What are the general requirements for establishing a business?
1. Business Name Registration
DTI (for sole proprietorships) or SEC/CDA (for partnerships, corporations,
cooperatives) – provides legal identity and use of business name.
2. Barangay Business Clearance
Secure clearance from the barangay where your business will operate.
Business name certificate (DTI/SEC/CDA), valid ID, and proof of business address
(e.g., lease or land title).
3. Mayor’s Permit (Business Permit)
Issued by the Bantay Municipal Business Permits and Licensing Office (BPLO or
technical equivalent like e-BOSS).
Requirements typically include:
Barangay Clearance
DTI/SEC/CDA Certificate
Lease or land title
Community Tax Certificate (Cedula)
Zoning/Locational Clearance
Fire Safety Inspection Certificate (from BFP)
Sanitary/Health Permit (Municipal Health Office)
4. BIR Registration
Register with the Bureau of Internal Revenue to acquire the Certificate of
Registration (Form 2303), Authority to Print receipts, and register Books of Accounts.
5. Other Permits (as applicable)
Required if you’ll hire employees or operate in regulated sectors: SSS, PhilHealth,
Pag-IBIG, plus sector-specific permits (e.g., environmental, FDA, educational, food
licensing).
