1. Compare and contrast the views of those in favor and those against RA 1425. Considering the context
of the 1950’s, would similar arguments have force today?

• Those in favor in RA 1425 support Rizal Law , Those who are against in RA 1425 oppose it .
Their Views are different in that one side supports the law while another side opposes it.
Arguments in favor of RA 1425 ; The objective of the bill was to keep the memory of the national
hero a live as he fought for freedom peacefully, while in the arguments against RA 1425 certain
section of RA 1425 attacked some oh the teachings of the Catholic Church. Those favor in RA
1425 argue that the bill aims to teach the Filipino Youth about the concept and being of
nationalism while those against in RA 1425 argue that reading Rizal’s text’s and novels could
cloud people’s judgements and lead then astray from God. The Views of those in favor in RA
1425 are primarily founded on the understanding of the great nationalism and patriotism that
could be ignited to be young minds of the country through Jose Rizal . The opposition pointed
out that Rizal admitted that he not only attacked the friars with his works but also the church
itself. Opposition emphasized that Rizal violated a Canon law that prohibit books that ridicule
the Catholic doctrine.
Today , Filipino people are more open minded and can research more with the resources
available. Some of these arguments can have force and be debated upon, especially the ones
that note how Rizal’s works are mostly Anti catholic and only fewer passages have nationalistic
sentiments.

2. Reflect on your secondary education. Did your school comply with RA 1425?

• The RA 1425 also known as Rizal Law is particularly efficient in teaching patriotism among
secondary school students, not just among them but among all Young people and next
generation . In my secondary education , my school complies with RA 1425 because it is
obligation of all schools in the Philippines to teach the life and works of Jose Rizal, the national
hero , in commemoration of all the sacrifices of our heroes in the fight for our freedom.

3. How effective is the Rizal Law in instilling patriotism among the students?

• Rizal Law is effective in instilling patriotism among the students through giving knowledge and
understanding to everyone about our history and about how our country had the absolute
freedom from the conquerors. It encourage the youth to be a better citizen. The teaching of the
Rizal course in the classroom is intended to awaken the sense of patriotism and nationalism in
every Filipino Youth and push them to apply the principles bequeathed by Rizal as solution to
present day problems. It serve as an avenue for the youth to understand Rizal’s vision. Through
this Rizal and his works were moved closer to our hearts .

4. Describe the background and context of the 1950’s that led to the passage of RA 1425.

• Before the passage of RA 1425, history would tell us that some historical backgrounds and
contexts led to the passage of the Rizal law in the context of that time, the RA 1425 was passed
with the aim that the youth will not forget Rizal. Let us unravel the historical background and
context of the 1950s . The varying social and political unrest that is happening in the world, in
East Asia, and the Philippines threatens the stability of the world and the Filipino nation. In the
1950s, the world was faced with several political issues between the rise of communist states
and how this weakened the democratic stability of other nations. In Korea for example, North
Korea invaded South Korea. During this period, the conflict between the capitalist and
communist created tension in the world (Stack, 2018). These tensions also established the
rivalry between the United States and the Soviet Union during the Cold War. In the year 1956,
East Asian countries felt an aggravated and prolonged period of political uncertainty and
internal unrest between the East and West, that is, between Soviet and US power and influence
(Sicat, 2015). These tensions brought the issues of communism as one of the factors
contributing to the political instability of the countries in the world and Asia. In the case of the
Philippines, former President Ramon Magsaysay on his term as Defense Secretary in 1949
became the foremost architect and executor of the movement’s anti-communist insurgency
program, When he rose to power in 1953, he was faced with the growing number of the
communist-led peasant uprising in Central Luzon, also called Huk Rebellion which stands for the
acronym, “Hukbo ng Bayan Laban sa Hapon” Due to this numerous political and social unrest,
Magsaysay thought of creating a wide-scale propaganda program to organize and educate the
youth and student population from elementary to college on the evils of communism (Reyno,
2012).
In response to the wide-scale propaganda program of the movement, Senate Bill 438 known as
the Rizal Bill which was first-authored by Senator Claro M. Recto and was passed to respond to
the need of crafting a nationalistic policy that would rekindle nationalism and patriotism of the
Filipinos. Thus, the passage of RA 1425 or commonly known as the Rizal Lew (Official Gazette of
the Philippines, 1956).

5. How important is the Rizal Law to the Filipino youth today?

• Rizal Law is important to the Filipino Youth today not just important but it’s indispensable
because the Filipino people, especially the youth, will already be educated and inspired by
Rizal’s life, deeds, and writings by the simple act of enacting this law. The Youth would have a
greater perspective on and comprehension of what Rizal actually accomplished for the nation. It
is crucial that young people are aware of this information because it might act as a symbol of
bravery, patriotism, and nationalism especially nationalism which would help create the country
and the Filipino identity. Through Rizal’s example of patriotism, the Rizal Law would help Filipino
youth acquire qualities like courage and determination that would boost nation building and
Filipino identity.
