1.1 Introduction
1.1.1 This specification covers the minimum requirements for material selection for steel pipelines for
hydrocarbon liquid and gas transmission and distribution systems encountered in normal onshore oil and
gas production installations and field facilities.
1.1.2 Material selection shall be made in accordance with the latest edition of ASME B31.8 for gas pipelines, and
ASME B31.4 for liquid pipelines plus the additional requirements of this Specification.
1.1.3 This material specification does not cover materials that are used in services below - 20 °F (-29 °C) or
above 250 °F (120 °C) for liquid transmission systems; and below - 20 °F (-29 °C) or above 450 °F (230
°C) for gas transmission systems.
1.1.4 This specification does not cover materials for services in oil refining and petrochemical plant, well head
assemblies, field flowlines, trunklines, sour service lines, crude oil storage areas, carbon dioxide gathering
and field distribution systems, gas processing and treatment plant, and auxiliary piping such as service
water, air, steam, lubricating and fuel oil.
1.1.5 Underground piping within process plant areas, and also in offsite areas, when buried piping is not
classified as pipelines (as given in paragraph 1.1.1), shall be covered by GES P.07 "Underground Piping".
1.1.6 The Vendor/Contractor shall comply fully with the provisions laid down in this specification. Any
exceptions must be authorised in writing by the Owner.
1.1.7 In the event of any conflict between this specification and the Data Sheets, or with any of the applicable
codes and standards, the Vendor/Contractor shall inform the Owner in writing and receive written
clarification before proceeding with the work.
1.1.8 This General Engineering Specification will form part of the Purchase Order/Contract.
The following NOC General Engineering Specifications are an integral part of this specification and any
exceptions shall be approved in advance by the Owner.
2.0 DEFINITIONS
2.1 Technical
Pressure/Temperature Ratings
These are the pressure/temperature ratings for flanges and flanged valves as defined in ASME B16.5 and
ASME B16.47.
For liquid transmission systems, within the temperature limits of -20 °F (-29 °C) to 250 °F (120 °C),
pressure ratings shall be as defined in ASME B16.5 and ASME B16.47 for primary service ratings at 100
°F (40 °C).
For gas transmission systems pressure temperature limits shall be in accordance with ASME B16.5 and
B16.47 for maximum non-shock pressure ratings within temperature limits of -20°F (-29 °C) to 450 °F
(230 °C).
Corrosion Allowance
Corrosion allowance is the additional wall thickness required for pipe and fittings to compensate for
corrosion or erosion resulting from a particular service condition. This is in addition to the minimum
calculated wall thickness for a maximum internal design pressure in accordance with ASME B31.4 and
ASME B31.8, for liquid and gas pipeline transmission systems respectively.
Radiography
Radiography is a method of non-destructive inspection for quality control of welds on pipeline transmission
systems, by using x-ray or gamma ray radiographic images. The minimum percentage of welds subject to
radiographic inspection shall be not less than 10% in all cases and shall depend on the locality of the
pipeline with respect to local hazard such as a road - crossing and location class in the case of gas
transmission pipelines.
SAW
Stress Relief
This is defined as post weld heat treatment (PWHT) of welds during construction of pipelines. In general,
stress relieving applies to pipelines with a joint weld thickness of 1¼" (32 mm) or more, or where service
conditions dictate.
Barred Tee
A equal or reducing butt-weld tee installed in a pipeline with the branch fitted with flat bars welded across
the bore, flush with the straight run bore of the pipeline, to prevent the entry of a sphere (or pig).
Sphere Tee
A specially fabricated double skinned butt-weld tee installed in a pipeline to prevent the entry of a sphere
or scraper tool (pig) into the branch.
2.2 Contractual
Owner
The oil or gas company, an associate or subsidiary who is the end user of the equipment and facilities.
Vendor
Contractor
Sub-Contractor
A company awarded a contract by the Contractor, to do part of the work awarded to the Contractor.
Inspection Authority
The organisation representing the Owner or Contractor that verifies that the equipment and facilities have
been designed, constructed, inspected and tested in accordance with the requirements of this specification
and Purchase Order/Contract.
Inspector
A qualified individual representing the Owner, Contractor or assigned Inspection Authority, who verifies
that the equipment and facilities have been designed, constructed, inspected and tested in accordance with
the requirements of this specification and the Purchase Order/Contract.
3.0 DESIGN
The following codes and standards, together with the references herein, shall be deemed to form part of this
specification.

3.2 Pressure
The Pipeline system shall be designed to the requirements of ASME B31.4 for an internal design pressure
which shall be not less than the maximum operating pressure, or less than the static head pressure in a static
condition, taking into account that adequate protective controls and components are provided to ensure that
surge pressure does not exceed the design pressure by more than 10 percent.

If there is any location along the pipeline that is at a lower elevation than the pressure source e.g. a
pumping station, the design pressure at this location must also include the additional pressure due to
hydrostatic head.
If the maximum shut-in pressure, plus any hydrostatic head, of a pipeline exceeds the specified design
pressure, a pressure relief device shall be provided to protect the pipeline.
Surge analysis shall be undertaken on liquid pipelines and surge protection systems shall be installed if
surge pressures are calculated to exceed 110% of the maximum allowable operating pressure (MAOP).
The pipeline system shall be designed for a maximum allowable operating pressure (MAOP) which shall
not exceed the design pressure permitted by the code (ASME B31.8 Paragraph 841.11.), or by the pressure
obtained by dividing the Test Pressure by a factor determined by the relevant location class (ASME B31.8
Paragraph 845.213), whichever is the lesser.
Note: Calculation of design pressures for pipelines shall consider the requirements of ASME B31.4 for
liquid transmission and ASME B31.8 for gas transmission, particular attention shall be paid to the location,
defined in ASME B31.8, which is a limiting factor dependant upon the density of human population within
the area through which the pipeline will be installed and which may change during the life of a pipeline
causing possible derating of the pipeline. There is also a requirement to regularly inspect the location to
determine if any change in location class is apparent that will necessitate recalculation of the MAOP.
3.3 Temperatures
The design temperature for liquid and gas pipeline systems is the maximum operating temperature in
normal operation and shall not exceed 250°F (120°C), for liquid pipelines and 450°F (230°C) for gas
pipelines.
Note: a pipeline at the exit of a compressor station will be at an elevated temperature for a considerable
distance downstream of the station.
The pipeline diameter shall be determined by the design flowrate, which shall include consideration for the
future needs. The design velocity calculations shall take into account the upper and lower flowrate limits.
The nominal wall thickness for pipelines under internal pressure shall be in accordance with ASME B31.4
Para 404.1.1 plus any additional requirements of this Specification.
The nominal wall thickness for pipelines under internal pressure shall be in accordance with ASME B31.8

The nominal wall thickness, for both liquid and gas pipelines shall not be less than the wall thickness or
schedules given overleaf, unless approved by the Owner.
Design Factor
When calculating the wall thickness in the standard specifications the design factor "F" has been taken as a
basic location class 1, Division 1, (ASME B31.8 Para 840.2). The Vendor/Contractor is responsible for
determining all factors when routing the pipeline, upgrading the design factor where required and
increasing the wall thickness of the pipeline as necessary.
The temperature de-rating factor "T" has been assumed for a maximum temperature of 450°F (230°C), (T =
0.867) when calculating wall thickness in the standard specifications. (ASME B31.8 Paragraph 541.116)
The Vendor/Contractor is responsible for determining the local maximum operating temperature for a gas
pipeline, and adjusting the wall thickness as required.
A nominal corrosion allowance of 1.5 mm (1/16") has been allowed for in this specification, on the
acceptance that the fluid being handled will have been treated for the removal of Hydrogen Sulphide or
other corrosive substances, and appropriate measures will be taken for corrosion control, such as corrosion
inhibition, external coating, cathodic protection of buried pipelines and the pipeline will be frequently
cleaned using spheres and scrapers. The Owner is responsible for ensuring that the above measures shall
be complied with for a particular pipeline system.
The transmission of sour fluids is not covered by this specification, the corrosion allowance for any
standard pipeline material specification must be increased if the fluid may contain any corrosive substances.
Sour service pipelines shall be individually designed by a Vendor/Contractor with expertise in that field, to
the approval of the Owner.
3.7.1 General
Buried pipelines shall be externally coated with protective material in accordance with GES X.07.
External coating may be factory applied before delivery to site, and shall be suitable for the installation
conditions for the pipeline, e.g.; buried or liable to flooding etc. Buried pipelines with no factory coating
shall be coated and wrapped in accordance with GES X.07. External concrete coating may be necessary to
combat effects of buoyancy in wet land areas.
4.0 MATERIALS
4.1 General
All pipeline materials shall comply with the requirements of this Specification. Any substitutions proposed
by the Vendor/Contractor shall be subject to written approval by the Owner.
4.2 Pipe
Steel pipe shall be either seamless or 'SAW' pipe (NPS 16 and above), and shall be in accordance with
ASTM A106 and API 5L for pipe sizes as given in the material specification sheets.
Pipe shall be supplied in 20 ft (6 m) or 40 ft (12 m) lengths depending on the mode of transport for
shipment to site, within the length tolerances given in Table 6.A, API 5L. Pipe shall be furnished with
bevelled ends suitable for butt-welding, except for sizes below NPS 2 which shall be supplied with plain
ends.
All pipes shall be field inspected for out-of-roundness before final assembly to accommodate scrapers and
spheres. The difference between major and minor outside diameters shall be less than 1%.
Butt weld fittings shall be the same material and wall thickness as the line pipe, and shall be dimensionally
in accordance with ASME B16.9 and MSS SP-75.
The recommended radius of field cold pulled bends shall be as per the Code requirements.
Bends in pipelines shall be checked for suitability for passing scrapers and spheres through the pipeline.
The diameter of the pipe shall not be reduced at any point on a bend by more than 2½% of the nominal
diameter. Mitred bends shall not be used.
Branch connections may consist of welded tees, welded fittings (weldolets, sockolets) and pipe to pipe
connections. Branch connections shall be installed in accordance with the Branch Connections tables,
Pages 32 - 36 and GES R.03 Para. 6.13. Pipe to pipe branch connections shall meet the requirements of
ASME B31.8 paragraphs 831.4 and 831.5 for gas transmission pipelines, and ASME B31.4 paragraph
404.3.1 for liquid transmission pipelines.
Reinforcing pads shall be provided at pipe to pipe branches where required by pipe stress calculations.
4.6 Valves

Valves shall be manufactured from cast steel to ASTM A216, or forged steel construction to ASTM A694,
and shall generally be in accordance with API 6D "Specification for Pipeline Valves" for valves NPS 2 and
above. Valves below NPS 2 shall be socket weld (except drain and vent valves which have socket
weld/screwed ends) and shall be in accordance with applicable API Standards.
Where scrapers and spheres are used in the pipeline, only full bore valves of a suitable type may be used, in
accordance with Table 4.0 of API 6D.
Although full-opening swing check valves may be used in pipelines that need scraping, the Owner may
specify that a check valve is installed in a by-pass around a normally closed block valve located in the main
pipeline. Thus two types of swing check valves have been listed in the material sheets, the regular swing
check and full opening swing check valves.
4.7 Flanges
Flanges shall be raised face, weld neck, forged steel to ASME B16.5 for flanges up to and including NPS
24, and ASME B16.47 for sizes above NPS 24. Flange material shall be the same nominal chemistry as the
corresponding pipe material. Full face flanges shall only be used at equipment nozzles that are full face.
4.8 Gaskets
Gaskets shall conform to ASME B16.20 and ASME B16.21, Gaskets for ASME Class 150 rating flanges
shall be non-metallic flat ring (asbestos free).
Gaskets for ASME Class 300 and 600 flanges shall be the metallic spiral wound type.
For flange ratings ASME Class 900 and above, octagonal ring type joint gaskets shall be used.
Insulating gaskets shall be suitable for the service rating of the pipeline system.
4.9 Bolts
Bolting for steel flanges shall be stud bolts and shall conform to ASME B16.5 and ASME B16.47, bolts
and nuts shall conform to ASTM A193 and ASTM A194 respectively. Bolting for insulating flanges shall
be 1/8" (3 mm) undersize.
4.10.1 Limitations
The minimum line size covered by this specification is NPS ½. The maximum line size within the
limitations of the specification shall be NPS 36. Where pipelines above NPS 36 are required, the relevant
standard Pipeline Materials Specification may be modified with the approval of the Owner.

Exceptions to the above size restrictions may be permitted at equipment connections, where out-of
specification sizes can occur. Where this arises, the line size shall be increased immediately to a regular
size by means of a reducer or swage nipple.
The following fittings and flanges shall not be used unless approved by the Owner.

Mitre bends shall not be used for pipeline systems, but may be used for sleeves where required.
4.11 Service
This specification does not cover materials in sour service. Pipelines in sour service shall be individually
designed by a Vendor/Contractor with expertise in that field, to the approval of the Owner. For guidance,
special material requirements are necessary whenever the fluid to be handled in the pipeline system
contains sour gas, sour oil etc.
(a) All carbon and low alloy steel material used in sour service shall comply with the requirements of
NACE Standard MR-01-75.
(b) The use of special corrosion resistant materials, alloys or clad steels other than standard oilfield
sour service materials shall be subject to approval by the Owner. Copper or copper alloys shall
not be used.
(c) All fittings and flanges shall be permanently identified using an acceptable method per NACE
Standard MR-01-75, or external or internal paint stencilling or labelling suitable to the Owner.
(d) All sour service valves shall be of the manufacturer's standard pattern with trim and metallurgy
selected to give corrosion and stress cracking protection. As a minimum, all valves shall meet the
requirements of NACE Standard MR-01-75. The valve code number shall include a letter code
suffix to identify conformance to NACE. Where O-rings are used, they shall be manufactured
from Teflon or Vitron-A, depending on service. Materials shall be as follows:

(e) No threaded connections shall be permitted in sour gas service except for secondary lines such as
instrument leads, etc., downstream of block valves which are flanged and connected by weld
fittings to primary lines.
API 941 shall be used for selecting materials for pipelines in Hydrogen Service.
5.1 Description
This section outlines the system of standard pipeline classifications used with this specification.
Flange facings, i.e. raised face, ring type joint, will be defined on the individual specification.

6.2 Designation
Pipeline specialities shall be assigned identifying mark numbers which shall be shown on the Piping and
Instrumentation Diagram and Pipeline General Arrangement drawings. Pipeline speciality items shall be
tabulated in schedules showing their tag number (SPL-1 SPL-2 etc.) and the line number in which they
occur, drawing number(s) and description (size, connections, pipeline material class, pressure/temperature
ratings, manufacturer and figure number) of the item.
