cannot be ignored. The representatives of the council members described the current state of
the world as extraordinary. The tension of their civil society began to cause riots.
A revolution has begun.
III. Introduction to the Committee: European Crisis Response Alliance
ECRA was established in 2041 to address terrorism uprisings in Central Europe and Northern
Africa. Acting as an anti-crisis unit in Europe and Mediterranean territory, ECRA makes a
speciality of combating terrorist businesses and preserving vital assets. By working
collectively; member states aim to forestall terrorist activities, enhance protection and control
resources sustainably for local stability.
IV. Council Members
Algeria
The Algerian government, which foresaw the extreme popularity of the Mediterranean, built
the largest port in the world, “Port El Djazair” at the end of the 20s, has become the leading
economic power of African countries. Today, together with Egypt and Greece, it is engaged
in important agreements in the Mediterranean territory, which affects the security of the
merchant ships and the safety of tourism. Later on Iberian Union, Italy and Türkiye signs the
agreement in order to strengthen the foundations.
Baltic Union
One of the countries in the north that has not been affected by the crisis and the lack of
natural resources. The Baltic Union is pursuing an economically stable policy. The reason for
establishment is to increase strength by uniting among themselves. The founding countries
are Estonia, Latvia and Lithuania.
Denmark
Denmark had received the migration of the majority of the population of Norway and
Sweden, its economy is struggling and it can barely manage its heating with the energy it
provides from water. If the population continues to grow, there is a possibility that the
country could face collapse.
Egypt
The Egyptian government, seeing the strengthening of Mediterranean trade, renewed the
Suez canal. With the Decaying of the Cape of Good Hope, the danger of land routes and
airlines suffering a loss, the Suez canal became the most important trade route between Asia
and Europe.
Germany
Since the Treaty of Versailles became invalid after the crisis, the government did not miss the
opportunity to expand its borders. The Versailles treaty became invalid due to European
countries' loss of power in the world. Seized Czechia and Austria’s lands with military force.1
Since the war occurred in 2032, to this day Czech and Austrian citizens still have mixed
opinions about the German government. Ultra nationalists and anti-german groups occurred
in said regions. Ideology has spread through South Europe. The differences of opinions after
the war were left behind due to the world's current state.

Central Europe War
Greece
After Türkiye became one of the most powerful and reliable countries in the international
market, Greece saw it as an opportunity to strengthen its relationship with Türkiye in order to
maintain its economic power and status. Has a reliable position in the Mediterranean
territory.
Iberian Union
Its biggest economic aspect is tourism. It was not affected by the European crisis. The west
coast of southern France was sold to the Iberian Union. The founding countries are Spain and
Portugal.
Israel
After the Israeli army took over the West Bank(including East Jerusalem) and the Gaza Strip,
the tension between Israel and Iran escalated decently. The dispute lasted for years until the
sides gathered at Qatar to finally lay down their arms and embrace peace.
Italy
Italy achieved big advancements due to governments forward-thinking investments. It opened
laboratories around the world under a company’s name2, plays an important role in the
treatment of diseases that have caused problems to humanity. With the economic power they
earned from the investments, the government made further steps into becoming the center of
Europe’s open market. Italy is still the center of tourism to this day. The Southeast of France
was sold to Italy.
Morocco
Positively affected by the improvement of trading in Mediterranean Sea, Moroccan
government and Iberian Union signed an agreement to use internal waves produced by Strait
of Gibraltar to tidal power with underwater propellers. Both countries are making a huge
profit from this project.

Mediterraneo Global Labs
Northern France Coalition
After the crisis, Southern France was sold (West Coast to Iberian Union, Southeast to Italy),
and then Northern France later merged with the Netherlands, Belgium and Luxembourg. The
government had to change its agricultural plants because the climatic conditions have shifted,
the weather has cooled down and the state is now experiencing problems with heating
sources. The government is in search of renewable and sustainable heating sources in order to
recruit their independence in economic state.
Poland
The majority of its population migrated to the southern part of the country. The population in
the north is extremely small and almost abandoned, while the south is at the top in terms of
development level. The country has a solid economic power thanks to the decisions it has
made in the commercial market and the technological developments they have made.
Russian Federation
The shocking defeat of the Russo-Ukrainian War convulsed the economic power of Russia.
The government regained its economical power to a certain level with the “Nuremberg Gas
Agreement” until a violation occurred3. Today the Russian government pays annual
compensation to Ukraine. For the last 10 years, the most unhappy society in the world has
been in Russia.
Stockholm City State
The remaining population of the country has immigrated to Stockholm. The country of
Sweden succumbed to difficult conditions and these conditions led to the formation of the
"Stockholm City State”. Their reliance on the Baltic Union for heating resources became
absolute. Consequently, the economic situation of the nation gradually waned in tandem with
the diminishing land availability.
Switzerland
Switzerland had remained neutral during the Central Europe War. The country wasn’t
affected by the crisis as much as the other West European countries. The country was in good
condition until the riots started in Zurich. Wraiths had a huge impact on Switzerland’s civic
concern.

Central Europe War
Türkiye
After immigration problems got to a point where it's unavoidable, the government took strict
laws in their people's best interests. In order to stabilize Türkiye’s demographic status, the
government started deporting refugees and illegal immigrants. The country has overcome
great difficulties and reached its former economic strength, and has become one of the most
powerful and reliable countries in the international market.
Ukraine
After the war ended, Ukraine forced Russia to sign a pact. Ukraine also gained trust and
respect for their army’s strength from European countries. Ukraine took control of the Black
Sea, made investments into the United Kingdom’s new generation of heating methods.
Ukraine received a certain part of the profits from the Nuremberg Gas Agreement as a
compensation from Russia.
United Kingdom
United Kingdom annexed Canada and Ireland to its own territory and was not affected by the
crisis in Northern Europe because it anticipated the economic crisis and took precautions.
Thus, despite its geographical proximity to the turmoil, the UK emerged unscathed,
solidifying its dominance while neighboring nations faltered. The United Kingdom's heating
source relies on a single power plant.
V. Key Events and Pacts
Beginning of the Wraiths Rebellions (2050 - Today)
The Wraiths started off as a relatively small group of anti-government individuals. These
riots were later followed by rebellions, which got unmanageable and resulted with the
collapse of the United States of America. Since the day of the takeover of the continent, riots
have started to occur around the globe.
The Reims Agreement
In order to meet the need for economic strength, The Netherlands and France united to form
the Northern France Coalition. (17 February 2037)
Belgium and Luxembourg joined the Coalition to reduce the risk of being invaded by
Germany. (15 April 2037)
Nuremberg Gas Agreement
According to the Nuremberg Gas Agreement, which is between Russia and Europe, the
guarantee of gas supply will be considered invalid in occasions of a war or conflict
decoupling within Europe.
Although Europe tried to import through the natural gas line in Turkey after the violation of
the agreement4; Turkey, which was glorified in public’s eye, declared they would remain
neutral.
Central Europe War (26 July 2032 - 19 November 2034)
The war started after the deterioration of country relations with post NATO members. After
the deterioration the German government tried to seize the opportunity to occupy new lands.
Germany strategically targeted Austria and Czechia due to their geographical proximity and
perceived military strength, aiming to expand its territory while facing less resistance from
nations it considered formidable. Austria and the Czechia , as two militarily fortified nations,
faced challenges during the German invasion.
As the threat of German weaponization became apparent, efforts were made to redeploy
forces to the German border. However, the manufacturing process was strained due to the
high demand for ammunition and weapons. The prolonged defense ultimately succumbed
when ammunition ran out, leading to German rule. The aftermath saw adverse effects on
trade and life expectancy, which declined significantly.

Central Europe War
The Dissolution Process of NATO (15 November 2028 - 15 April 2029)
When the founding countries had differing demands regarding a situation, tensions rose.
After emergency meetings, the USA, France, Türkiye and Spain left the organization. Seeing
these important states leave NATO, Italy, Canada, the UK, Greece and Portugal also
departed, aligning with their departing allies. Despite attempts to keep the organization
running, the remaining members decided to terminate NATO. The departing countries
(Canada, France, Greece, Italy, Portugal, Spain, Türkiye, UK and USA) signed an agreement
to support each other in extraordinary situations until a new organization could be
established.
Collapse of the American Continent (11 December 2056 - 24 June 2062)
The irrepressible riots of the “Wraiths” struck USA hard. With the help of the NRA the
United States of America collapsed, Mexico City was brought down from the inside. South
American countries united to stand against the rebellions for a few years until the nuclear
power of the USA was used to erase South America from the map.
The English-Canadian army laid thousands of soldiers to the Canada-US border in case of
any possible strike from the rebels.
VI. New World Threats
a) Insufficient Population
Cold temperatures have deeply shaken the states of the new world. The population fell
below the expected, population growth remained at negative levels for a long time.
There has been a huge migration to the warmer seas and the population balance has
been disrupted for a large part of the world.
b) Biological Threats
New Viruses
Due to the changing climate on Earth, new viruses have evolved. Although they have
not created a problem yet, the scientists' explanations have caused a stir in society.
While new variants of diseases such as Anthrax have been tested in Mediterraneo
Global Laboratories, no solution has been found yet. Symptoms of many of these
viruses are still unclear.
Laboratory-Made Diseases
Countries have opened numerous laboratories all around the globe, led by the Italian
government. The laboratories are designed and built so that researchers can safely
work with the most dangerous pathogens on the planet. These labs are either used to
diagnose infections with highly lethal and transmissible viruses, or they are used to
research these infectants to improve our scientific knowledge of how they work and to
develop new medicine, vaccines and diagnostic tests.
c) Global Power Grid Threat
With the decreasing number of power grids around the globe, a nightmare scenario of
a global power grid collapse happens. Interconnected electrical systems falter, sending
ripples of darkness across continents. Initially localized disruptions escalate into a
domino effect as failures cascade through the intricate web of power distribution
networks. Lights flicker and fade, plunging cities into shadow, while essential
services falter without electricity to sustain them. Communication networks falter,
leaving populations isolated and uninformed. Critical infrastructure grinds to a halt,
from transportation systems to water treatment plants, exacerbating the crisis.
VII. Expectations from Delegates
a. What Delegates Should Know
Each session shall begin with the Role Call which will be taken by the chairman in charge,
there will be no necessary quorum to meet, in order to start the debate.
When the Roll Call ends, the floor shall be declared open for Points and Motions by the
Chairman in charge.
Sessions will be continued with semi-moderated caucuses.
Semi-Moderated Caucuses are similar to Moderated Caucuses. Only exceptions are the
absence of “total time” and “individual speaking time”. The chair board is the sole
authority in means of deciding on termination, interrupting the caucus or cutting the
speech of any council members.
In order to maintain a healthy and productive debate, updates on the topic will be given in
the form of crises.
At the end of each session delegates are expected to write a communique covering the
points of the crisis that will be given at the start of the session.
Delegates are allowed to write a Press Release in each session to inform the public.
b. Dress Code Regulations
Delegates are expected to dress according to professional business attire.
Men should dress in a dark suit jacket, collared, button-down shirt, dress pants and loafers
or other kinds of dress shoes.
Women can dress in a business jacket, dress shirt, blouse and a tie if they would like to.
Additionally, women are expected to dress in dress pants and dress shoes.
